Digital twins (DTs) technology has recently gained attention within the research community due to its potential to help build sustainable smart cities. However, there is a gap in the literature: currently no unified model for city services has been proposed that can guarantee interoperability across cities, capture each city’s unique characteristics, and act as a base for modeling digital twins. This research aims to fill that gap. In this work, we propose the DT-DNA model in which we design a city services digital twin, with the goal of reflecting the real state of development of a city’s services towards enhancing its citizens’ quality of life (QoL). As it was designed using ISO 37120, one of the leading international standards for city services, the model guarantees interoperability and allows for easy comparison of services within and across cities. In order to test our model, we built DT-DNA sequences of services in both Quebec City and Boston and then used a DNA alignment tool to determine the matching percentage between them. Results show that the DT-DNA sequences of services in both cities are 46.5% identical. Ground truth comparisons show a similar result, which provides a preliminary proof-of-concept for the applicability of the proposed model and framework. These results also imply that one city performs better than the other. Therefore, we propose an algorithm to compare cities based on the proposed DT-DNA and, using Boston and Quebec City as a case study, demonstrate that Boston has better services towards enhancing QoL for its citizens.

Introduction: Large-scale human-computer systems involving people of various skills and motivation into the information processing process are currently used in a wide spectrum of applications. An acute problem in such systems is assessing the expected quality of each contributor; for example, in order to penalize incompetent or inaccurate ones and to promote diligent ones.Purpose: To develop a method of assessing the expected contributor’s quality in community tagging systems. This method should only use generally unreliable and incomplete information provided by contributors (with ground truth tags unknown).Results:A mathematical model is proposed for community image tagging (including the model of a contributor), along with a method of assessing the expected contributor’s quality. The method is based on comparing tag sets provided by different contributors for the same images, being a modification of pairwise comparison method with preference relation replaced by a special domination characteristic. Expected contributors’ quality is evaluated as a positive eigenvector of a pairwise domination characteristic matrix. Community tagging simulation has confirmed that the proposed method allows you to adequately estimate the expected quality of community tagging system contributors (provided that the contributors' behavior fits the proposed model).Practical relevance: The obtained results can be used in the development of systems based on coordinated efforts of community (primarily, community tagging systems).

Over the past ten years, the creation of smart cities has become a priority in the development of the digital economy over the world. It is reflected not only in official documents of the leading international organisations including the United Nations (UN), the Organization for Economic Co-operation and Development (OECD) and the European Commission but also in scientific research of many foreign scientists. There are several approaches to the definition of the term “smart city”. This article will overcome some theoretical gaps in a holistic research approach to the study of smart cities, especially in terms of the impact of information and telecommunication technologies on improving the quality of life and well-being of urban residents, because creating a comfortable living environment is one of the most essential tasks in the concept of a smart city. The author paid particular attention to the analysis of the literature on the problems of smart cities based on the international databases of scientific citing — Web of Science and Scopus; a resulting publication stream made it possible to assess the effectiveness of research in subject areas related to economics. The most significant number of projects to create smart cities were implemented in European cities. Researchers from the UK made a substantial contribution to the development of international standards. In Russian practice, this topic is just beginning its development, both in legal and regulatory documents and in economic research. An important step in solving this problem should be the implementation of the national program “Digital Economy of the Russian Federation” and the project “Smart City” in the framework of the national project “Housing and Urban Environment” in 2019.

Reinforcement learning (RL) has shown its advantages in image captioning by optimizing the non-differentiable metric directly in the reward learning process. However, due to the reward hacking problem in RL, maximizing reward may not lead to better quality of the caption, especially from the aspects of propositional content and distinctiveness. In this work, we propose to use a new learning method, meta learning, to utilize supervision from the ground truth whilst optimizing the reward function in RL. To improve the propositional content and the distinctiveness of the generated captions, the proposed model provides the global optimal solution by taking different gradient steps towards the supervision task and the reinforcement task, simultaneously. Experimental results on MS COCO validate the effectiveness of our approach when compared with the state-of-the-art methods.

In this work, we are developing a new strategy for controlling wind systems based on the DFIG Generator. The SMC sliding mode technique is based on the principle of Lyapunov stability in order to make a nonlinear system close to linearity. The use of such a technique with an improvement in regulators to eliminate the Chattering phenomenon shows a great improvement in the performance of wind systems. which is based on performance estimators to improve the quality of the system. The energy quality at the output of the wind system will be injected into the distribution network according to international standards. The proposed model is validated on the Matlab & Simulink environment to test trajectory tracking and robustness.

