Recently, water supplies have been insufficient in some areas. In South Korea, using dualism and Jeongish citizenship, we will demonstrate why collaborative governance of the Daegu–Gumi Water Commission has not worked and how it has been mismanaged by its stakeholders. We discuss the conflict between the Daegu Metropolitan City (hereafter referred to as City of Daegu) and the City of Gumi regarding the relocation of the water intake source. In response to many water pollution accidents, the City of Daegu decided to move the water intake source to near the City of Gumi. Due to a conflict between the cities on this issue, the city established a collaborative governance entity, the Daegu–Gumi Water Commission. However, this form of governance was not successful, and eventually, the Daegu–Gumi Water Commission moved from collaborative governance to hegemonic governance. This was due to dualism and Jeongish citizenship with weak membership, participation, experience, and social capital on the local level as South Korean civil societies tend to have insufficient power and experience to fulfill their intentions or negotiate successfully. The Daegu–Gumi Water Commission failed to reach a consensus and to realize a truly collaborative governance process.

Abstract Despite considerable investment, sustainability of rural water resources remains a critical challenge in Ethiopia. Evidence suggests social capital – the networks, norms, and trust that facilitate cooperative behaviors – influences a community's ability to manage communal water resources. In turn, strong community governance of water resources may lead to sustainable resource management. Existing evidence provides a framework for exploring the relationship between social capital and governance of common-pool resources. However, there is a dearth of quantifiable evidence demonstrating the relationship between social capital, collaborative governance, and, in turn, sustainability of communal water resources. In 32 communities in rural Ethiopia, we employed a validated survey tool, developed by the World Bank, to quantify social capital and explore these relationships. We found associations between governance and several social capital domains: groups and networks, trust and solidarity, and information and communication. All governance indicators were associated with functionality. Identifying domains of social capital that influence governance can inform institutional efforts to target community-based water resource programming, foster social capital to improve water point sustainability, and diagnose issues related to resource management. Additional research examining the influence and directionality of social capital and other social constructs on water resource governance and functionality is warranted.

This paper explores the urban politics of austerity in Greece, paying particular attention to ‘local collaboration’. It revisits the key austerity periods noted in the country since accession to the European Union (1981), and marks their impact in redefining central–local relations, amidst a broader rescaling endeavour. A direct link is identified between austerity-oriented pre-occupations and the introduction of territorial regulatory experimentations that rest heavily on local-level collaboration and competitiveness. The overall record of partnerships, however, has been appraised, up until recently, as underdeveloped. From this spectrum, we look at the latest re-organization of state spatial contour (2010). The influence of this rescaling attempt on local relational attributes is explored in Athens, in light of the emergent re-shuffling in the scalar balance of power rendering austerity pre-occupations a firm trait of the emerging regulatory arrangement. Examination focuses on key social policy programmes launched recently by the City in an attempt to ameliorate extreme poverty and social despair. In Athens, it is argued, a financially and regulatorily deprivileged local authority is opening up to the influence of corporate and third sector organizations. It adopts a partnership approach that is best understood as a form of ‘elite pluralism’, undermining local political agency and falling short in addressing social deprivation.

Two COVID-19 outbreaks occurred in residential buildings with overcrowded housing conditions in the city of Göttingen in Germany during May and June 2020, when COVID-19 infection incidences were low across the rest of the country, with a national incidence of 2.6/100,000 population. The outbreaks increased the local incidence in the city of Göttingen to 123.5/100,000 in June 2020. Many of the affected residents were living in precarious conditions and experienced language barriers. The outbreaks were characterized by high case numbers and attack rates among the residents, many asymptomatic cases, a comparatively young population, and substantial outbreak control measures implemented by local authorities. We analyzed national and local surveillance data, calculated age-, and gender-specific attack rates and performed whole genome sequencing analysis to describe the outbreak and characteristics of the infected population. The authorities' infection control measures included voluntary and compulsory testing of all residents and mass quarantine. Public health measures, such as the general closure of schools and a public space as well as the prohibition of team sports at local level, were also implemented in the district to limit the outbreaks locally. The outbreaks were under control by the end of June 2020. We describe the measures to contain the outbreaks, the challenges experienced and lessons learned. We discuss how public health measures can be planned and implemented through consideration of the needs and vulnerabilities of affected populations. In order to avoid coercive measures, barrier-free communication, with language translation when needed, and consideration of socio-economic circumstances of affected populations are crucial for controlling infectious disease transmission in an outbreak effectively and in a timely way.

