The Police play a key role in maintaining law and order and safeguarding the security of the nation and its citizens. To enable them to discharge their constitutional mandate, they are entrusted with powers such as the power to arrest, detain, search, and to use force. However, police officers have often abused these powers with serious consequences on the image and operations of the organisation. The media is often inundated with news on unlawful arrests, arbitrary search and seizure, unlawful methods of investigations, and the excessive use of force. It is without a doubt that these incidences of abuse of powers and functions by the police come at a price. This study, a survey conducted with 91 respondents (83 members of public and 8 police officers) in 2 policing districts in Zimbabwe reveals wanton violation of human rights, police brutality, and the abuse of power which have resulted in both social and economic costs to the Police service and government of Zimbabwe through Civil suits against the police. Among other issues, training and decisiveness in dealing with the implicated police officers were viewed as the most effective ways for dealing with police abuse of power.

<p><em>The wide discretionary powers that are bestowed on the police necessitate the need for some mechanisms to curb abuse of these powers. The court, as an accountability institution, plays an important role in curtailing police abuse of power. This study explored the role of the court in police oversight in Zimbabwe, as well as examining the effectiveness of this important oversight institution in Zimbabwe. A total of 126 respondents drawn from institutions of accountability, were invited to participate through questionnaires and in-depth interviews. The study revealed that the court is an effective institution of police accountability, whose police oversight role is performed through: deciding on the propriety of police actions; presiding over criminal cases in which police officers are implicated; and presiding over civil suits against the police. However, despite the court’s effectiveness, the limited number of judicial officers and absence of a mechanism to implement court judgements against the police seem to militate against the court’s effectiveness. The constitution was widely viewed to be an effective legal document for enhancing police accountability, though its effectiveness largely depends on willingness of state institutions to adhere to constitutional provisions. Despite some obstacles, the court and the constitution are key independent mechanisms for curbing police abuse of power in the Republic of Zimbabwe.</em></p>

Whilst there are various mechanisms to curb incidents of police abuse of power, legal control provides one of the most effective ways of enhancing police accountability. Though enforcement of the legal instruments may be a challenge, the mere presence of the legal instruments may provide a fertile ground for other accountability measures. This chapter, which is largely based on literature and documentary survey, explores the legal instruments of accountability in the Republic of Zimbabwe. The chapter specifically focuses on the Constitution and the Criminal Procedure and Evidence Act. The chapter begins by giving an overview of the international and regional legal framework before discussing the national legal framework for police accountability.


Significance In Morocco, more than 35 police officers were injured in clashes with demonstrators in al-Hoceima commemorating the anniversary of the death of a local anti-colonial hero on February 5. Unconfirmed reports said nearly 200 protesters were injured in nearby towns. Impacts Well-publicised incidents of police abuse or government neglect could trigger wider protests and civil unrest. Growing protests could trigger more violent clashes with security forces that could become a political liability for governments. Governments will come under greater pressure to rein in corruption and abuse of power.

The article describes the progress of the investigation and the main mistakes of the preliminary investigation bodies in the well-known criminal case of the rape of an interrogator by three high-ranking police officers of the Republic of Bashkortostan in October 2018. The article considers the main investigative actions in a criminal case, such as interrogations, confrontations, and identifications, which were carried out with clear violations of the criminal procedure code of the Russian Federation and tactical techniques of criminology. The preliminary investigation authorities initially took the direction of the accusatory bias in the criminal case, not recognizing the arguments of the defense, which should have been checked. A certain significance in the case was played by the hype raised in the media, when the preliminary investigation bodies became hostages of constant public attention to this case. The court of first instance issued a guilty verdict in the case, because it did not analyze all the contradictions in the evidence, and even sent exculpatory evidence exclusively to the accusatory bias. The court of appeal issued an acquittal against the two defendants.

