The involvement of competences in the teaching–learning planning process in Higher Education is essential for their success in the European Higher Education Area. This study presents a participatory multi-criteria model based on Voting Analytic Hierarchy Process (VAHP) analysis, focusing on the attainment of competences that permits consensus between lecturers and students in the design of teaching plans using two assessments: the assessment of competences by students and the lecturers’ assessment of the contribution of teaching strategies to the attainment of each competence. To validate the methodology, a survey was carried out to determine the preferences of 211 students on the competences of a quantitative subject in several business degrees and a survey of 11 lecturers to assess the contribution of the teaching strategies in the acquisition of each competence. The results show that practical lessons and group work should receive more importance in the teaching plans of the subject Financial Management according to the defined competences, the students’ preferences and the criterion of each lecturer for each teaching strategy. The results show the applicability of the participatory methodology proposed to formally agree on the design of teaching plans in higher education organizations between lecturers and students.

O presente estudo apresenta uma proposta de estratégia didática baseada na aprendizagem com jogos digitais, buscando acrescentar ao ensino superior uma metodologia ativa, em que o aluno também atue no processo de ensino-aprendizagem. Nessa perspectiva é indispensável o uso de TIC´s como recurso para proporcionar aulas mais dinâmicas e interativas. O objetivo dessa prática com jogos é que o aluno possa, além de aprender o conteúdo específico da aula, desenvolver competências e habilidades úteis no ambiente extra-acadêmico. Outro aspecto importante na utilização dos jogos digitais é o envolvimento e o prazer que o aluno sente ao jogar, aprendendo de forma oblíqua, sem se preocupar necessariamente com um conteúdo. Essa aula de Literatura do curso de Letras, realizada com um jogo criado pela equipe intitulada Jogo Renascença, trouxe um resultado positivo, pois os alunos mostraram interesse, empolgação e também aprendizagem em relação ao assunto trabalhado. Abstract Digital games as a strategy for learning. Designing the game "Renascença" for the subject of literature This study proposes a teaching strategy based on learning with digital games, to provide an active method for higher education, in which students are also involved in the teaching-learning process. From this perspective, ICTs should be used as a resource to make classes more dynamic and interactive. The purpose of games practice is that the student can develop competencies and useful skills for non-academic settings, in addition to learning the specific content of the lesson. Another important aspect in the use of digital games is students’ involvement and pleasure in playing, learning obliquely, without necessarily worrying about content. This literature class for the Bachelor of Arts degree course, which is taught using a game entitled “Renascença”, created by the team, had positive results, because the students were interested, excited and successfully learnt the contents.  The selection of military aircraft, by nature, is a process consisting of conflicting goals and objectives at the conceptual, preliminary, and detailed level. In order to ease the process of making decisions wisely from a varied group of options available, Multiple Criteria Decision Making (MCDM) methods are applied effectively. A scenario is put forth pertaining to defense acquisition, when a contemporary air force needs to select and add new and better fighter aircrafts to their pre-existing fleets. This paper studies the Pakistan Air Force (PAF) and its goal to improve its aerial defense and precise ground strike capabilities. Moreover, this paper aims to help raise the bar of general aerial defense and counter terrorism operations. This research paper also sets an appropriate methodological approach for defense procurement and the fleet up-gradation planning process via the use of the Analytic Hierarchy Process (AHP), an MCDM technique. Furthermore, this study specifically focuses on a set of ten technical and economic criteria, applied over six alternative aircraft while, keeping in mind, the counter-insurgency and aerial defense requirements of PAF. Lastly, a Cost Benefit Analysis (CBA) has been applied to ensure that the selected alternative is in line with the economic constraints faced by the limited fiscal budget of Pakistan.https://doi.org/10.13033/ijahp.v9.i2.489

