Public sector innovation labs have gained increasing importance as one of the material expressions of public sector innovation and collaborative governance to address complex societal problems. In the current international context, there are various experiences, interpretations, and applications of this concept with similarities and differences but all of them are based fundamentally on the establishment of new forms of participation and collaboration between governments and civil society. This paper aims to examine, through a case study, how policy innovation labs could play a prominent role in promoting decision-making at the local level in order to create a more sustainable public sector. To do this, this article focuses on an analysis of the “Gipuzkoa Lab”, a public innovation lab developed in the Gipuzkoa region located in the Basque Country, Spain, in order to confront future socio-economic challenges via an open participatory approach. An analysis of a pilot project to address worker participation, developed within this participatory process, indicates that these collaborative spaces have important implications for the formulation of public policies and can change public actions, yielding benefits and engaging citizens, workers, private companies and academics. This paper provides a contemporary approach to understanding good practice in collaborative governance and a novel process for facilitating the balance between the state and civil society, and between public functions and the private sphere, for decision-making. In particular, this case study may be of interest to international practitioners and researchers to introduce the increasingly popular concept of public sector innovation labs into debates of citizen participation and decision-making.

Purpose This paper aims to examine through a case study how the creation of collaborative spaces between local stakeholders can foster decision-making and collective development of projects that improve the governance of tourism destinations and their sustainability. Design/methodology/approach The paper focuses on the analysis of a case study based on the Etorkizuna Eraikiz (Building the Future) programme developed in the Gipuzkoa region located in the Basque Country, Spain. The programme is based on a strategy that seeks to institutionalize a new model of collaborative governance in the long term through the co-design of public policies involving stakeholders of the territory. Through the description and analysis of the results achieved so far, the paper presents the implications of this public programme for the design of policies. Findings Etorkizuna Eraikiz emerges as a model to develop an exercise of active experimentation. The analysis of this collaborative governance process has derived in practices and agendas promoted by a variety of agents within the region. The programme has important implications for the formulation of public policies in the field of tourism through the creation of formal interaction spaces and the implementation of projects in support of tourism development (Tourist Eco-tax and information and communication technology tools). Originality/value This paper provides a contemporary approach to the practices in governance within the context of tourism. This case study may be of interest to practitioners and researchers to adopt destination governance practices through the creation of collaborative spaces between local stakeholders. These practices can foster decision-making and the collective development of projects that impact and lead to better governance of tourism destinations and their sustainability.

AbstractThe German administrative system is well known for its time-honoured subsidiarity principle regarding the delivery of social and welfare services, especially at the local level. The public (municipal) sector is only allowed to provide these welfare services if the civil society, welfare organisations and citizens’ initiatives are not able to do it on their own. Against this background, the co-production of public services is deeply rooted in the German administrative culture. However, in more recent times, often prompted by fiscal problems, but also triggered by an increasing demand for more citizen participation, the co-production of services and the involvement of multiple actors have gained increasing importance. Against this backdrop, the chapter outlines these shifts from ‘traditional’ modes of service delivery and decision-making to co-producing features and participatory elements. It also addresses some of the resulting key problems and pitfalls, such as accountability, transparency and legitimacy.

PurposeThe contemporary practice of conventional maintenance for industrialised building system (IBS) constructions suffers from poor service delivery and defect repetition. A key problem impeding the widespread adoption of emerging technologies is the lack of competent contractors to support the effectiveness of the technology implemented in conventional methods and to ensure returns on investment. The shortcomings of conventional methods are assessed from the perspective of IBS buildings. This paper aims to identify the different system approach using Building Information Modelling (BIM) technology that is equipped with decision making processes.Design/methodology/approachThis paper describes the establishment of key problem areas, the elements involved in implementing good practice and the requirements for integrating maintenance management processes and information databases in the maintenance management system.FindingsConventional methods have little emphasis on defect diagnosis tools. They also enhance inadequate strategic decision-making in the analysis of information when attempting to improve the maintenance project outcomes for IBS construction. The characteristics identified in a case study of IBS buildings are presented and analysed.Originality/valueThe conclusions and recommendations drawn from the analysis of the IBS case study are discussed, synthesised and deliberated upon. The approach presented in this paper integrates various aspects of building information modelling technology to facilitate improved execution of IBS maintenance activities.