The article highlights the problem of the need to strengthen the legal protection of employees of the National Police of Ukraine, who are subjected to illegal encroachments on their honor and dignity while performing their official duties. It is proved that there are acts concerning insults of police officers and insults or slanders committed against ordinary people in the normative legal acts of the countries of Europe and the former CIS. As a rule, insulting or slandering a law enforcement officer is a crime, while other actions are administrative offenses. Such actions have a qualified composition, which is manifested in the public dissemination of such insults or slander. It is argued that punishment for insulting a police officer is applied only in cases related to the performance of their official duties. Otherwise, the case will be considered in the usual way; the corpus delicti of such a crime may be recognized as qualified if such slander or insult is disseminated through the media or through the Internet. The current state of legal regulation of legal liability for insult and defamation of police officers in the Republic of Belarus, Kazakhstan, Poland, Germany, France and Spain is analyzed. Based on the study, the propositions to the Law of Ukraine «On the National Police» are formulated that are aimed at regulating the professional guarantees of police activities. It is emphasized that interfering in the activities of a police officer, failure to comply with his legal requirements, obstruction of the exercise of his respective powers, insult or slander against a police officer related to his official activities, insult to the police, as well as any other illegal actions they must be held legally liable for the police officer. The position that the profile law should enshrine in law the state protection of life, health, honor, dignity of a police officer, his professional reputation, members of his family, as well as property belonging to him and his family members from illegal encroachments in connection with the performance of official duties.

The casual observer of the controversy over policing at April 2009's G20 summit in London might have been forgiven for imagining that Britain's media serves as a bulwark against the abuse of power, fearlessly illuminating and condemning injustice. The publication of video footage and eye-witness accounts to heavy-handed protest policing has certainly raised the profile of this issue and led, concretely, to formal investigation of both individual police officers and to policing strategies more broadly. In this paper we examine the policing of protest, and in particular ‘anti-systemic’ protest, but also examine the role of the newspaper media in the interplay between police and protest. We argue that the media has often fomented and ignored the very ‘abuses’ they are now so eager to condemn. The key difference between coverage of the 2009 G20 summit and past such events, we contend, is the tragic death of an innocent bystander which has shifted the way in which the media has framed events.

Law enforcement efforts by Law Enforcement Officers include a series of actions taken by police officers, Prosecutors, Judges, and Correctional Institutions. However, the spearhead in the handling of criminal cases that occur in the community is basically handled and carried out directly by police officers. In carrying out its duties, the Police have a basic duty as mandated in Article 13 of Law No. 2 of 2002 on the Police of the Republic of Indonesia, namely the Police have the task of maintaining security and public order, enforcing the law, and providing protection, protection, and service to the community. The task of law enforcement relates to the Criminal Justice System where the Police Department is one of its parts in addition to judges and prosecutors, which in the criminal justice system have the authority to make coercive efforts, which include the activities of arrest, detention, search and seizure. In carrying out the task of investigating the perpetrators of crimes or criminal cases, from the beginning of the investigation the case always coordinates with the Public Prosecutor, to avoid going back and forth on a recurring basis. In the police report Number: B.210/VIII/2018/Jambi/SPKT"C", there is a process of termination of investigation where the case of rape of a child is not continued to the stage of further law enforcement, namely the impeachment of the Prosecutor for prosecution, but in this case it is discontinued only to the level of investigation.

Extra police officers and troops are guarding media offices, places of worship, transport and the writer Michel Houellebecq, who featured on the cover of the latest edition of Charlie Hebdo and whose new novel imagines a Muslim president of the Republic in 2022. It is unclear whether the murder this morning of a policewoman and injury of a second person by a gunman in the Paris suburb of Montrouge is connected to yesterday's massacre or a separate incident. Impacts Further attacks are likely and will be difficult for police and security services to prevent. The media will maintain a commitment to free speech and solidarity. The National Front (FN) will likely continue its performance of faring well at the regional elections in March.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.

The process of globalization, which many times is considered as new world order is affecting all spheres of modern society but also the media. In this paper specifically we will see the impact of globalization because we see changing the media access to global problems in general being listed on these processes. We will see that the greatest difficulties will have small media as such because the process is moving in the direction of creating mega media which thanks to new technology are reaching to deliver news and information at the time of their occurrence through choked the small media. So it is fair to conclude that the rapid economic development and especially the technology have made the world seem "too small" to the human eyes, because for real-time we will communicate with the world with the only one Internet connection, and also all the information are take for the development of events in the four corners of the world and direct from the places when the events happen. Even Albanian space has not left out of this process because the media in the Republic of Albania and the Republic of Kosovo are adapted to the new conditions under the influence of the globalization process. This fact is proven powerful through creating new television packages, written the websites and newspapers in their possession.
