The transportation infrastructure for petroleum products contains complex pipeline systems, developed on a global scale and totaling investments of hundreds of millions of dollars. The operation and maintenance of these systems have to be performed in relation to the analysis of incidents of various types, which take place in various areas of the world. The present paper aims to analyze in as much detail as possible, from a statistical point of view, the case of the pipeline system for petroleum products in Romania in order to streamline the operation of this critical infrastructure for Romania. Through the statistical tools, we established the hierarchies of the causes of the analyzed incidents, weights of the effects generated by these sources of accidents, and correlations between various parameters, in order to create a useful plan of measures and actions in the efficient operation of the pipeline system. The importance and topicality of the subject is also demonstrated by the major negative impact of the accidents in this sector, through product leaks from pipes in the soil and in watercourses, which generate significant pollution values, thus influencing the balance of the environment.

The subject of the research is conflicts between businesses and local population concerning negative impact of mineral resources extraction on the environment and possibilities of its prevention. The purpose of the work is creating an economic mechanism for  ecological conflicts prevention in the regions where mineral resources are extracted through implementing an economic mathematical model of forming optimal assortment of compensatory measures. Mechanisms of preventing ecological conflicts in mineral resources extracting regions including two ingredients — expert analytical and optimizational — are proposed. While realizing the expert analytical constituent of the mechanism, local population on a par with authorities and representatives of the extracting enterprise are involved in prioritizing in the course of reducing man-impact on the environment and in the process of compensatory measures portfolio forming. Optimizational constituent of the mechanism for ecological conflicts prevention demands forming a model for optimal compensatory measures choice. Scientific novelty and significance of the work are presented by a rate scale for expertise of possible negative ecological consequences of creating and operating an extracting enterprise from the point of view of population groups. As the research result an algorithm of expert assessment processing enabling to determine the priority ranking for reducing man-impact on the environment and tension reduction between the extracting enterprise and local population is formed. An optimizational model enabling to determine optimal set of compensatory measures taking into account the interests of both extracting enterprises and the most conflict groups of local population is proposed.

Regional development is a complex economic category and a commonly used term today, yet it is vaguely defined and, therefore, interpreted implicitly and understood intuitively. From a statistical point of view, this concept, on account of its imprecision and ambiguity, is a kind of multidimensional characteristic which may be measured, though not conclusively. Due to the lack of a universal set of diagnostic variables adopted in taxonomic analyses, the quantitative approach to the examined research area, which is in most cases presented descriptively, poses the main problem. The objectives of the article are to rank the provinces of Poland in terms of regional development in the years 2006–2018 and to assess the similarity of results over time. The research study is based on linear ordering methods within the scope of multidimensional statistical analysis. The results of the conducted analyses allowed us to rank the provinces of Poland in terms of regional development in the years 2006–2018 and to assess the similarity of the results over time. The results of the analysis indicate a clear stabilization of high ranked positions during the examined period, last places are generally taken by the same regions. This situation may indicate an increase or at least strengthening of the disproportions between the most and least developed regions in Poland. Theoretical considerations presented in the article as well as the empirical results of our own research may provoke more detailed discussion on the subject.

SummaryIn the Marinelli chair, a geometry widely used in whole body counting, the lower part of the leg is seen quite inefficiently by the detector. The present paper describes an attempt to modify the standard chair geometry to minimise this limitation. The subject sits crossed-legged in the “Buddha Posture” in the standard chair. Studies with humanoid phantoms and a volunteer sitting in the Buddha posture show that this modification brings marked improvement over the Marinelli chair both from the point of view of sensitivity and uniformity of spatial response.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

The article considers common classifications of measures to reduce environmentaleconomic damage from motor vehicles. Classification from the point of view of control impact is proposed, which allows to take into account relations between the state and citizens in the field of reduction of negative impact of motor vehicles on the environment. The analysis of the classification made it possible to identify areas of activity for improving the efficiency of management impacts, taking into account the incentives of citizens to comply with the requirements of the legislation and to create conditions for their exceeding. Increasing the efficiency of resource allocation in the Territory will allow the released funds to be allocated to the development of industry, agriculture, education and science.

