The present research takes into account the current and widespread need for rational valuation methodologies, able to correctly interpret the available market data. An innovative automated valuation model has been simultaneously implemented to three Italian study samples, each one constituted by two-hundred residential units sold in the years 2016–2017. The ability to generate a “unique” functional form for the three different territorial contexts considered, in which the relationships between the influencing factors and the selling prices are specified by different multiplicative coefficients that appropriately represent the market phenomena of each case study analyzed, is the main contribution of the proposed methodology. The method can provide support for private operators in the assessment of the territorial investment conveniences and for the public entities in the decisional phases regarding future tax and urban planning policies.

This paper explores an innovative approach to open policymaking and citizen-responsive urban planning. It reports on project MiraMap carried out by the Politecnico di Torino (the Polytechnic University of Turin). The project engages both citizens and the Public Administration in a reporting process concerning critical issues, as well as positive trends and resources within the Mirafiori Sud administrative area of Turin (Italy), through the use of a digital collaborative platform. The experiment was a real case study geared at evaluating the use of open source technologies to foster e-participation in urban planning. MiraMap has been set up with an eye to achieving integration within the current administrative management process and to involving new actors in the decision-making process through a “collective governance” approach. Therefore, this paper seeks to set up a methodological (and technological) framework, which is seen as crucial for addressing the complexity and dynamics of urban planning and programming, by integrating the perspectives of citizens through their actual engagement.

A recent study of property valuation literature indicated that the vast majority of researchers and academics in the field of real estate are focusing on Mass Appraisals rather than on the further development of the existing valuation methods. Researchers are using a variety of mathematical models used within the field of Machine Learning, which are applied to real estate valuations with high accuracy. On the other hand, it appears that professional valuers do not use these sophisticated models during daily practice, rather they operate using the traditional five methods. The Department of Lands and Surveys in Cyprus recently published the property values (General Valuation) for taxation purposes which were calculated by applying a hybrid model based on the Cost approach with the use of regression analysis in order to quantify the specific parameters of each property. In this paper, the authors propose a number of algorithms based on Artificial Intelligence and Machine Learning approaches that improve the accuracy of these results significantly. The aim of this work is to investigate the capabilities of such models and how they can be used for the mass appraisal of properties, to highlight the importance of sensitivity analysis in such models and also to increase the transparency so that automated valuation models (AVM) can be used for the day-to-day work of the valuer.

Land consolidation, which aims to promote sustainable development of rural areas, involves the reorganization of space through land reallocation, both in terms of ownership and land parcel boundaries. Land reallocation, which is the core part of such schemes, is based on land values because each landowner is entitled to receive a property with approximately the same land value after land consolidation. Therefore, land value, which in the case of Cyprus is the market value, is a critical parameter, and hence it should be reliable, accurate, and fairly valued. However, the conventional land valuation process has some weaknesses. It is carried out manually and empirically by a five-member Land Valuation Committee, which visits every unique parcel in the consolidated area to assign a market value. As a result, it is time consuming and hence costly. Moreover, the outcomes can be inconsistent across valuators for whom, in the case of such a mass appraisal procedure, it is hard to analytically calculate the scores for a series of land valuation factors and compare all of these for hundreds of land parcels using a manual process. A solution to these shortcomings is the use of automated valuation models. In this context, this paper presents the development, implementation, and evaluation of an artificial neural network automated valuation model combined with a geographical information system applied in a land consolidation case study area in Cyprus. The model has been tested for quality assurance based on international standards. The evaluation showed that a sample of 15% of the selected land parcel values provided by the Land Valuation Committee is adequate for appraising the land values of all parcels in the land consolidation area with a high or acceptable accuracy, reliability, and consistency. Consequently, the automated valuation model is highly efficient compared to the conventional land valuation method since it may reduce time and resources used by up to 80%. Although the new process is based partly on the Land Valuation Committee sample, which inherently carries inconsistencies, it is systematic, analytical, and standardized, hence enhancing transparency. The comparison of artificial neural networks with similar linear and nonlinear models applied to the same case study area showed that it is capable of producing better results than the former and similar outcomes to the latter.

This chapter explores an innovative approach to open policy-making and citizen-responsive urban planning. It reports on the ongoing project MiraMap carried out by the Politecnico di Torino from 2013. It started creating a crowdmap, engaging both citizens and the Public Administration in a reporting process concerning issues, and resources within the Mirafiori Sud administrative area of Turin (Italy), until it became a digital collaborative platform. It was a real case study geared at evaluating the use of open source technologies. MiraMap has been set up by integrating current administrative management process and involving new actors in the decision-making process. Today, the project is focusing mostly on encouraging forms of co-design and co-production, including gaming components. The chapter seeks to set up a methodological and technological framework, by addressing the complexity of urban planning and integrating the perspectives of citizens through their actual engagement.

This research was conducted to determine the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province by paying attention to aspects contained in the Effectiveness of the Jakarta Siaga Emergency Service Program 112. The research method was carried out with a case study method with data collection techniques using interview methods and document review. Interviews were conducted on 10 (ten) key informants, document review focused on documents related to the Jakarta Emergency Alert Service 112 Effectiveness research in Fire Management. The results showed that the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. The Center for Disaster Data & Information BPBD DKI Jakarta Province Its effectiveness is still low, due to the Implementation of Emergency Services Jakarta Standby 112 in Fire Management implemented by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province in terms of the Target Group Understanding of the Program, the Achievement of the Program Objectives aspects, and the Program Follow-up aspects. It is recommended to continue to disseminate this Emergency Service to the public, it is necessary to increase the firm commitment of the Head of 8 SKPD related to fire management so that all units play a role in accordance with the Standard Operating Procedures (SOPs) for Fire Management and the evaluation and follow-up of program services that are held periodically 3 once a month.Keywords: Effectiveness, Emergency Services, Fire Handling

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.
