As student veterans transition to four-year institutions from the military, they navigate pathways that are often neither linear nor easy. Using Turner’s theory of liminality, we examine student veterans’ perspectives of the transition from military to civilian life. Interviewees include 60 student veterans from all military branches from four universities in the USA. Student veterans describe successes and challenges as they matriculate into engineering education as transfer students. Analyses of qualitative data yield original findings about the importance of mentors and student veteran networks for fostering student veterans’ educational interests and in promoting their persistence. This study uses a framework of liminality to highlight the bridge between prior military position and a forthcoming reentry into society with a new professional identity as an engineer. In describing their studies, student veterans greatly valued military-learned skills, such as patience, discipline, and technical skills, that give them an advantage in their engineering studies. These findings will be relevant to researchers studying transitions in general and researchers investigating veterans or other populations experiencing transitions. University leaders, including student affairs administrators, faculty members, and others who serve the student veteran community will also benefit from the results.

Student veterans face many challenges when transitioning to college. This two-phase study first examined their retention and persistence through the use of archival data at one Midwestern public university. Results indicated a 50% graduation rate, comparable to the national average and above that for nonveterans at the same university. The second, phenomenological study entailed interviewing degree-seeking student veterans about personal, administrative, or academic issues related to college success. Emerging themes included (a) transitioning to civilian life; (b) managing multiple identities; (c) attitudes about civilian peers, faculty, and staff; and (d) medical or psychiatric issues that may interfere with retention or persistence. Interviewees recommended the university might help student veterans succeed by offering a faculty and student orientation on military culture, increasing interdepartmental communication within student affairs’ various offices, and expanding services provided by the campus veteran’s resource center.

Abstract This article describes one school of social work’s innovative online elective course to prepare Masters of Social Work (MSW) students for practice with the military, veterans, and their families. Developed as part of a university-wide Veterans Initiative, this online course keeps the focus on the student veteran and uses best practices of online education. The authors share their strategies and make recommendations for future trainings.

With 600,000 veterans of Operations Enduring Freedom and Iraqi Freedom enrolled in higher education with the Post-9/11 GI Bill, recognizing and responding to their predictable adjustment issues is imperative. Existing qualitative research has identified some transitional issues encountered by small groups of veterans. Because of qualitative research’s limited generalizability, however, themes may be viewed as more generalizable when corroborated by student veterans in different regions. In order to provide an in-depth description of the themes related to the post-deployment adjustment process, the first author conducted semi-structured interviews with 19 student veterans from a Southwestern community college who were returning to civilian life after deployment to Afghanistan or Iraq. The first author and research assistant analyzed data using the grounded theory approach (including open coding, constant comparison, and axial coding), which resulted in the emergence of seven major themes. Themes consistent with prior research include (1) bridging the gap between military and civilian life, (2) rebuilding a support system outside of the military, (3) readapting to the culture of civilian life, and (4) finding meaning in a new life perspective and purpose. Themes not indicated in previous research are (5) battling the stereotypes, (6) taming the fight-or-flight response, and (7) attitudes about mental illness carry over to civilian life. Based on the results of this review, recommendations are given for college campuses to support veterans in transition.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

In civilian life, an individual has the right to refuse medical treatment in almost any circumstance. While a patient who refuses treatment may face adverse consequences such as prolonged illness, our society recognizes the importance of individual choice in health matters. Members of the military, however, enjoy no such right. Service members are required to submit to certain medical treatments as a part of their employment contract. Refusing such treatments is disobeying an order, and the service member then faces the prospect of a dishonorable or “other than honorable” discharge, and even imprisonment. Disobeying an order to receive treatment can thus result in the equivalent of a felony conviction on the individual's employment history forever.

Botulinum toxin is nowadays approved as an effective medication for various neurological disorders. The extreme toxicity of this toxin-inducing botulism, a severe lethal muscle-paralyzing illness, has been well known since the seminal works of the end of the 19th century. Because of this toxicity, botulinum toxin was one of the first agents to be considered for use as a biological weapon. The Second World War was a crucial period for the first attempts to weaponize this toxin even if many unknown factors about botulinum toxin still existed at the outbreak of the war. Using documents from the British National Archives and other published sources, we discuss the main points of the attempts to weaponize this toxin in German and Allied armies. During WW2, Allied intelligence services regularly reported a major German threat related to the potential use of botulinum toxin as a biological weapon, especially during the preparation of <i>Operation Overlord</i>, the Allied invasion to liberate Europe. All these reports would ultimately prove to be inaccurate: botulinum toxin was not part of the German military arsenal even if some German scientists tried to use the results of the French pre-war military research. Misinformation spread by intelligence services stimulated military research at Porton Down facilities in England and at Camp Detrick in the USA. These studies led to a succession of failures and myths about the weaponization of botulinum toxin. Nevertheless, major progress (purification, toxoid) arose from the military research, providing useful data for the first steps of the therapeutic use of botulinum toxin in the post-war years.

