The efficiency of polycentric development strategies in the context of economic crisis. Case study - the development of Southwest Oltenia region - RomaniaRomania's polycentric development model was elaborated by the Interdisciplinary Centre for Advanced Researches on Territorial Dynamics within the University of Bucharest and by Urbanproiect SA. The elaboration of the polycentric development strategy is based on the human settlements' classification depending on their polarisation capacity and the designing of a polycentric network, able to ensure the territorial complexity necessary to the attenuation of negative impulses from the suprasystems' level. The world economic crisis may be considered the most powerful negative impulse after the Second World War, generating major disfunctionalities at the level of fragile territorial systems. The elaboration of some specific strategies, able to take into account the new challenges given by the global world, is an important preoccupation of the decision factors in order to increase territorial competitiveness.

This paper deals with the issue of silver economy assumptions which, when implemented, will enable convert- ing demographic problems into specific development oppor- tunities. It presents the use of the silver economy paradigm in creating the rural development strategy. This paper assumes that a development strategy which addresses the needs of the ageing population fosters an improvement in living stand- ards not only for the elderly but also for other members of the population. In the case of rural areas and agriculture, it preserves the multi-functionality of rural areas and helps the local inhabitants continue exercising their various profes- sions. The content of this paper is in line with economic and social analyses underpinned by achievements in sociological and economic research, and is based on existing sources and outcomes of own research. A descriptive analysis was used to present the issues considered.

In the early 1990s, with the Leader Initiative, the European Commission intended to apply a new development model in order to encourage the economic diversification of the rural world. The expectations raised by the first Leader Initiative motivated Spain to approve the Proder Program to allow those regions that had not been beneficiaries of the aforementioned initiative to put similar projects into practice. This kind of program has various characteristics, which have been widely studied from a theoretical point of view. Nevertheless, empirical studies that analyze the relevance of those characteristics (especially the intangible ones) are less frequent. The main objective of this research is, precisely, to study how these intangibles materialize in the implementation of a rural development strategy. For this, a qualitative methodology based on a case study of the La Vera region is adopted. The results show that these intangible characteristics obtain a disparate valuation from the local promoters. While aspects such as the management system or the contribution of these programs to regional identity are well valued, others, such as the participation of the population in development processes, do not seem to reach the expectations. This study gives some proposals for the evaluation of these characteristics.

AbstractBy now a preferred EU instrument aimed at stirring rural development, LEADER initially constituted an alleged departure from the top-down productivist agenda of the CAP towards locally-led development. The exogenous-endogenous explanatory model legitimized the adoption of economistic assumptions into EU rural development policy. As the CAP policy genealogy conveys, agricultural policies occurred at the intersection of internal and external factors, whereas the endogenous framework evicts structural explanations for territorial marginalization. A case study from North-western Romania provides details on the implementation of the endogenous agenda from the perspective of public actors. Rather than inducing an alleged alternative development model, LEADER acts as adjuvant to other policies and, overall, as a pedagogical exercise in uneven development.
