The article presents a new approach to the solution to the paradox of value based on the theory of marginal utility of the Austrian School of Economics. The new approach is based on the theory of compound interests and economic bubbles. The study presents valuable theoretical insight towards sustainable economic development. The paper provides a brief formulation of the theory of compound interests, introduces the structure of compound interests model, and shows the relations between simple and compound interests as well as dimensionless interests. It reveals the saturation phenomena, and emphasizes its impact on economic and financial bubbles. The relation between the value of paradox and the price bubbles is presented. The article also explains the possibilities of the phenomenology of growth in formulating the paradox of saturation and studying the paradox of value. The phenomenological method allows to relate prices and financial and economic bubbles into a general entirety. Therefore, this paper deals with very important sustainable development issues as it discusses the market saturation phenomena, economic bubbles, and emotional consumer behavior. The limitations of behavioral theories are pointed out and their misunderstandings of information cascades are emphasized. The article provides the explanation of the nature of economic bubbles by employing the theory of compound interests.

The article substantiates the methodological tools for the formation of the mechanism for implementing the strategy of sustainable economic development of the hotel and restaurant industry. To ensure the operation of the mechanism, a system of indicators and criteria for assessing the process of sustainable economic development, based on accelerating the growth of efficiency and reducing operating costs through reserve and progressive development of resource potential of the enterprise. The paper identifies the stages of sustainable economic development of the enterprise, which include: identification, grouping and analysis of factors of progressive and reserve development, their classification and determining the degree of influence on the growth of operational (production and administrative and marketing) activities, progressive development of resource potentials; development of regression models and indicators of progressive, reserve and sustainable (static and dynamic) economic development, which explain the patterns of influence of factors on performance indicators; forecasting the parameters of efficiency and cost of production and commercial activities; formation of the volume and structure of investments by types of capital investments that ensure the progressive development of resource potentials, economic growth and sustainability of the enterprise. A methodology for creating regression models and indicators was developed, which provided an opportunity to assess and predict the ratio of resource costs and the level of operational efficiency, as well as change the performance indicator by changing the values of factor parameters or their total value in different combinations. The algorithm of the organizational and economic mechanism of realization of strategy of management of steady economic development of the enterprise of hotel and restaurant sphere is constructed. This algorithm provided the ability to determine the reserves of available resources, as well as to establish the required size and structure of capital investments that reduce costs and increase the efficiency of production and administrative activities.

Public–private partnership (PPP), an innovative mode of infrastructure investment, has been widely applied in China and has become an essential policy tool with which to promote sustainable economic development. In order to comprehensively evaluate the economic consequences, using 31 provinces in China from 2003 to 2018 as samples, first, stochastic frontier analysis was performed to measure the input–output efficiency of infrastructure investment to evaluate the economic sustainability and efficiency of PPP compared to single government-led investment mode. Next, the overall economic growth effect of PPP was verified. Further, from the perspective of sustainable development of regional economies, the double-fixed effect spatial Durbin model was adopted to empirically test the spatial spillover effect of PPP and clarify its industrial heterogeneity. The results show the following. (1) The average input–output efficiency of infrastructure is 0.449, revealing a distribution law of decreasing from east to west and remarkable regional variation. However, a good trend of improvement emerged, reflecting the economic sustainability of infrastructure investment, and PPP has played a positive role in promoting it. (2) PPP has significant and positive economic growth and spatial spillover effects, which can promote regional economic integration, embodying its economic sustainability function. (3) The economic impact of PPP has significant industrial heterogeneity. Transportation PPP can bring greater economic benefits, confirming the vital position of transportation infrastructure in the sustainable development of regional economies. Energy and water PPPs have positive externalities. All of this provides powerful and reliable proof of the realization of sustainable economic development under the regional virtuous circle driven by infrastructure investment through PPP.