Buku Domestic Manners of the Americans (1832)merupakan model bagi cara infrastruktur transportasi menentukan aspek naratologis,yaitu urutan dan perspektif dalam struktur naratif riwayat perjalanan. Karya tersebut jugamenyajikan transportasi sebagai pokok pembicaraan dalam teksnya itu sendiri walaupun tidaksejauh sebagaimana yang tampak pada The Amateur Emigrant (1895) karya Robert LouisStevenson. Dalam hal ini, The American Scene (1907) karya Henry James juga relevankarena, walaupun tidak secara gamblang membicarakan transportasi sebagai topik dantidak pula menampakkan ciri-ciri riwayat perjalanan, karya tersebut merepresentasicara wawasan Britania-Amerika trans-Atlantik dianggap sebagai sesuatu yang lumrah.Wawasan ini juga memandang menganggap perjalanan trans-Atlantik sebagai semacamperjalanan menembus waktu, yang menunjukkan ketidaknyaman para penulis Britaniaabad kesembilanbelas terhadap transformasi sosial ke masyrakat demokratis yangdirepresentasi secara metaforis oleh pemahaman mereka tentang Amerika.Kata kunci: catatan perjalanan Viktorian, transportasi, wisataABSTRACTNarratives presented by Victorian British writers about their travels to America assume theavailability of a transprtation infrastructure system. Such a system is related to the travelnarrative in three things, namely, (1) as a material base for travel, (2) as a narrative substructurehistory, and (3) as the subject-matter of the narratives. Fanny Trollope’s Domestic Mannerof the Americans (1832) is a model for the way transportation infrastructure determinesnarratological aspects, namely order and perspective in the structure of the travel narrative.The piece also presents transportation as a subject-matter in its text although it does notgo so far as do Robert Louis Stevenson’s The Amateur Emigrant (1895). In discussingtransportation Henry James’ The American Scene is also relevant because, despite it’s notexplicitly speaking of transportation as a topic nor does it show the convential characteristicsof the travel narrative, the work represents a British-American trans-Atlantic world viewas a given. This world view also considers trans-Atlantic travels as a kind of voyage acrosstime, implying the discomfort of nineteenth-century British writers concerning the socialtransition into a democratic society represented by America as a metaphor.Keywords: Victorian travel narrative, transportation, tourism

The paper discusses the use of the program-targeted budgeting methodology in the investment stimulation of business in the most problem sectors of the economy. The subject of the study is the dynamics of business activity in key economic sectors adversely affected by factors of the economic and geopolitical nature. The purposes of the study were to identify the key factors that have a negative impact on economic growth and seek options for investment stimulation of business activities in the most problem sectors of the economy using state budget funds. It is concluded that the current practice of budget investment is associated with significant risks and poor justification of investment decisions. Therefore, the American practice of the program budgeting in the implementation of large investment infrastructure projects using budget funds seems to be advantageous. Based on the research findings, methods for increasing the effectiveness of program-target budgeting tools under the Russian conditions are proposed.

Lack of knowledge would result in failure and, from an economic point of view, it would lead to a waste of scarce resources. The book under review is essentially a manual which highlights the use of research for development. The book is divided into two parts. Part One informs the reader about concepts and some theory, and Part Two deals with the issue of undertaking research for development. Both parts have 11 chapters each. Chapter 1 asks the basic question: Is research important in development work? The answer is that it is. Research has many dimensions: from the basic asking of questions to the more sophisticated broad-based analysis of policy issues. The chapter, in short, stresses the usefulness of research which development workers ignore at their own peril.

The article is devoted to the subject of the goals of the climate and energy policy of the European Union, which can have both a positive, and a negative impact on the environmental and energy policies. Positive aspects are the reduction of greenhouse gas emissions, diversification of energy supplies, which should improve Europe independence from energy imports, and increasing the share of renewable energy sources (RES) in the national energy system structures. On the other hand, overly ambitious targets and actions can lead to large losses for the economies of EU Member States. The article also highlights the realities prevailing in the international arena and noncompliance of international actors with global agreements on climate protection.

Projects for flood protection are increasingly the subject of investment projects in the field of water management. This is related to the increasing frequency of worldwide threats caused by extreme weather conditions, including extremely high rainfall causing floods. Technical and nontechnical flood protection measures are also increasing in importance. In the decision-making process, it is necessary to take into account both the costs and benefits of avoiding losses, including an analysis of social benefits, whose valuation of non-market goods is an essential element. A comprehensive account of projects in the field of flood protection based on the estimated costs and benefits of the investment allows the economic efficiency from a general social point of view to be determined. Previous evaluations of the effectiveness of investment projects have mainly taken into account only categories and market values. The aim of the article is to identify the possibilities to expand the values of non-market assessments and categories formulated on the basis of the theoretical economics of the environment.
