In this work, we have carried out a case study on the construction of a complex internetworked system that characterizes part of a Smart City within the context of Master Theses. We show that, compared to other network simulators and emulators, SDN technologies allow students to easily configure and manage large simulated communication infrastructures, and facilitate the integration of various network analysis tools.

The process to win approval to build a national memorial on the National Mall inWashington, DC is both long and complex. Many memorials are proposed, but few are chosen to inhabit the increasingly scarce space available on the Mall. Through the use of network analysis we compare and contrast two memorial proposals, with an eye toward understanding why one proposal was successful while the other seems to have failed. We conclude that the success of a specific memorial has less to do with the perceived popularity of the person or event to be memorialized, and more to do with how the sponsors use the network of people and resources available to advocate for a given proposal.

Ruang terbuka hijau telah dikenal memiliki peranan yang penting dalam meningkatkan kualitas lingkungan perkotaan. Ruang terbuka hijau dalam perencanaan kota kerap dianggap sebagai elemen pendukung terwujudnya smart city. Penelitian ini bertujuan untuk menemukan seberapa jauh peran ruang terbuka hijau lewat penyediaan wifi corner dalam perencanaan kota menuju konsep smart city. Metode yang digunakan adalah deskriptif kualitatif berdasarkan observasi, survey lapangan dan serangkaian wawancara. Studi kasus yang diambil dalam penelitian ini adalah dua kota di Kalimantan Selatan, yaitu Banjarmasin dan Banjarbaru yang telah memiliki konsep smart city. Hasil penelitian menunjukkan bahwa ruang terbuka hijau dalam perencanaan kota memiliki potensi yang kuat sebagai elemen pembentuk smart city. Apabila ruang terbuka hijau suatu kota telah direncanakan dengan baik dari berbagai segi fasilitas dan terkoneksi dengan jaringan internet yang berkualitas, maka dengan sendirinya konsep smart city akan lebih mudah dicapai. Kata kunci: perencanaan kota, ruang terbuka hijau, smart city, wifi corner. Green space has an important role in enhancing environmental quality of a city. Green space often considered as a supporting element for the concept of smart city. This research intended to acknowledge the role of green space through the installation of wifi corner in urban planning towards smart city. The methods that has been used was descriptive qualitative through observation, field survey and interviews. The case study in this research were Banjarmasin and Banjarbaru which already has the smart city concepts. The result shows that green space in urban planning is a potential element towards smart city. A well good planned green space with all the facilities that connected to a good internet network in a city might help forming the concept of smart city. Keywords: green space, smart city, urban planning, wifi corner.

Smart cities are associated almost exclusively with modern technology and infrastructure. However, smart cities have the possibility to enhance the involvement and contribution of citizens to urban development. This work explores the role of governance as one of the factors influencing the participation of citizens in smart cities projects. Governance characteristics play a major role in explaining different typologies of citizen participation. Through a focus on Amsterdam Smart City program as a specific case study, this research examines the characteristics of governance that are present in the overall program and within a selected sample of projects, and how they relate to different typologies of citizen participation. The analysis and comprehension of governance characteristics plays a crucial role both for a better understanding and management of citizen participation, especially in complex settings where multiple actors are interacting.

Purpose The purpose of this paper is to explore the role of performance measurement systems as technologies of government in the operationalisation of smart city programmes. It answers the research question: how do the development and use of performance measurement systems support smart cities in the achievement of their goals? Design/methodology/approach This paper presents a longitudinal case study that uses an interventionist approach to investigate the possibilities and limitations of the use of performance measurement systems as technologies of government in a smart city. Interpretations are theoretically informed by the Foucauldian governmentality framework (Foucault, 2009) and by public sector performance measurement literature. Findings The findings address the benefits and criticalities confronting a smart city that introduces new performance measurement systems as a technology of government. Such technologies become problematic tools when the city network is characterised by a fragmentation of inter-departmental processes, and when forms of resistance emerge due to a lack of process owners, horizontal accountability and cooperation among involved parties. Research limitations/implications This paper is based on a case study of a single smart city, and outlines the need for both comparative and multidisciplinary analyses in order to analyse the causes and effects of smart city challenges. Originality/value This paper offers a critical understanding of the role of accounting in the smart city. The ineffectiveness of performance measurement systems is related to the multiple roles of such technologies of government, which may lead to a temporary paralysis in the achievement of smart city goals and programmes.

