Waste disposal at undesignated sites in public open spaces causes hygiene problems, city landscape deterioration, and urban flooding in many developing countries. We used different types of norms—subjective norms, perception about government pressure as one injunctive norm, and personal norms—as interventions to promote people’s intentions to avoid disposing of waste in public open spaces. Six different statements focusing on these three norms were designed, and the residents’ tendencies to follow each statement were investigated using 15 pair-wise comparisons in Phnom Penh, Cambodia. In addition, the likely effectiveness of each statement to encourage the residents’ intentions was asked of national and local government officials using the same pair-wise questions. The results showed that residents were most likely to follow an intervention focusing on personal norms, especially when touching on people’s responsibility, and this was also perceived to be the most effective by the government officials. Social pressure from the government, either in a strict way with punishments or in a soft way with recommendations, were the least preferred and thought to be ineffective by both the residents and government officials in avoiding waste disposal in public open spaces. The result suggests that future policy implication should be more focused on bottom-up approaches rather than top-down counterparts. Voluntary civic engagement is more vital in dealing with waste disposal in public open space than government interventions.

Over the last decade, municipal solid waste generation in Phnom Penh has increased noticeably; however, the waste management system is far from satisfactory. Considerable amount of waste is left uncollected, as well as intentionally disposed of in public open spaces. External and internal factors can trigger these problems. Possible external factors are low collection frequency, low cleaning services, and insufficient facilities such as small dumpsters. Possible internal factors, which also play an important role in this issue, include low awareness, insufficient knowledge, and low responsibility for personal waste. To examine the influences of these internal and external factors on people’s waste disposal behaviors, we selected and conducted a questionnaire survey at four sites in Phnom Penh that differ in waste collection frequency and population density. A total of 413 valid responses were obtained. We developed a structural equation model to explain people’s intentions not to dispose of waste in public open spaces. The results showed that personal and social norms, such as perception of social pressure from friends and family and from the government, had significant influences on intention, whereas the influence of external factors was much smaller.

Currently, the existence of Kampung Deret Petogogan is due to the Jakarta government's work program, especially in the field of alleviating slum areas. In the past, this region was a slum area and it was the government's vision to transform it. Since 2013, it has been in a neat condition, not only for its occupancy, and also for its infrastructure in the open areas, which consist of parks and neighborhood roads. This research aims to determine the quality of public open spaces, such as parks and neighborhood roads for the residents. This study adopted descriptive qualitative methods, expected to benefit the government for the development of open spaces, and the community maintenance and utilization. The results showed that the democratic and beneficial aspects of the society, and the elements of quality public open spaces were achieved. Also, the productivity of open space utilization was very large. The element of responsiveness to physical and non-physical existence, and the need for infrastructure in an open space needs to be improved by maximizing its quality.

ABSTRAKRuang terbuka publik merupakan salah satu ruang yang seharusnya berada pada sebuah perumahan. Saat ini banyak ruang terbuka publik yang fungsinya sudah dibangkitkan kembali oleh pihak penyelenggara, baik pihak pemerintah maupun pihak swasta. Secara fisik, keberadaan ruang terbuka publik kini dalam keadaan yang layak dan baik. Namun, pada ruang publik ini terlihat fasilitas ruang publik yang sangat sederhana dan jumlahnya pun terbatas. Penelitian ini disusun untuk melihat persepsi pengunjung pada kelengkapan fasilitas di ruang terbuka dengan tingkat kenyamanan pengunjungnya. Dengan menggunakan metode kuantitatif deskriptif, penelitian ini dilakukan dengan observasi kajian di ruang terbuka publik dan menyebarkan kuisioner kepada pengunjung. Hasil dari penelitian ini adalah bahwa menurut pengunjung, mereka merasa nyaman ketika berada di ruang terbuka publik ini. Penelitian ini dapat bermanfaat untuk peningkatan perencanaan ruang terbuka publik di perumahan selanjutnya. ABSTRACTPublic open space is one of the spaces that should be in a housing complex. At present many public open spaces whose functions have been resurrected by the organizers, both the government and private parties. Physically, the existence of public open space is now in a decent and good condition. However, in this public space public facilities are very simple and the number is limited. This research is structured to see the perception of visitors on the completeness of facilities in open space with the level of comfort of visitors. By using descriptive quantitative methods, this research was conducted by observing studies in public open spaces and distributing questionnaires to visitors. The results of this study are that according to visitors, they feel comfortable when in this public open space. This research can be useful for improving public open space planning in the next housing complex.