O ensino da Língua Brasileira de Sinais (Libras) passou a ser uma exigência nos cursos de licenciatura no país a partir da promulgação do Decreto Nº 5.626, sancionado em 2005. Além disso, o contexto atual exige que as aulas no Ensino Superior sejam dinâmicas e envolventes, que estimulem a pesquisa e a autonomia na tomada de decisões, isso para que os futuros profissionais sejam capazes de lidar e solucionar situações reais. Nesse sentido, é preciso que os cursos de licenciatura planejem estratégias diversificadas de ensino para que o estudo de Libras possa promover aprendizagens significativas no decorrer desse processo formativo. Esse estudo teve como objetivo relatar o desenvolvimento de uma metodologia ativa de aprendizagem durante as aulas da disciplina de Libras do Curso de Pedagogia de uma Instituição de Ensino Superior (IES) pública no município de Imperatriz- MA. O estudo se configura como exploratório, com abordagem qualitativa e pautada na análise descritiva. Essa experiência pedagógica ocorreu no primeiro semestre de 2017. A estratégia de ensino utilizada foi a aprendizagem baseada em problemas. Os resultados denotaram que, foi perceptível a disposição dos acadêmicos em participar da atividade, a contribuição da mesma para uma construção consistente sobre o conteúdo proposto, assim como refletir sobre a importância da docente buscar a promoção de conhecimentos por meio de estratégias diferenciadas.Palavras-chave: Prática pedagógica. En este sentido, es necesario que los cursos de licenciatura planifiquen estrategias diversificadas de enseñanza para que el estudio de Libras pueda promover aprendizajes significativos en el curso de ese proceso formativo. Este estudio tuvo como objetivo relatar el desarrollo de una metodología activa de aprendizaje durante las clases de la disciplina de Libras del Curso de Pedagogía de una Institución de Enseñanza Superior (IES) pública en el municipio de Imperatriz-MA. El estudio se confi gura como exploratorio, de abordaje cualitativo y pautada en el análisis descriptivo. Esta experiencia pedagógica ocurrió en el primer semestre de 2017. La estrategia de enseñanza utilizada fue el aprendizaje basado en problemas. En esta experiencia fue perceptible la disposición de los académicos en participar de la actividad, la contribución de ésta para una construcción consistente sobre el contenido propuesto, así como reflexionar sobre la importancia de la docente para buscar la promoción de conocimientos a través de estrategias diferenciadas.Palabras Clave: Práctica pedagógica. The strategic planning process has been implemented into the local governance environment in the Czech Republic during last two decades. But the strategic goals that are expressed in the strategic development documents on the local level are only the part of the issues that are to be fulfilled or solved by the local government. In the everyday practical governance there is always a list of projects that appear from the actual technological, technical, public or political demand. The contemporary decision-making process is based on the personal or collective political decision or on the actual technical demand. But there are also municipalities that are already implementing strategic planning and want to avoid unsystematic interventions and decision-making processes. They try to adopt some attitudes from the corporate sphere to make the decision-making process more open and clear. This paper deals with the methodology of the mid-size city and tries to discuss it and offer some improvements. The paper’s other goals are to offer comparison of typical projects that could be found on the local level and to make a model of results provided by the different methodologies used for the decision-making process, specifically weighted sum average and analytic hierarchy process.

Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.

In this study, the integration of fuzzy analytic hierarchy processes (FAHPs) and fuzzy overlays in GIS was used to determine appropriate geographic zones for the establishment of knowledge intensive firms in 22 districts of the Tehran metropolis. According to the theoretical background, a number of criteria were selected for the identification of appropriate geographic zones. The results show that among the selected criteria, proximity to existing knowledge intensity firms, and companies providing information and communication technology (ICT) services, higher education and research centers, being close to convenient transportation network and land use have more important role in the location of firms. According to the findings, among 22 regions, regions 3, 7, 6, 1, 2, 10, 4, 11, and 12 are the most desirable ones for the deployment of firms. Ultimately, regions 6, 7, 3, and 1 have received “very high” priority for the deployment of knowledge intensive firms.