This study elaborates the elements which are important in the development of the smart city strategy, both at national and local level. They should provide a good foundation for the development of a longterm sustainable and comprehensive smart city concept. When developing the strategy itself, it is necessary to follow the examples of the smart cities in Europe, Region and based on their experience, to identify advantages and disadvantages in order to form clear goals and vision. This study also gives the proposal for defining the elements necessary for establishing the smart cities development strategy as a solution for improving the quality of life in cities, and therewith overall social and economic sustainable development of a country. Montenegro and the city of Budva have been developed as a case study. Montenegro is keeping pace with technological development and therewith the need to define a development strategy for its smart cities. This study emphasizes the role of state bodies, institutions and citizens themselves in that process.

The lack of examples of smart-city initiatives and the sharing of best practices in Portugal confirm the gap in the transference of empirical knowledge to the scientific literature in this area. The smart-city concept has passed through three stages. However, its evolution has not been noted equally throughout countries and their territories. The literature only provides information about specific projects implemented in a few cities. Therefore, the aim of this paper was to study the state-of-the-art of smart cities in Portugal by analyzing 25 editions of the most relevant national-wide smart-cities magazine. First, the objective of analyzing the magazine was to study each Portuguese city in terms of the subject areas and types of existing initiatives in order, ultimately, to frame cities within their respective smart-city phases, as per the literature. Second, the aim of the paper was also to provide information about the evolution of the concept through analyses of embedded experts’ quotes. The results of the first are complemented with the analysis of interviews with policymakers to provide information about the existing challenges to implementing a smart city and to understand the role of government therein. Qualitative and quantitative analyses were performed on the case study. The findings suggest that the three smart-city phases are perceived in slightly different ways in Portugal and heterogeneity within the country can be noted from the lack of strategies and a standard framework.

This chapter debates the competing approaches of the smart city model. It starts by critically discussing top-down approaches, focusing on influence of neoliberal urban experimentation, the role of dominant social interests, the reduction of the city and of urban citizenship, and the risks linked with its uncritical assumption. Then, attention shifts on counter-geographies of digital urbanism drawn from below by citizens, communities, and social movements, as part of a fragmented landscape of activism engaged in building alternative and bottom-up approaches of the smart city. Making use of the case study of a city in southern Italy, Catania, the aim of the chapter is threefold since it discusses the critical aspects linked with dissemination of smart city model as a means for investigating the evolutionary neoliberalization developed in southern Italy during last decades, the influence of neoliberal scripts of urban planning on policy practices, and then the potential alternative activities of digital urbanism hold for a more human-centered and socially embedded smart city.

Against the backdrop of the General Data Protection Regulation (GDPR) taking effect in the European Union (EU), a debate emerged about the role of citizens and their relationship with data. European city authorities claim that (smart) citizens are as important to a successful smart city program as data and technology are, and that those citizens must be convinced of the benefits and security of such initiatives. This paper examines how the city of Barcelona is marking a transition from the conventional, hegemonic smart city approach to a new paradigm—the experimental city. Through (i) a literature review, (ii) carrying out twenty in-depth interviews with key stakeholders, and (iii) actively participating in three symposiums in Barcelona from September 2017 to March 2018, this paper elucidates how (smart) citizens are increasingly considered decision-makers rather than data providers. This paper considers (i) the implications of the technopolitics of data ownership and, as a result, (ii) the ongoing implementation of the Digital Plan 2017–2020, its three experimental strategies, and the related seven strategic initiatives. This paper concludes that, from the policy perspective, smartness may not be appealing in Barcelona, although the experimental approach has yet to be entirely established as a paradigm.

As a hybrid, journo-activist space, tweeting #Ferguson quickly emerged as a way for activists and journalists to network and spread information. Using a mixed-methods approach combining digital ethnographic content analysis with social network analysis and link analysis, this study examines journalistic and activist uses of Twitter to identify changes in field relations and practices. Employing the lenses of field theory and mediatization, this study finds parity and divergence in the themes, frames, format, and discourse of journalist and activist Twitter practices. While the traditions of objective journalism and affective activism persist, notable exceptions occurred, especially following acts of police suppression. The networked communities of professional and activist Twitter users were overlapping and interactive, suggesting hybridity at the margins of the journalistic field. Given the hybridizing of journalistic and journo-activist practices, this case study examines the role of social media in efforts to report on and bolster social change.