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

Abstract This article considers the breakdown in discipline in the British Army which occurred in Britain and on the Western Front during the process of demobilization at the end of the First World War. Many soldiers, retained in the army immediately after the Armistice, went on strike, and some formed elected committees, demanding their swifter return to civilian life. Their perception was that the existing demobilization system was unjust, and men were soon organized by those more politically conscious members of the armed forces who had enlisted for the duration of the war. At one stage in January 1919, over 50,000 soldiers were out on strike, a fact that was of great concern to the British civilian and military authorities who miscalculated the risk posed by soldiers. Spurred on by many elements of the press, especially the Daily Mail and Daily Herald, who both fanned and dampened the flames of discontent, soldiers’ discipline broke down, demonstrating that the patriotism which had for so long kept them in line could only extend so far. Though senior members of the government, principally Winston Churchill, and the military, especially Douglas Haig and Henry Wilson, were genuinely concerned that Bolshevism had ‘infected’ the army, or, at the very least, the army had been unionized, their fears were not realized. The article examines the government’s strategy regarding demobilization, its efforts to assess the risk of politicization and manage the press, and its responses to these waves of strikes, arguing that, essentially, these soldiers were civilians first and simply wanted to return home, though, in the post-war political climate, government fears were very real.

The Article examines the military and political integration of Scandinavia in the European security architecture after 1945 and analyzes the historical experience of the countries of the North Europe in the late 1940s-1960s in the security space issues. Particular attention is paid to the close link between the military and political rapprochement with the processes of the economic, technological and political integration in the Western European region. It is emphasized that the economic basis of common interests encourages the EU member states all the time to seek peaceful means to resolve possible disputes. Considerable attention is paid to the analysis of alternative approaches to the European security that the North European countries have used in their foreign policy. The role and place of these countries in the sphere of the European security during the late 1940s-1960s was determined. The influence of the USA and the USSR on the formation of the foreign policy of the Scandinavian countries, especially the pressure of the Soviet Union on Finland in its attempts to get a neutral state status, has been shown. The reasons for the failure to implement the military and political cooperation projects in the form of the Scandinavian Defense Alliance have been revealed.

Na literatura contemporânea sobre as transformações do ensino superior existe um forte consenso de que a expansão do saber gerencial foi um dos principais fatores que alterou sua dinâmica e organização interna. No caso do Brasil, são muitos os trabalhos que, seguindo essa percepção geral, apontam a estreita relação existente entre as políticas ditas “neoliberais” implementadas a partir da década de 1980, e a modernização gerencial difundida no país a partir de acordos de cooperação com os EUA durante os anos 1950 e 1960. No entanto, esses trabalhos, de modo geral, falham ao não conseguir mostrar, empiricamente, como se dá a relação entre esses dois momentos da história das políticas educacionais do país. O objetivo do presente trabalho é contribuir para a compreensão dessa relação a partir da análise de Yves Dezalay e Brynat Garth sobre o modo pelo qual a América Latina funcionou, nos anos 1950 e 1960, enquanto um “terreno de experimentação” de políticas que viriam a se difundir mundialmente nos anos 1980 e 1990. Para tanto, tomamos como objeto o Conselho de Reitores de Universidades Brasileiras (CRUB), no período que vai de 1966, ano da sua criação, até 1985, ano que marca o fim do regime militar, analisando tanto o conjunto de acordos internacionais então firmados pelo CRUB, quanto o resumo das suas principais atividades, e o perfil da sua diretoria executiva no período analisado.ABSTRACT In the contemporary literature on the transformations of higher education there is a strong consensus that the expansion of managerial knowledge was one of the main factors that altered its dynamics and internal organization. In the case of Brazil, there are many studies that, following this general perception, point to the close relationship between the so-called “neoliberal” policies implemented since the 1980s and the managerial modernization diffused in the country through cooperation agreements with the USA during the 1950s and 1960s. However, these works generally fail to show the relationship between these two moments in the history of educational policies in the country empirically. The objective of the present work is to contribute to the understanding of this relationship using, as a starting point, the analysis of Yves Dezalay and Brynat Garth on how Latin America functioned in the 1950s and 1960s as a “laboratory” of policies that would begin to spread worldwide in the 80s and 90s. To this end, we investigate the Council of Rectors of Brazilian Universities (CRUB) in the period from 1966, the year of its creation, until 1985, the year that marks the end of the military regime, analyzing both the set of international agreements signed by the CRUB during the period as well as the summary of its main activities and the profile of its executive board in this period of time.
