According to the European University Association, nowadays financial sustainability is one of the key challenges for Higher Education Institutions. The financial sustainability of public universities is threatened by cutbacks in public funding and by society’s growing demand for improvements to the volume and quality of services provided. A recent reform in Italy has determined that universities are required to move to accrual accounting, starting from the assumption that this system responds more effectively to issues relating to financial stability control. This paper evaluates whether the new financial reporting system is better placed to represent the universities’ conditions of financial sustainability. Moreover, specific measures have been developed to investigate which financial strategies, if any, have been adopted in Italian universities to react to the new competitive context. Working in collaboration with practitioners from the HE sector, the research team developed a framework based on specific financial ratios to assess the financial sustainability of these institutions and to analyse their financial strategies. The findings reveal that, notwithstanding some common features, there are significant variations between Italian universities and they are addressing the new challenges with a range of different approaches.

Subject. This article explores the need of public sector organizations, and universities in particular, to classify the source data to conduct a reliable and trustworthy analysis of their financial stability. Objectives. The article aims to develop information support for a comprehensive economic analysis of the financial stability of the university by determining the sources of data used to analyze its financial stability. Methods. For the study, I used the methods of analysis, synthesis, and comparison. Results. Based on the study of accounting (financial) reporting indicators, the article proposes to determine three levels of data systematization, i.e. managerial, departmental, and public ones. The article substantiates proposals to clarify the provisions of the Instructions on the preparation, presentation of the annual, quarterly accounting of State (municipal) budgetary and autonomous institutions for economic analysis of the financial stability of public sector institutions. Conclusions. The current state of the methods used to assess financial stability makes it difficult to widely disseminate and implement them in the analytical activities of public sector institutions, including universities. Practical application of the original developments by grouping data sources to analyze the financial stability of the university, as well as the division of these groups into levels will help provide the most objective assessment, which will have a high degree of confidence in the assessment of the financial sustainability of budgetary and autonomous institutions of higher education.

The financial system consists, without doubt, one of the most important determinants of the world national economies, which undergoes numerous changes and challenges with major impact on the economic growth prospects of a country. A healthy financial system is the steam engine of the economy, a major source for economic growth through which capitals are attracted for investments; hence, it is regarded as a trustee of financial stability. Given the difference in structure and function of the financial sector in various countries, we investigate the extent to which the implementation of International Financial Reporting Standards (IFRS) accompanied by Corporate Governance practices affected the quality of financial and narrative reporting offered within published statements of Greek banks for the period from 2008 to 2011. The originality of the work lies at the fact that it focuses on Greek financial institutions for a period that incorporates both the burst of global financial crisis and the beginning of the Greek sovereign debt crisis making inferences on quality of reporting as a result of IFRS and Corporate Governance practices adoption. Our analysis revealed the positive contribution of both of the above categories of variables to the accuracy and quality of the information offered to stakeholders.

<p><em>This study aims to determine the effect of the Quality Government Apparatus, Regional Government Accounting System, Utilization of Information Technology on the Quality of Financial Reporting of the Regional Government. Respondents in this study were 72 employees of the Regional Finance Agency of Sukoharjo Regency. Based on the results of processing primary data (questionnaires) with multiple linear regression analysis methods, F test and t-test has known that variables of the Quality Government Apparatus, Regional Government Accounting System, utilization of information technology simultaneously have a significant effect on the Quality of Financial Reporting in the Regional Government. Partially the Quality Government Apparatus does not have a significant effect on the Quality of Financial Reporting of the Regional Government, but the Regional Government Accounting System and Utilization of Information Technology has a significant effect on the Quality of Financial Reporting in the Regional Government.</em></p>

AbstractThis study aims to examine the influence of externalxpressure, institutionalownership, xfinancial stability, xquality of external auditor, xchange inxauditor, change in director and frequentxnumber of CEO’s picture on the fraudulent financial reporting among the property and real estate firms listed in Indonesia stock exchange during 2014-2016. The data used in this study is secondary data obtained from the firms’ annual report which was accessed through www.idx.co.id. The data analysis method used in this study is multiple linear regression analysis. SPSS ver 2.0 was used to analyze the data. The samples were selected using a non-probability sampling technique with a purposive sampling method and obtained a sample of 41 property and real estate companies during 2014-2016. The results of variable test indicates that external pressure and change in director partially influences fraudulent financial reporting, while institutional ownership, financial stability, quality of external auditor, change in auditor, and frequent number of CEO’s picture partially does not influence fraudulent financial reporting. This literature review aims to map research on the quality of local government financial reports in Indonesia and to see how the role of accountability and transparency factors in the quality of local government reports in Indonesia. This research method uses SLR (Systematic Literature Review). Analysis of data by mapping 28 selected journals from 2015 to 2020 in the Google Scholar database. The results of this research show factors affecting the quality of the Indonesian government's financial reports, namely: human resource competence, Information Technology, Accountability, Transportation, Audit Quality, Accounting System, Accounting Procedure, Accounting Standards, and Internal Management with quantitative research type, Qualitative, literature review, and mix method. The most frequently investigated factor is the competence of human resources as much as 15 times the type of research that is widely used is quantitative research as much as 20. This research also shows that the accountability and transparency of financial reporting have a significant effect on the quality of financial reporting of local governments in Indonesia.