Abstract: The existence of open space provides a function of comfort to gather and release saturation with various other communities. The purpose of this research is to determine the influence of community activities in the open space of  Lapangan Minggiran between visitors, sellers and the government officials. This research used rationalistic qualitative research, qualitative analysis with description to analyse the object to the condition in the research field. Data analysis used in the result of interviews from various age group using tables and the result were analysed descriptively. The result showed that through interviews and questionnaires of various age groups it was known that the result of the influence of activity patters, which occurred in open spaces are inadequate and lack arrangement in the area.Abstrak: Keberadaan ruang Terbuka memberikan fungsi kenyamanan untuk berkumpul dan melepas kejenuhan dengan berbagai masyarakat yang lain. Tujuan penelitian ini untuk mengetahui pengaruh aktivitas masyarakat di ruang terbuka Lapangan Minggiran antara pengunjung, penjual, petugas pemerintah. Metode digunakan adalah penelitian kualitatif rasionalistik, kualitatif analisis dengan deskriptif untuk menganalisa suatu objek dengan kondisi di lokasi penelitian.Analisis data menggunakan hasil wawancara dari berbagai golongan umur menggunakan tabel kemudian hasilnya dianalisis secara deskriptif. Hasil penelitian menunjukkan melalui wawancara dan kuisoner berbagai golongan umur diketahui bahwa hasil dari pengaruh pola aktivitas, yang terjadi di ruang terbuka kurang memadai,kurangnya penataan dalam kawasan.

Public open spaces services have been shown to be profoundly affected by rapid urbanization and environmental changes, and in turn, they have influenced socio-cultural relationships and human well-being. However, the impact of these changes on public open space services (POSS) remains unexplored, particularly in the Saudi Arabian context. This study examines the socio-cultural influence of POSS on the King Abdulaziz University campus, Jeddah, Saudi Arabia and the impact of these services on well-being. A field survey and questionnaire were used to collect data. Non-parametric tests (Kruskal–Wallis and Mann–Whitney tests) were used to find significant differences in the importance of POSS as perceived by stakeholders based on socio-demographic attributes. Factor analysis was performed for 14 POSS to identify those that are most important. The study showed that (i) university stakeholders are closely linked to services provided by public open spaces (POS) and dependent on POSS, (ii) there were significant differences in the perceived importance of POSS according to gender, age, and social groups, and (iii) 70 to 90% of stakeholders reported POSS as having a positive impact on well-being. Thus, the findings will help design and plan POSS to meet the needs of society and promote well-being.

The provision of open spaces within a residential development is often seen as unimportant. The Malaysian Government targeted to provide 2 hectares of open space per 1000 population to be achieved as a developed nation status by the year 2020. This vision can be seen as the Government attempt to ensure the sustainability of open spaces in Malaysia. The Federal Department of Town and Country Planning, Peninsular Malaysia (FDTCP) has produced a planning standard guideline to supervise the implementation of the open space policy in Malaysia. According to FDTCP; until December 2009, Malaysia has achieved a percentage of 1.19 hectares of open space per 1000 population. Achieving the standard requires commitment of local authorities to implement the open space policy. However, the adoption of open spaces policy differs among local authorities, from a simplistic general approach of land ratio techniques to an ergonomics method. The paper examines the local allocation practices using 5 different approaches and it argues that implementation of open space by local planning practices requires the knowledge of and understanding by planning profession towards a long term sustainable green objectives.

