In the field of counter-terrorism (CT) and countering violent extremism (CVE), policymakers are in constant need of accurate data to make informed decisions to support existing programs and develop new approaches to prevent radicalization to violence. The goal of the comparative analysis in this presentation is to identify the types of data needed to assess the impact of CT and CVE programs based on each country’s policy goals. A comparative analysis of the five countries’ specific CT/CVE policies was conducted to identify common themes and data needs. The first most widely discussed theme is the need to maintain and expand collaborations and information sharing across countries—all five policies strongly emphasize the importance of such collaborative efforts. All policies address the need for strengthening collaborations at the local level, considering the important role civil society plays in the frontline response to violent extremism. In particular, the North Macedonian policy recognizes the need to fully engage in multidisciplinary interagency efforts that include civil society in the process for reconciliation of ethnic and cultural divides, educate and promote democratic values in schools and faith based communities. According to the policy documents, it can be found that there is a need for a better understanding of what types of collaborative efforts and partnerships are needed to establish effective CT and CVE programs. All policies stress the need to address a range of extremist ideologies including Jihadist, Far Left, and Far Right groups to address radicalization in the online space as well as through in-person interventions. In terms of interventions, there is a need to understand what type of training is most effective to equip frontline professionals with the knowledge and skills to intervene when individuals engaged in VE come to their attention. The United States policy is innovative with respect to the others because it introduces the concept of targeted violence. By doing so, it recognizes the importance of including situations where ideology is not a motivating factor or the motivations are unknown behind the acts of violence. The Swedish policy is distinguished by its detailed legislation supporting the prevention of terrorist acts. The UK policy emphasizes the need to contrast ideologies and views that are not aligned with UK values. All policies recognize the need for evidence on strategic efficacy and recognize the fact that programs and policies have been widely implemented without scientific proof of their effectiveness. In particular, the Canadian policy points to the need for identifying best practices that can be transferred from case to case or country to country. As an area of policy improvement across countries, there is certainly a lack of clarity on the roles and responsibilities of the many agencies that may be potentially involved in prevention efforts, still leaving a nebulous space in terms of when and how security intercepts social work and public health.

AbstractThis paper presents a comparative analysis of two reports by the UN Rapporteur on Extreme Poverty and Human Rights, one for Spain and one for the UK. In both countries, austerity policies were introduced following the banking crisis of 2008. The UN Rapporteur reports highlight the damage that was done by welfare retrenchment. In particular, the reports document the impact of austerity on the most vulnerable individuals and communities. The paper uses Somers' (2008) conceptual model of citizenship as the basis for a comparative analysis of two reports. Somers' (2008) model of citizenship is a triadic one which sees the state, market and civil society as competing elements. Each one can serve to regulate and limit the influence or excesses of the other two. Somers argues that neoliberalism has seen the dominance of the market at the expense of the role of the state and the institutions of civil society. Austerity policies saw the market dominating. Having examined the context of the two reports and their conclusions, the paper discussed the implications for individual social workers’ practice and the role of social work as a profession in tackling poverty and marginalisation.

ABSTRACT By replying to Kurt Weyland’s (2020) comparative study of populism, we revisit optimistic perspectives on the health of American democracy in light of existing evidence. Relying on a set-theoretical approach, Weyland concludes that populists succeed in subverting democracy only when institutional weakness and conjunctural misfortune are observed jointly in a polity, thereby conferring on the United States immunity to democratic reversal. We challenge this conclusion on two grounds. First, we argue that the focus on institutional dynamics neglects the impact of the structural conditions in which institutions are embedded, such as inequality, racial cleavages, and changing political attitudes among the public. Second, we claim that endogeneity, coding errors, and the (mis)use of Boolean algebra raise questions about the accuracy of the analysis and its conclusions. Although we are skeptical of crisp-set Qualitative Comparative Analysis as an adequate modeling choice, we replicate the original analysis and find that the paths toward democratic backsliding and continuity are both potentially compatible with the United States.

As a biennial event, the Ryder Cup is a men’s golf competition between teams from Europe and the United States. Ernst & Young (EY) and Standard Life Investments (SLI), who are in same business category (i.e., financial services), have served as official partners of the event in recent years. While the two firms are willing to move away from the traditional sponsorship practices of category exclusivity deals, both have been able to achieve significant success through their collaborative efforts in activating their sponsorships. This is a new, fascinating phenomenon in both sponsorship concept and practice. Through an exploratory inductive inquiry process, in this study we conduct a case analysis by examining the sponsorship activations of EY and SLI at the 2014 Ryder Cup event held in the UK. The findings demonstrate that social media plays an impactful role in the companies’ ability to engage target audiences. EY used the Ryder Cup captain as a brand ambassador, who embodied its sponsorship theme of leadership and teamwork. SLI focused on running advertising campaigns to build company image and increase brand awareness.

Evaluating the efficacy of technical measures: a case study of selection device legislation in the UK Crangon crangon (brown shrimp) fishery. – ICES Journal of Marine Science, 65: 267–275. Bycatch reduction devices are being introduced into a wide range of fisheries, with shrimp and prawn fisheries particularly targeted owing to the heavy discarding common in these fisheries. Although studies are often undertaken to estimate the impact of a technical measure on the fishery before implementation, rarely have the impacts been assessed ex post. Here, the efficacy of the UK legislation pertaining to the use of sievenets in the North Sea Crangon crangon fishery is assessed. Three impacts were evaluated: on fisher behaviour (social), on the level of bycatch (biological), and on vessel profitability (economic). An apparent high level of compliance by skippers was identified despite a low level of enforcement. The estimated reduction in fleet productivity following the introduction of the legislation was 14%, equalling the mean loss of Crangon landings when using sievenets calculated from catch comparison trawls. Sievenets did reduce the unnecessary capture of unwanted marine organisms, but were least effective at reducing 0-group plaice, which make up the largest component of the bycatch. Clearly the legislation has had an effect in the desired direction, but it does not address sufficiently the bycatch issue in the Crangon fishery.