I examine the relation between borrowers' financial reporting (FR) and the quality of banks' loan portfolios. This relation is theoretically ambiguous as better FR improves banks' monitoring of loans but also grants more creditworthy borrowers cheaper access to alternative public funding, increasing competition and creating adverse selection problems for banks. Using the adoption of Section 404 of the Sarbanes-Oxley Act to identify improvements in borrowers' FR, I find an overall positive effect of FR on banks' lending: the quality of loans extended to borrowers subject to Section 404 improves relative to the quality of loans extended by the same bank to other borrowers exempted from Section 404. Additional tests examining borrowers' internal control over FR and loan contracts' characteristics confirm that improved monitoring and screening are both responsible for the higher loan portfolio quality. Overall, my study highlights unexplored consequences of companies' FR on the quality of banks' assets.

Past events exert significant influence on corporate development and management behavior, thus impacting the financial sustainability of companies. Therefore, the consequences of the 2008 financial crisis and corporate tax reform introduced in Latvia in 2018 are well reflected in the financial conditions of Latvian enterprises. This study, which was conducted based on financial reporting data from 2015–2019 and aimed at the assessment of Latvian companies’ ability to survive during the crisis, revealed a substantial improvement in financial sustainability and in the efficiency of capital management, particularly visible in 2018–2019. On the other hand, the margins, which are a proxy of competitive advantage, remained at a low level, and the operating leverage level indicates the rather high riskiness of Latvian companies, which might be critical in overcoming the crisis triggered by COVID-19. The analysis also revealed that there was a large gap between the best and the worst companies. A significant discrepancy in the quality of the financial conditions was also found based on an analysis by region and industry.

Specifics of using the working documents of an auditor when auditing the financial reporting made up on external user (foreign investor) demand are highlighted. It is demonstrated by statistical data that the foreign investment in Ukraine has been growing. It follows that investors need to have confidence that the financial information used by them for making decisions on the allocation of capital is authentic and reliable, which means that a foreign investor needs high quality audit. The abovementioned increases the responsibility of an auditor for the quality of audit conclusions made by the audit results. The commonly accepted quality criterion of audit is the requirements of the International Standards on Auditing (ISA) 2015, adopted in Ukraine as national ones. As ISA do not offer specific examples regarding the format of the auditor’s working documents, a practical example is taken to demonstrate the method for quality assurance of an auditor task using check lists (working documents) in the auditing practice. An example of check list and list to the company’s administrative personnel (the customer’s administration) on the audit results is shown. The list to the customer’s administration consists of the two parts: the address to administration and the section “Report on essential comments and defects identified in the process of audit”. This section reveals the auditor’s observations on the internal control and accounting system. An example of working document “cross control”, which is used in forming the auditor’s opinion and ensures the comparability of data obtained by an auditor, is given. Being the basis for forming the auditor’s opinion, the working documents of an auditor, once unified, will reduce the labor intensity of audit procedures. It is demonstrated that the standardized working documents allow for higher quality of audit and foreign investor’s confidence.

Abstract On the last decades the accounting system haven‘t been able to follow the dynamics of the economic systems generated by the globalization process. In order to reduce the lag between the demand of financial information and the offer of financial information, IASB has started numerous initiatives aiming the increase on the quality of the financial information. Among the current list of current IASB major projects there is also the project of revising the actual conceptual framework for financial reporting. This study is designed to give some directions that will be considered on the exposure draft of this project, analyzing the comment letters submitted by the members of ASAF and the Big4 as well. The study reveals the increasing importance the preparers and users give to the disclosures included on the notes to the primary financial statements. Moreover, on this study we emphasize several challenges that IASB has to face on issuing the exposure draft for this important project. Some of the main challenges refer to the narrow scope of the financial statements, the criteria used on classification, aggregation and offsetting, or the use of the materiality concept