In 2015, the local government of the city of Madrid (Spain) introduced an electronic participation system. This initiative stemmed mainly from the social movements that had occupied the squares of many Spanish cities since 2011. As a result of the local elections in 2015, many of those same activists gained institutional power, took citizens’ participation very seriously, and decided to use the possibilities offered by the internet for political and administrative participation. In this article, we seek to assess the impacts of the Madrid city government with the e-democracy experiment – based mainly on establishing an online platform to facilitate citizen participation in political and administrative decision processes. Drawing on qualitative and documental data, our research indicates that whereas the overall aim of the project was to give citizens a say in local policy and decision making, our case study shows that participation was very low since most of the population does not feel concerned by these processes. Indeed, one of our findings showed that citizens’ involvement offline surpassed in some cases their online participation. To identify who is politically active online and offline is a great challenge, to which the promoters of the project did not pay much attention. Although e-participation was meagre in relation to the electoral turnout, the case study also shows that many proposals from the public were incorporated into the local policies, indicating that from a qualitative point of view, e-participation influences decision-making processes. Perhaps local governments should use a more strategic and integrated approach towards the use of electronic technologies to foster and motivate citizens’ involvement in local politics and administration. This more integrated approach should be less dependent on ideological incentives, more institutionalized, and must incorporate citizens’ perceptions and inputs before the introduction of new technologies.

AbstractThe paper refers to the social innovation of participatory budgeting which has become a very popular tool for stimulating citizen participation at the local level in Poland. It focuses on the major cities, defined as capitals of the voivodeships or regions. Based on the data concerning 2018 participatory budgeting editions in the eighteen cities, it describes the funding, organisation of the process, forms of voting and voter participation as well as the nature of projects selected and implemented. According to the amended Act on the Local Self-Government, organisation of participatory budgeting will only be obligatory for Polish cities from 2019. Despite that fact, it has already become quite popular and broadly applied in local communities. However, citizens’ participation and involvement in the process seems quite low, suggesting a need for experience sharing and improvement of the initiative. Also, project selection reflects the influence of various social groups within urban communities, rather than assisting groups which are at risk of marginalisation.

Abstract Background Patient participation in decision-making has become a hallmark of responsive healthcare systems. Cancer networks in many countries have committed to involving people living with and beyond cancer (PLC) at multiple levels. However, PLC participation in network governance remains highly variable for reasons that are poorly understood. This study aims to share lessons learned regarding mechanisms that enable PLC participation in cancer network governance. Methods This multiple case study, using a qualitative approach in a natural setting, was conducted over six years in three local cancer networks within the larger national cancer network in Quebec (Canada), where PLC participation is prescribed by the Cancer Directorate. Data were collected from multiple sources, including individual and focus group interviews (n = 89) with policymakers, managers, clinicians and PLC involved in national and local cancer governance committees. These data were triangulated and iteratively analysed according to a framework based on functions of collaborative governance in the network context. Results We identify three main mechanisms that enable PLC participation in cancer network governance: (1) consistent emphasis on patient-centred care as a network objective; (2) flexibility, time and support to translate mandated PLC representation into meaningful participation; and (3) recognition of the distinct knowledge of PLC in decision-making. The shared vision of person-centred care facilitates PLC participation. The quality of participation improves through changes in how committee meetings are conducted, and through the establishment of a national committee where PLC can pool their experience, develop skills and establish a common voice on priority issues. PLC knowledge is especially valued around particular challenges such as designing integrated care trajectories and overcoming barriers to accessing care. These three mechanisms interact to enable PLC participation in governance and are activated to varying extents in each local network. Conclusions This study reveals that mandating PLC representation on governance structures is a powerful context element enabling participation, but that it also delineates which governance functions are open to influence from PLC participation. While the activation of mechanisms is context dependent, the insights from this study in Quebec are transferable to cancer networks in other jurisdictions seeking to embed PLC participation in decision-making.
