The Moon provides us with a long-term, stable, and unique place for Earth observation. Space agencies of various countries, including the United States, China, and Italy, have made the realization of Moon-based Earth observation an objective of their lunar missions. To date, although some conceptual studies have been presented, an accurate geometric model for Moon-based Earth observation has not yet been described. This paper introduces such a geometric model, whichconnects the attitude of a Moon-based sensor with a corresponding field of view on the Earth’s surface. The aberration and light time correction are involved. Due to the lack of high-qualityexperimental data, one qualitative comparison with Chang’E lander images and another quantitative comparison with software output are made. The comparison results show good similarity. The overallmodel accuracy is evaluated to be better than 400 at current stage and will be better than 1.500 if the seleno-graphic position is accurately determined. In direct geolocation process, the aberration and light time will cause a total 0.7 km deviation on the ground near the sublunar point. In SAR range history simulation, the light time eect will lead to a linear error, as large as tens of meters, throughoutthe integration time.

The COVID-19 pandemic has infected almost 73 million people and is responsible for over 1.63 million fatalities worldwide since early December 2019, when it was first reported in Wuhan, China. In the early stages of the pandemic, social distancing measures, such as lockdown restrictions, were applied in a non-uniform way across the world to reduce the spread of the virus. While such restrictions contributed to flattening the curve in places like Italy, Germany, and South Korea, it plunged the economy in the United States to a level of recession not seen since WWII, while also improving air quality due to the reduced mobility. Using daily Earth observation data (Day/Night Band (DNB) from the National Oceanic and Atmospheric Administration Suomi-NPP and NO2 measurements from the TROPOspheric Monitoring Instrument TROPOMI) along with monthly averaged cell phone derived mobility data, we examined the economic and environmental impacts of lockdowns in Los Angeles, California; Chicago, Illinois; Washington DC from February to April 2020—encompassing the most profound shutdown measures taken in the U.S. The preliminary analysis revealed that the reduction in mobility involved two major observable impacts: (i) improved air quality (a reduction in NO2 and PM2.5 concentration), but (ii) reduced economic activity (a decrease in energy consumption as measured by the radiance from the DNB data) that impacted on gross domestic product, poverty levels, and the unemployment rate. With the continuing rise of COVID-19 cases and declining economic conditions, such knowledge can be combined with unemployment and demographic data to develop policies and strategies for the safe reopening of the economy while preserving our environment and protecting vulnerable populations susceptible to COVID-19 infection.

Based on resource carrying capacity, this study used the revised theory of relative resource carrying capacity (RRCC) and introduced an innovative concept of relative fossil energy carrying capacity (RFECC), which evaluates the degree of fossil energy sustainability based on the relationship between economy, population, and environment. This study took China and the United States as the study objects, took the whole country as the reference area, and calculated the RFECC of population, economic, and environmental resources from 2000 to 2018. Therefore, based on the comparative analysis, the following conclusions were drawn: (i) there is a big difference in the RFECC between China and the United States, which is manifested in the inverted U-shaped trend in China and the U-shaped trend in the United States; (ii) the relative fossil energy carrying states in China and the United States are different, mainly reflected in the economy and environment; (iii) the gap in RFECC between China and the United States has gradually widened; in general, China’s economic RFECC is better than that of the United States, while environmental RFECC and population RFECC in the United States is better than that of China; and (iv) coal and oil should be used as a breakthrough point for the sustainable fossil energy and sustainable development for China and the United States, respectively.

The use of student learning objectives (SLOs) as part of teacher performance systems has gained traction quickly in the United States, yet little is known about how teachers select specific students’ learning goals. When teachers are evaluated—and sometimes compensated—based on whether their students meet the very objectives the teachers set at the start of the year, there may be an incentive to set low targets. SLO systems rely on teachers’ willingness and ability to set appropriately ambitious SLOs. We describe teachers’ SLO target-setting behavior in one school-district. We document the accuracy/ambitiousness of targets and find that teachers regularly set targets that students did not meet. We also find that, within the same year, a student’s spring test scores tend to be higher on the assessments for which they received higher targets. This raises the intriguing possibility that receiving higher targets might cause students to perform better than they otherwise would have.