Terrorism and violent extremism have undoubtedly become among the top security concerns of the 21st century. Despite a robust agenda of counterterrorism since the September 11, 2001 attacks, the evolution of global terrorism has continued to outpace the policy responses that have tried to address it. Recent trends such as the foreign fighter phenomenon, the rampant spread of extremist ideologies online and within communities, and a dramatic increase in terrorist incidents worldwide, have led to a recognition that “traditional” counterterrorism efforts are insufficient and ineffective in combatting these phenomena. Consequently, the focus of policy and practice has shifted towards countering violent extremism by addressing the drivers of radicalization to curb recruitment to extremist groups. Within this context, the field of countering violent extremism (CVE) has garnered attention from both the academic and policy-making worlds. While the CVE field holds promise as a significant development in counterterrorism, its policy and practice are complicated by several challenges that undermine the success of its initiatives. Building resilience to violent extremism is continuously challenged by an overly securitized narrative and unintended consequences of previous policies and practices, including divisive social undercurrents like Islamophobia, xenophobia, and far-right sentiments. These by-products make it increasingly difficult to mobilize a whole of society response that is so critical to the success and sustainability of CVE initiatives. This research project addresses these policy challenges by drawing on the CVE strategies of Canada, the US, the UK, and Denmark to collect best practice and lessons learned in order to outline a way forward.

The article considers a set of issues related to the formation of sustainability in the state at different levels of government: national, regional and local, with an emphasis on the sustainability of territorial communities. The concept of "sustainability" is defined, the criteria of sustainability for national security and its components at the local level are analyzed, in particular, in the formation of affluent communities. Sustainability is considered in various aspects: as a component of national security and defense of the state, in relation to the concepts of "cohesion" and "national security". Financial stability is justified as an important sign of the viability of local communities. The role of civil society in shaping the sustainability of communities is revealed, as well as different views of scientists on the impact of civil society on sustainability are analyzed. The foreign experience of implementation of the basic principles of sustainability in the life of communities is studied. The most important component of sustainability is the ability of the community to consolidate to counteract harmful and dangerous external and internal influences. Open partnership of public authorities with business structures and the public should be a prerequisite for this. It is proved that in the conditions of decentralization and various internal and external challenges, civil society (active citizens and civil society institutions) can and should be a driver of community sustainability. It is assumed that the implementation of state policy to promote the development of civil society should create a solid foundation of democracy in Ukraine as a component of national sustainability. Since the systemic mechanisms for ensuring national sustainability in the Ukrainian state at both national and local levels are not yet fully formed, the development and implementation of comprehensive strategic decisions in this area requires proper scientific substantiation, which is why the author’s contribution to this topic.

Analysing two Welsh villages, the authors examine the importance of identity, connection with place and the impact of social and spatial boundaries on the everyday production of civil society. Bringing into focus questions of biography and temporality, the book provides an innovative account of continuities and changes within local civil society during social and economic transformation.

The concept of local food has gained traction in the media, engaged consumers and offered farmers a new marketing tool. Positive claims about the benefits of local food are probably not harmful when made by small-scale producers at the local level; however, greater concern would arise should such claims be echoed in policy circles. This review examines the evidence base supporting claims about the environmental and health benefits of local food. The results do not offer any support for claims that local food is universally superior to non-local food in terms of its impact on the climate or the health of consumers. Indeed several examples are presented that demonstrate that local food can on occasions be inferior to non-local food. The analysis also considers the impact on greenhouse gas emissions of moving the UK towards self-sufficiency. Quantitative evidence is absent on the changes in overall emissions that would occur if the UK switched to self-sufficiency. A qualitative assessment suggests the emissions per item of food would probably be greater under a scenario of self-sufficiency than under the current food system. The review does not identify any generalisable or systematic benefits to the environment or human health that arise from the consumption of local food in preference to non-local food.

This paper examines the implications of New Labour's approaches to crime and disorder on CCTV implementation. It concentrates on the usage of CCTV as one of the government's many initiatives, which are intended to address crime and disorder, including the fear of crime. In particular, the impact of the 1998 Crime and Disorder Act (CDA) - the cornerstone of this government's approach to crime reduction - on the generation of such strategies is examined. The paper revisits neo-Marxist and Foucauldian analyses of the so-called surveillance society through an appraisal of the complex relationship between structure and agency in the formulation and implementation of anti-crime and disorder strategies. Drawing on fieldwork data the paper considers the activities of practitioners at a local level by focusing on the influence of central government, local communities and 'common sense' thinking based on certain criminological theories. It is argued that a myriad of micro-level operations, obligations, processes, managerial concerns (particularly conflict resolution and resource issues), structures and agency - as well as the indirect influence of central government - shape CCTV policy. Ultimately, the creation of new local policy contexts under the CDA emphasise the need to consider incremental and malleable processes concerning the formulation of CCTV policy. In turn, this allows a re-examination of theoretical accounts of surveillance, and their attendant assumptions of sovereign or disciplinary power.