Several solutions and city planning policies have emerged to promote climate change and sustainable cities. The Sharing Cities program has the ambition of contributing to climate change mitigation by improving urban mobility, energy efficiency in buildings and reducing carbon emissions by successfully engaging citizens and fostering local-level innovation. A Digital Social Market (DSM), named Sharing Lisboa, was developed in Lisbon, Portugal, supported by an application (APP), enabling the exchange of goods and services bringing citizens together to support a common cause: three schools competing during one academic year (2018/2019) to win a final prize with the engagement of school community and surrounding community. Sharing Lisboa aimed to promote behaviour change and the adoption of energy-saving behaviours such as cycling and walking with the support of local businesses. Participants earned points that reverted to the cause (school) they supported. A total of 1260 users was registered in the APP, collecting more than 850,000 points through approximately 17,000 transactions. This paper explores how the DSM has the potential to become a new city service promoting its sustainable development. Furthermore, it is crucial for this concept to reach economic viability through a business model that is both profitable and useful for the city, businesses and citizens, since investment will be required for infrastructure and management of such a market.

Collaborative governance approaches have been suggested as strategies to handle wicked environmental problems. Evaluations have found promising examples of effective natural resource governance, but also highlighted the importance of social-ecological context and institutional design. The aim of this study was to identify factors that contribute to the achievement of social and ecological sustainability within Swedish moose (Alces alces) management. In 2012, a multi-level collaborative governance regime was implemented to decrease conflicts among stakeholders. We carried out semi-structured interviews with six ‘good examples’ (i.e., Moose Management Groups that showed positive social and ecological outcomes). We found that ‘good examples’ collectively identified existing knowledge gaps and management challenges and used their discretionary power to develop procedural arrangements that are adapted to the social-ecological context, their theory of change, and attributes of local actors. This contributed to the creation of bridging social capital and principled engagement across governance levels. Thus, our results indicate the existence of higher-order social learning as well as a positive feedback from within-level collaboration dynamics to between-level collaboration. Furthermore, our study illustrates the importance of institutional flexibility to utilize the existing knowledge across stakeholder groups and to allow for adaptations based on the social learning process.

AbstractThis paper will explore a model of best practice, the Leverkusen Model, as well as its impact on both the city and the refugees it serves by utilising key stakeholder interviews, civil servants, non-profits, and Syrian refugees living in Leverkusen. The core argument to be presented here is that the dynamic fluidity of the Leverkusen Model, where three bodies (government, Caritas, and the Refugee Council) collaborate to manage the governance responsibilities, allows for more expedited refugee integration into society. This paper utilises an analytical model of multi-level governance to demonstrate its functional processes and show why it can be considered a model of best practice. Started in 2002, the Leverkusen Model of refugee housing has not only saved the city thousands of euros per year in costs associated with refugee housing, but has aided in the cultivation of a very direct, fluid connection between government, civil society, and the refugees themselves. Leverkusen employs a different and novel governance structure of housing for refugees: with direct consultations with Caritas, the largest non-profit in Germany, as well as others, refugees who arrive in Leverkusen are allowed to search for private, decentralised housing from the moment they arrive, regardless of protection status granted by the German government. This paper fills a gap in the existing literature by addressing the adaptation of multi-level governance and collaborative governance in local refugee housing and integration management.

This study examines the moderating effects of social media use on regionalist voting behavior in South Korea. Analyzing the survey data conducted during the 2017 Korean presidential election, we test how social media functions in electoral processes, particularly with respect to region-based voting in the Korean electorate. The findings of this study reveal that social media use affects region-based voting behavior among the Korean electorate by connecting people with different regional backgrounds in online political communication. That is, social media use can create “bridging” social capital rather than “bonding” social capital in society. In this respect, results differ significantly from findings in the 2012 presidential election. In 2012, only the independent effects of social media existed with a liberal bias, without revealing interaction with regional dummies. These independent effects disappeared in 2017, and different kinds of social media were statistically significant only when they functioned as moderating variables for regional dummies. This implies that as the functions of social media in the Korean election process have evolved in more complexity, they now are able to affect progressive as well as conservative voters.