In this paper, a hybrid controller for robotic arms is proposed and designed by combining a proportional-integral-derivative controller (PID) and a model reference adaptive controller (MRAC) in order to further improve the accuracy and joint convergence speed performance. The convergence performance of the PID controller, the model reference adaptive controller and the PID+MRAC hybrid controller for 1-DOF and 2-DOF manipulators are compared. The comparison results show that the convergence speed and its performance for the MRAC and the PID+MRAC controllers are better than that of the PID controller, and the convergence performance for the hybrid control is better than that of the MRAC control.

SUMMARYWhen the end-effector of a robotic arm grasps different payload masses, the output of joint motion will vary. By using a model reference adaptive control approach, the payload variation effect can be solved. This paper describes the design for a hybrid controller for serial robotic manipulators by combining a PID controller and a model reference adaptive controller (MRAC) in order to further improve the accuracy and joint convergence speed performance. The convergence performance of the PID controller, the MRAC and the PID+MRAC hybrid controller for 1-DOF, 2-DOF and subsequently 3-DOF manipulators is compared. AbstractWe present an ongoing survey with the Nançay Radio Telescope at L-band. The targeted area is 74° ≲ l < 150° and 3.5° < |b| < 5°. This survey is characterized by a long integration time (18 min), large bandwidth (512 MHz) and high time and frequency resolution (64 μs and 0.5 MHz) giving a nominal sensitivity limit of 0.055 mJy for long period pulsars. This is about 2 times better than the mid-latitude HTRU survey, and is designed to be complementary with current large scale surveys. This survey will be more sensitive to transients (RRATs, intermittent pulsars), distant and faint millisecond pulsars as well as scintillating sources (or any other kind of radio faint sources) than all previous short-integration surveys.

Distracted driving is known to be one of the main causes of crashes in the United States, accounting for about 40% of all crashes. Drivers’ situational awareness, decision-making, and driving performance are impaired as a result of temporarily diverting their attention from the primary task of driving to other unrelated tasks. Detecting driver distraction would help in adapting the most effective countermeasures. To tackle this problem, we employed a random forest (RF) classifier, one of the best classifiers that has attained promising results for a wide range of problems. Here, we trained RF using the data collected from a driving simulator, in which 92 participants drove under six different distraction scenarios of handheld calling, hands-free calling, texting, voice command, clothing, and eating/drinking on four different road classes (rural collector, freeway, urban arterial, and local road in a school zone). Various driving performance measures such as speed, acceleration, throttle, lane changing, brake, collision, and offset from the lane center were investigated. Using the RF method, we achieved 76.5% prediction accuracy on the independent test set, which is over 8.2% better than results reported in previous studies. We also obtained a 76.6% true positive rate, which is 14% better than those reported in previous studies. Such results demonstrate the preference of RF over other machine learning methods to identify driving distractions.

The problem of ensuring stability of Earth observation space-borne instruments undertaking long-term temperature measurements within thermal IR spectral range is described. For in-flight reliable control of the space-borne IR instruments characteristics the stability of onboard reference sources should be improved. The function of these high-stable sources will be executed by novel onboard blackbodies, incorporating the melt↔freeze phase transition phenomenon, currently being developed. As a part of these works the task of realizing an on-orbit calibration scale within the dynamic temperature range of Earth observation systems 210−350 K based on fixed-point phase transition temperatures of a number of potentially suitable substances is advanced. The corresponding series of the onboard reference blackbodies will be set up on the basis of the on-orbit calibration scale fixed points. It is shown that the achievement of the target lies in carrying out a number of in-flight experiments with the selected fixed points and the prospective onboard fixed-point blackbodies prototypes. The new In-Bi eutectic alloy melt temperature fixed point (~345 K) is proposed as the significant fixed points of the future on-orbit calibration scale. The results of the new fixed point preliminary laboratory studies have been analyzed. The results allowed to start preparation of the in-flight experiments investigating the In-Bi alloy for the purpose of its application in the novel onboard reference sources.

This chapter describes the legal team’s search for the getaway driver, Amado Garay, who testified against Alvaro Saravia and Roberto D’Aubuisson in 1987 but was not seen again. Through a coincidence, this team discovers that Garay is under witness protection in the United States. The legal team begins a complicated and frustrating effort to confirm whether Garay remains in witness protection and how to get in contact with him. The team also suspects that Roberto Santivañez, who made public disclosures about D’Aubuisson and others during the 1980s, could be under protection as well.
