A methodology had been proposed for cross-matching visible infrared imaging radiometer suite (VIIRS) boat detections (VBD) with vessel monitoring system (VMS) tracks. The process involves predicting the probable location of VMS vessels at the time of each VIIRS data collection with an orbital model. Thirty-two months of Indonesian VMS data was segmented into fishing and transit activity types and then cross-matched with the VBD record. If a VBD record is found within 700 m and 5 s of the predicted location, it is marked as a match. The cross-matching indicates that 96% of the matches occur while the vessel is fishing. Small pelagic purse seiners account for 27% of the matches. Other gear types with high match rates include hand line tuna, squid dip net, squid jigging, and large pelagic purse seiners. Low match rates were found for gillnet, trawlers, and long line tuna. There is an indication that VMS vessels using submersible lights can be identified based on consistently low average radiances and match rates under 45%. Overall, VBD numbers exceed VMS vessel numbers in Indonesia by a nine to one ratio, indicating that VIIRS detects large numbers of fishing boats under the 30 Gross Tonnage (GT) level set for the VMS requirement. The cross-matching could be used to identify “dark” vessels that lack automatic identification system (AIS) or VMS.

Global Fishing Watch and VIIRS-DNB (visible infrared imaging radiometer suite day/night band) signals are compared for the jigger fleet in FAO (Food and Agriculture Organization of the United Nations) Major Fishing Area 41 during the maximum feasible time span (2012–2018). Both signals have shown a high degree of consistency at all temporal and spatial scales analyzed, including seasonal cycles, lack of signal for some years and interannual tendencies. This indicates that both signals are a fair representation of the fishing effort exerted by the jigger fleet in this zone. The high degree of consistency does not support views questioning satellite AIS (automatic identification system) as a reliable tool to survey fishing activities. Instead, our results add evidence supporting the value of remote sensing, in particular, when independent sources of information (such as VIIRS-DNB and AIS) are combined, as a relevant tool to add transparency and support compliance of fishing activities in vast and distant regions of the ocean.

Safe navigation in complex archipelagos requires knowledge and understanding of oceanographic conditions in the fairways. We have studied oceanographic conditions and their relation to weather in a crossing in the Finnish archipelago, which is known to have events when strong currents affect marine traffic. Our main dataset is ADCP (Acoustic Doppler Current Profiler) current measurements, done in the cross section of five months in 2013. We found that the local currents flow mainly to two directions, either to north-northeast (NNE) or to south-southwest (SSW), which is nearly perpendicular to the deepest fairway in the area. The mean value of the currents in the surface layer was 0.087 ms - 1 , but during the high wind situations, the current speed rose over 0.4 ms - 1 . These strong currents were also shown, according to AIS (Automatic Identification System) data, to cause drift of the vessels passing the cross section, though the effect of wind and current to the ship may sometimes be hard to separate. We studied whether the strong currents could be predicted from routine observations of wind and sea level available in the area, and we found that prediction of these currents is possible to some extent. We also found that winds of over 10 ms - 1 blowing from NW (300 ∘ –350 ∘ ) and SE (135 ∘ –180 ∘ ) generated strong currents of over 0.2 ms - 1 , whereas most commonly measured winds from SW (190 ∘ –275 ∘ ) did not generate currents even with winds as high as 15 ms - 1 .

Abstract Understanding the distribution of fishing activity is fundamental to quantifying its impact on the seabed. Vessel monitoring system (VMS) data provides a means to understand the footprint (extent and intensity) of fishing activity. Automatic Identification System (AIS) data could offer a higher resolution alternative to VMS data, but differences in coverage and interpretation need to be better understood. VMS and AIS data were compared for individual scallop fishing vessels. There were substantial gaps in the AIS data coverage; AIS data only captured 26% of the time spent fishing compared to VMS data. The amount of missing data varied substantially between vessels (45–99% of each individuals' AIS data were missing). A cubic Hermite spline interpolation of VMS data provided the greatest similarity between VMS and AIS data. But the scale at which the data were analysed (size of the grid cells) had the greatest influence on estimates of fishing footprints. The present gaps in coverage of AIS may make it inappropriate for absolute estimates of fishing activity. VMS already provides a means of collecting more complete fishing position data, shielded from public view. Hence, there is an incentive to increase the VMS poll frequency to calculate more accurate fishing footprints.

Based on the development of ship borne Automatic Identification System (AIS) and the expansion of AIS application in maritime management, in this paper, we expound AIS Development in recent years, summarize the additional content of Recommendation ITU-R M.1371-4, analyze the format of AIS message, realize the decoding of AIS message in software development environment and store the dynamic information and static information of the ship to the database, thus provide technical support in marine monitoring system.

Ante la evidente crisis que se está presentando en Ecuador debido al incremento en los índices de robos en altamar, principalmente de los motores fuera de borda de las lanchas de pesca artesanal, es necesario implementar un sistema de control eficaz que ofrezca seguridad para la comunidad pesquera; con este fin se propone un sistema de detección de embarcaciones de pesca artesanal con tecnología AIS. En este estudio se explican todos los beneficios que ofrece esta tecnología que actualmente se usa para el monitoreo de buques, así como las aplicaciones para un sistema de monitoreo de embarcaciones pequeñas, las clases de equipos disponibles y sus principales características. Con este objetivo se propone el diseño de una red que permita ubicar las embarcaciones de la comunidad pesquera de Anconcito, que es una de las zonas más afectadas por la delincuencia. Además, se anticipan los resultados esperados con este diseño y varias alternativas técnicas para mejorar la cobertura del sistema.AbstractGiven the evident crisis that is occurring in Ecuador due to the increase in the rates of robberies on the high seas, mainly of the outboard motorboats of the artisanal fishing boats, it is necessary to implement an effective control system that provides security for the fishing community. To this end, a system of detection of artisanal fishing vessels with AIS technology is proposed. In this study, all the benefits of this technology are explained which is currently used for monitoring ships, as well as the applications for a monitoring system of small boats, the kinds of equipment available and their main characteristics.With this objective, the design of a network that allows locate the vessels of the fishing community of Anconcito, which is one of the areas most affected by crime, is proposed. In addition, the expected results with this design and several technical alternatives to improve the coverage of the system are anticipated.
