This article focuses on the sustainable, equilibrium development of Russian enterprises engaged in the extraction and processing of gold. The conditions for the effective activity of companies in the field of gold mining were considered. The main factors causing crisis situations and problems in the strategic management of gold mining enterprises of the Russian Federation were highlighted. The main objective of the study was to develop proposals for improving the model and mechanism of the strategic management of the gold mining company. The study analyzed a wide range of theoretical sources, identified gaps in scientific works in contact with the topic of this work. These gaps were associated primarily with the inadequate reflection in the existing models of industrial enterprise management of the specifics of the activities of gold companies and the lack of key components of the model, affecting sustainable business development. The methodological basis of the study was: Systems theory and systems approach, economic and mathematical models of firm management, investment design, theoretical studies in the field of business valuation. In connection with the growing risks, socio-economic instability, the fall in the growth rate of gold mining, the problems presented in the study are relevant. Maintaining competitiveness and improving performance indicators requires the improvement of the process of the strategic management of mining companies. This article discusses the fundamental components of an improved model of strategic management of gold mining enterprises proposed by the authors, presents a graphical model, suggests directions for describing an improved management mechanism for a gold mining company using mathematical modeling methods designed to link the most problematic components and gold mining business processes: investment, technology intelligence and gold mining, capital investment, timing of the project Comrade, the profitability of production. The dynamic simulation model of strategic management presented in this study and strategy assessment tools based on the concept of the organization’s life cycle take into account the specifics of the activities of gold companies in Russia; were introduced into the practice of the enterprises of Siberia, Sakha-Yakutia, which led to increased economic sustainability and improved financial performance of these companies.

The results of analyzing the approaches, concepts, programs, as well as the practices of strategic management of regional development, existing in Russia and abroad, are presented. Based on the revealed trends and taking into consideration the factors of global instability in the world, a complex of scientific provisions is worded with regard to forming of a relevant management strategy for social and economic development of regions in modern-day Russia. The suggested approach includes 10 provisions. 1. The strategy of the region social and economic development should be considered as an integral structure of subsystems taking into account the whole range of its natural, economic and social components, which constitute a unified territorial complex with multiple intricate internal and external relations. 2. It is necessary to analyze the social and economic status of the region in the totality of the fields of its production-and-economic activities; and compare the relevant set of indicators, provided by the state and regional statistics, to the available data obtained as a result of monitoring the functioning of the industrial enterprises. 3. The strategic priorities in the social and economic development of industrial enterprises in the Russian Federation entity should be formed through a system of supporting the making of managerial decisions on the region’s development, which would include the earlier mentioned methods, models and program complexes of the information-and-analytical system. 4. Russian Federation entities should elaborate the strategies of their social and economic development in compliance with the Forecast of the Science and Technology Development in the Russian Federation for the Period till 2030. 5. Since Russian Federation entities, in their essence, are integral formations with a unified wide range of natural, economic and social components, and are interested in proportionate and well-balanced development of those, it means that in order to ensure the strategic industrial and economic priorities of these regions, it is necessary to perform a complex analysis of the supporting infrastructure subsystems (engineering and technical facilities and communications, resources of all kinds, etc.) for the industrial enterprises being developed. 6. The concepts and programs of the social and economic development of regions should not only be properly elaborated and informationally tied to relevant federal programs. 7. No matter the scale of the regional development plans and the ambitions within those, as formed by the regional departments of state authorities, all of that can only be fulfilled by the population of those entities. 8. The strategy of social and economic development of any region, as a rule, comprises the programs for development of the secondary and higher professional education, the forming of which should be based on the forecasts of the demographic increase of population, development of industrial enterprises and organizations located on the region’s territories, etc. 9. It is impossible to fulfill the strategies of the development of Russian Federation entities without such an important component as public healthcare. 10. Various social programs and social protection of the population in general should be one of the crucial aspects when forming the strategies of development of Russian Federation entities

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

This article examines the notion of diplomatic courtesy and analyzes the ways of its language expression in Russian diplomatic discourse on the example of the speeches delivered by the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov. Diplomatic courtesy is considered by the authors as an integral part of the diplomatic language, which, being a component of the official business style, is characterized by standardization, normalization, lack of emotionality and neutrality. At the same time, the diplomatic language allows the use of language means that are not regulated by the diplomatic protocol, which act as euphemisms and allow expressing opinions on acute political problems without violating the existing rules of diplomatic communication. The success of diplomatic communication is achieved with the help of universal speech formulas that serve as a means of manifesting courtesy and correspond to the standards of diplomatic communication. Such speech formulas themselves do not have legal force, but they have great moral and political power, since they contribute to the regulation of the nature of relations between countries. The article shows that diplomatic courtesy can be both positive and negative. The degree of courtesy in a diplomat's speech may depend on a wide range of various factors conditioned by the dependence of diplomatic etiquette on the specifics of interaction between communicants. Based on the results of the conducted research, the authors came to the conclusion that during various meetings the Minister of Foreign Affairs uses the following verbal means - speech formulas of greeting, address, compliment, invitation, gratitude, condolence, farewell. The frequency of such speech formulas is explained by the need of abidance of an international protocol that prescribes to diplomatic staff a certain sequence of verbal and non-verbal actions.

Decree of the President of the Russian Federation № 633 dated November 8, 2021 «On approval of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation» among the main directions of state policy in this area, scientific and methodological support for strategic planning of socio-economic development and ensuring national security is defined [3]. Within the framework of this direction, a multi-criteria model for assessing the quality of state programs of the Russian Federation has been developed and passed initial testing. New methodological approaches have been transformed into an algorithm and assessment tools, brought to the level of draft Guidelines and tested on the example of several government programs of various formats and areas of implementation. The model includes the author's conceptual apparatus, parameters and evaluation criteria, a regulated sequence of evaluation procedures (algorithm), specific tools, a specially developed tabular format for obtaining and issuing evaluation results. The principal features of the multicriteria model were described earlier [11]. This article presents the first practical results of assessing the quality of individual state programs of the Russian Federation based on the developed model. The obtained results, in turn, can be used for further improvement of the model.

The paper presents a research of the new legal regulation for such an institute in relation to a regional and equal court, as the referral of a case received in accordance with part 4 of Article 39 of the Arbitration Procedure Code of the Russian Federation to a court of general jurisdiction, which is in jurisdiction to hear a case as it is assigned by law. The absence of procedural legal regulation of this action, which is, in author’s opinion, has an obvious procedural nature, and researched practice general jurisdiction courts demonstrate the uncertainty in implementation of the considered reform. The author analyzes the new procedural institution on the basis of his own vision of a number of procedural norms, as well as scholar works and historical experience. In particular, the author reasoning that the courts are to issue special rulings on the referral of cases received from arbitration to the courts of general jurisdiction. Moreover, the author considers the mechanism for adopting such a judicial act. The article presents a wide range of practical examples of the implementation of considered provision, as well as the difference in the approaches of the appellate courts to assess these implementation practice. In conclusion, the article presents the proposals for further improvement of the regulation of considered issue. Most likely such an improvement will be impossible without the universal approach established by the Supreme Court of the Russian Federation. Such improvements should result in uniform judicial practice, as well as further developments of procedural legislation.