Abstract Taman Gajah Mada is an outdoor recreation landscape located on Jalan Gajah Mada Medan, North Sumatra. Residents around Medan use this landscape to carry out sports activities. Usually, Taman Gajah Mada is visited by visitors in the morning and evening. Visitors who come in the morning usually come to just exercise. Meanwhile, visitors who come in the afternoon typically sit around enjoying the afternoon atmosphere in this beautiful and clean garden. This study was qualitative, and the ethnography method was applied to collect and analyze the data. The analysis also deliberated the unity of multidiscipline landscape architects and landscape anthropology to explain the use of outdoor recreation in Taman Gajah Mada. This literature becomes a reference for research on the concept of public open space at Taman Gajah Mada to maintain cultural originality in the use of roars in the landscape. This study indicates three public open spaces, namely the buffer zone, transition zone, andcore zone. These three public open spaces can be grouped into two based on their function and purpose: general and special public open spaces. The general public open spaces such as transition zoneand core zonecan be utilized and used by the entire community, while special ones such as the Buffer Zone are buffer areas.

With a population of close to 13 million, and an annual growth rate of 2.86 percent, Rwanda plans to position itself as a climate resilient, low carbon, low unemployment, reduced poverty country, with a strong services sector by 2050. Its projected increase in its urbanization rate from a current value of 18.4 percent to 35 percent by 2024 is driven by strong political will, significant investments in infrastructure, service provision, and human capital development. Rwanda’s secondary cities, identified as economic nodes of growth, are currently undergoing revision of their masterplans in consideration of climate change realities and the pressure on infrastructure and services due to rapid urbanization. Currently, cities in Rwanda do not yet have a system of public open spaces. Where available, such spaces are usually hardly accessible and need upgrading. To address this, the Ministry of Infrastructure, Rwanda Housing Authority, City of Kigali and six secondary cities have committed to deliver on public open space related activities and targets under the yearly performance contract ‘Imihigo’. The outcomes of their commitments support the climate-responsive revision of masterplans of the City of Kigali and six secondary cities. This paper presents public open space initiatives in Kigali and the results of the technical assessment of public open spaces and participatory planning and design workshop in Nyagatare, secondary city in Rwanda’s. It also discusses ongoing policy changes and initiatives that aim to promote public open spaces as crucial for urban public health.

AbstractWhen discussing Green Open Space (RTH), of course its existence is something that is underestimated by most people even by the district/city government. This is because the mindset of the community and the government that considers the development of Green Open Spaces is not too important is carried out because of the lack of feedback provided by Green Open Spaces to the community and government so that the land of a Regency / City area is overcrowded by other infrastructure developments plus other with the increase in population, resulting in the need for new Green Open Spaces in their minds. The research method used is a qualitative approach with data collection techniques through literature or literature studies.This was only realized because of the community's need for a place to release the fatigue that afflicts due to the many demands from work, the worsening of air quality in a Regency/City area as a result of the rise of industry and motorized vehicles which make the air increasingly polluted by air pollution, and also the lack of land for accommodate water when it rains which makes many areas flooded when it rains because of the lack of water catchment areas. Keywords: Development Planning; Green Open Space; Regulation   AbstrakBila membahas Ruang Terbuka Hijau (RTH) tentunya keberadaannya bagaikan sesuatu yang dianggap remeh oleh kebanyakan orang bahkan oleh pemerintah kabupaten/kota. Hal ini dikarenakan pola pikir dari masyarakat dan pemernitah yang menganggap pembangunan Ruang Terbuka Hijau tidaklah terlalu penting itu dillakukan  karena kurangnya input balik yang diberikan oleh Ruang Terbuka Hijau kepada masyarakat maupun pemerintahan sehingga membuat lahan dari suatu wilayah Kabupaten/Kota penuh sesak oleh pembangunan infrastruktur lainnya ditambah pula dengan bertambahnya jumlah penduduk sehingga mengakibatkan kebutuhan akan Ruang Terbuka Hijau baru terpikirkan oleh mereka.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui studi literatur atau kepustakaan. Hal ini baru disadari karena kebutuhan masyarakat akan tempat untuk melepas kepenatan yang menimpa karena banyaknya tunututan dari pekerjaan, bertambah buruknya kualitas udara disuatu wilayah Kabupaten/Kota imbas dari maraknya industri dan kendaraan bermotor yang membuat udara semakin tercemar oleh polusi udara, dan juga kurangnya lahan untuk menampung air ketika hujan yang membuat banyak wilayah yang terendam banjir ketika hujan karena kurangnya wilayah resapan air.     Kata Kunci:   Perencanaan Pembangunan; Ruang Terbuka Hijau; Regulasi
