Social capital plays a significant role in post-disaster community participation and disaster recovery. This study divides social capital into three aspects: Cognition, structure, and relation, and discusses the impact of these factors on community participation in post-disaster recovery. Through data analysis, we found that a self-organized relationship villager network had a positive effect on villagers’ participation in voluntary community activities after an earthquake, while the local cadre relationship network had a negative impact. However, the latter could encourage villagers to participate in disaster-recovery activities organized by the local government. These findings indicate that the mobilization mechanism for post-disaster local-government reconstruction and community self-organization are the same, both coming through the social-acquaintance network, a type of noninstitutionalized social capital. The implication of this study suggests that local government should attach much importance to the construction and integration of social networks in earthquake-stricken areas to cultivate community social capital.

Abstract Background Existing research has rarely examined an earthquake’s sustained impact and the trajectory of the earthquake survivors’ life satisfaction over time. This study aims to analyze longitudinal changes in life satisfaction of Wenchuan earthquake survivors and the impact of social capital and government relief policy. Methods This research applied a hierarchical linear model to longitudinal survey data collected after the earthquake. The survey was divided into three waves and was collected from Deyang City and Mianyang City of Sichuan Province. A random sampling method was used; a sample of 225 participants had valid responses over three waves of the survey. Results This study found that a survivor’s social capital and the perception of the fairness of government relief policy have a significant effect on the trajectory of life satisfaction post-disaster. First, the initial life satisfaction of those with high social capital was significantly higher than of those with low social capital, whilst survivors with high social capital had a lower rate of change in life satisfaction. Second, one year after the earthquake, those who felt government policy was unfair had a lower life satisfaction than those who felt it was fair. However, from the first year to the fourth year after the disaster, survivors who believed that the government policy was unfair experienced a higher rate of change in life satisfaction than those who did not. Third, the fairness of government relief policy moderates the relationship between survivors’ social capital and changes in life satisfaction. A fair policy of relief can reduce the negative impact of the lack of individual social capital on life satisfaction. Conclusions Survivors reconstruct life satisfaction through their social network and the perception of the fairness of the government’s post-disaster relief policy. Therefore, to promote the improvement of life satisfaction of survivors, it is necessary to cultivate social capital and ensure fairness of the relief policy.

Global disasters due to earthquakes have become more frequent and intense. Consequently, post-disaster recovery and reconstruction has become the new normal in the social process. Through post-disaster reconstruction, risks can be effectively reduced, resilience can be improved, and long-term stability can be achieved. However, there is a gap between the impact of post-earthquake reconstruction and the needs of the people in the disaster area. Based on the international consensus of “building back better” (BBB) and a post-disaster needs assessment method, this paper proposes a new (N-BBB) conceptual model to empirically analyze recovery after the Changning Ms 6.0 earthquake in Sichuan Province, China. The reliability of the model was verified through factor analysis. The main observations were as follows. People’s needs focus on short-term life and production recovery during post-earthquake recovery and reconstruction. Because of disparities in families, occupations, and communities, differences are observed in the reconstruction time sequence and communities. Through principal component analysis, we found that the N-BBB model constructed in this study could provide strong policy guidance in post-disaster recovery and reconstruction after the Changning Ms 6.0 earthquake, effectively coordinate the “top-down” and “bottom-up” models, and meet the diversified needs of such recovery and reconstruction.

Abstract Assuming that red tape is inevitable in institutions, and drawing on positive organizational behavior, we compare the impact of individual psychological capital on the ability of street-level bureaucrats (SLBs) with different professional backgrounds to work within the confines of red tape. The two SLB professions investigated here are nurses and local government employees; and the work outcomes of interest to this study are well-being and engagement. The findings show that red tape has a different impact on each professional group but, encouragingly, they also indicate that psychological capital has a compensatory effect. Implications include nurses requiring more psychological resources than local government employees to counteract the negative impact of red tape. A practical implication for managers is that, if perception of red tape in organizations is set to increase or to stay constant, enhancing the psychological capital of professionals in SLB roles, through specific interventions, may be beneficial to professionals and organizations alike.

Local Government of Magelang Regency initiates the Sister Village Program after Mount Merapi Eruption in 2010. The idea of this program is to connect villages at risk from Merapi eruption to partner villages with less risk in the surrounding regions. This program is part of post-disaster recovery initiatives at the local level which includes planned evacuation routes, shelters, provision of food and other daily essentials. This paper aims to shed light on the role of sister village program in promoting community resilience after the volcanic eruption of Merapi. It is found that the system of sister village program can fulfill many aspects of community resilience components. Considering Indonesia is one of the most disaster-prone countries in the world, this program should be regarded as a good example to be replicated in other prone areas in the country.

The bureaucratic reform at the local government level in Indonesia that was instituted in 2012 has turned local government internal auditors into an important part of government governance systems. The role of local government internal auditors has been expanded to include not only the area of audit oversight, but also the areas of anti-corruption-related and consulting activities. These fundamental changes may potentially induce role conflict and role ambiguity among internal auditors. The objective of this study is to examine empirically the determinants and consequences of role conflict and role ambiguity among local government internal auditors. More specifically, this study attempts to examine the extent to which formalization determines role conflict and role ambiguity; it further tests the impact of role conflict and role ambiguity on commitment to independence and job performance. Questionnaires were distributed to 248 local government internal auditors from 12 Regional Inspectorates in the provinces of Yogyakarta, South Sumatra, and East Java. A total of 176 responses were received, and 124 useable responses from the 176 responses were analysed to test the hypotheses. Using Structural Equation Modelling-Partial Least Square the results show that: formalization is negatively related to role conflict and role ambiguity; role ambiguity has a negative impact on commitment to independence; role conflict has a positive impact on job performance; and role ambiguity has a negative impact on job performance. These findings serve as important external validity evidence on the phenomena associated with role conflict and role ambiguity that occur in the public sector, especially among internal auditors at local government institutions.Keywords: role conflict, role ambiguity, local government, internal auditors
