Accelerated Bridge Construction (ABC) is bridge construction that uses innovative planning, design and construction methods in a safe and cost-effective manner, which reduces construction mobility and environmental impacts, and contributes to city sustainable planning and development. To deal with the pressing need to support the decisions associated with the selection between the ABC and conventional bridge construction, this paper presents the development of a multi-criteria evaluation framework. Methods are developed and identified to estimate the construction, agency, and user costs associated with the construction methods. A novel model was developed to allow the estimation of the construction and agency costs of ABC relative to conventional construction. This paper also demonstrates the estimation of user costs, including those associated with mobility, reliability, safety, and emissions, utilizing combinations of the proposed prediction method. The paper then compares the use of the return-on-investment and Technique for Order Performance by Similarity to Ideal Solution (TOPSIS) Multi-Criteria Decision Making (MCDM) evaluation approaches in the decision to select between ABC and conventional bridge construction. The results from the employment of the two approaches to a case study demonstrate the advantage of using the TOPSIS approach, which is also applicable in the urban planning process.

Accelerated Bridge Construction (ABC) is recognized as an important method to design and rehabilitate highway bridge structures. ABC is bridge construction that uses innovative planning, design, materials, and construction methods in a safe and cost-effective manner to reduce the onsite construction time that occurs when building new bridges or replacing and rehabilitating existing bridges. ABC uses both new technology and innovative project management techniques to reduce the impact of bridge construction projects on the public and to reduce bridge construction costs. In the early stages of a construction project, engineers need to assess whether elements of ABC are achievable and effective for a specific bridge location. Use of decision-making tools in early stages of planning is advocated as a mechanism for helping decision maker assess alternatives with more confidence and for preventing investment in alternatives that are more costly. In this study, a set of decision making tools, based on the Bridge Construction Index (BCI) were developed. This tool is prepared for transportation specialists and decision-makers to determine if ABC techniques are more effective than traditional construction for a given bridge replacement or rehabilitation project.

Telemedicine and e-health applications have the potential to improve healthcare organizations’ ability to provide advanced services in a cost-effective manner. Given the failure rate of information technology projects in general (25%), successfully launching a new telemedicine or e-health system can be a daunting prospect–especially for organizations without experience with these new technologies. This chapter provides examples of important aspects of pre-project planning that can help set the stage for success in implementing new telemedicine and e-health applications; importantly, the lessons provided in this chapter are provided by discussing both systems that have achieved success and others that have faced significant difficulties. Key points discussed include: the benefits of involving important stakeholders and users in the planning process, effectively contracting with external technology vendors, and successfully managing expectations. Improved pre-project planning can contribute substantially to the eventual project outcome, so this is a step that cannot be overlooked.

Three levels of planning can be distinguished in grassland farming: strategic, tactical and operational. The purpose of strategic planning is to achieve a sustainable long-term fit of the farm business with its physical, social and financial environment. In pastoral farming, this essentially means developing plans that maximise and best match pasture growth with animal demand, while generating sufficient income to maintain or enhance farm resources and improvements, and attain personal and financial goals. Strategic plans relate to the whole farm business and are focused on the means to achieve future needs. They should be routinely (at least annually) reviewed and monitored for effectiveness through key performance indicators (e.g., Economic Farm Surplus) that enable progress toward goals to be measured in a timely and cost-effective manner. Failure to link strategy with control is likely to result in unfulfilled plans. Keywords: management, performance