The Internet of things (IoT) is a growing area of research in the context of smart cities. It links a city’s physical objects that are equipped with embedded sensing, communicating, and computing technology. These objects possess the capability to connect and share data with minimal human intervention, which creates the potential to establish social relationships among them. However, it is challenging for an object to discover, communicate, and collaborate dynamically with other objects, such as social entities, and provide services to humans. This is due to the increase in the number of objects and the complexity in defining social-like relationships among them. The current research aims to address this by introducing an object architecture and defining a Dynamic Community of Interest Model (DCIM) for IoT objects. The proposed model will help IoT objects to socialize and build communities amongst themselves based on different criteria. In this approach, objects belonging to a community will collaborate with each other to collect, manipulate, and share interesting content and provide services to enhance the quality of human interactions in smart cities.

Abstract Diabetic retinopathy (DR) is a common eye disease, which leads cause of blindness all around the world. Microaneurysms (MAs) is one of the early symptoms of DR. Accurate and effective MAs detection and segmentation is an important step for the diagnosis and treatment of DR. In this paper, we propose an automatic model for detection of MAs in fluorescein fundus angiography (FFA) images. The model mainly consists of two steps. The first step is pre-processing of FFA images, where the quality of FFA images is improved by Histogram Stretching and Gaussian Filtering algorithm. The second step is to detect MAs regions, where the MAs regions are detected by improved FC-DenseNet. We compare the proposed model with traditional FC-DenseNet model and other previously published models. The experimental result shows that our proposed model has the highest scores on evaluation metrics of pixel accuracy (PA), mean pixel accuracy (MPA), precision (Pre), recall (Re), F1-score (F1) and mean intersection over union (MIoU), which are 99.97%, 94.19%, 88.40%, 89.70%, 88.98% and 90.14%, respectively. The result suggests that the performance of our proposed model is closer to the ground truth of MAs detection. Our proposed model would be helpful for ophthalmologists to find the symptoms more quickly and to take better treatment measures in the screening process of diabetic retinopathy.

Although North Korea is one of the most closed countries in the world, it has long been pursuing international cooperation with other countries in order to upgrade the quality of its film industry to international standards. Preceding studies on this topic have mainly focused on the political influences behind filmmaking in general and very few studies have exclusively dealt with North Korea’s international co-productions. In this respect, in order to develop a comprehensive understanding of the internalization strategy of North Korea’s film productions, this paper uses the global value chain as a framework for analysis. This approach helps understand the internationalization pattern of each value chain activity of film co-productions in terms of the film location and the methods for collaborating with foreign partners. By dividing the evolution of North Korea’s international co-productions into three periods since the 1980s, this paper finds that although North Korea has shown mixed results with different aspects of the film value chain, it has generally improved its internationalization over the three periods. This paper further provides strategic directions for North Korea by learning some of the successful Chinese experiences in the film sector regarding collaboration with foreign partners—to foster a win-win situation for all involved parties.

From earliest cities to the present, spatial division into residential zones and neighbourhoods is the universal feature of urban areas. This study explored issue of measuring neighbourhoods through spatial autocorrelation method based on Moran's I index in respect of achieving to best neighbourhoods' model for forming cities smarter. The research carried out by selection of 35 neighbourhoods only within central part of traditional city of Kerman in Iran. The results illustrate, 75% of neighbourhoods' area in the inner city of Kerman had clustered pattern, and it shows reduction in Moran's index is associated with disproportional distribution of density and increasing in Moran's I and Z-score have monotonic relation with more dense areas and clustered pattern. It may be more efficient for urban planner to focus on spatial autocorrelation to foster neighbourhood cohesion rather than emphasis on suburban area. It is recommended characteristics of historic neighbourhoods can be successfully linked to redevelopment plans toward making city smarter, and also people's quality of life can be related to the way that neighbourhoods' patterns are defined.

Subject. This article explores the basic elements of the engineering infrastructure of smart cities. Objectives. The article aims to systematize theoretical descriptions of the engineering infrastructure of a smart city. Methods. For the study, we used a logical analysis and systematization. Results. The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.
