Background: People want to be able to evaluate different kinds of information in a good way. There are various methods that they develop in such situations. Among the optimization methods, the goal programming method is often used when there are multiple objectives that decision makers want to accomplish. Because scheduling and planning problems have multiple objectives that are desired to be achieved, the goal programming method helps the researcher in contradictory situations between these goals. Methods: This study includes, examines, and analyzes recent research on service scheduling and planning. In the literature, service scheduling and planning studies have been examined using goal programming method from past to today. Results: The studies are detailed according to the type of goal programming, according to scheduling types, the purpose used in the studies, and the methods integrated with the goal programming. There are 142 studies in Emerald, Science Direct, Jstor, Springer, Taylor and Francis, Google Scholar, etc. databases that are examined in detail. For readers, diversification has been made to facilitate the identification of these studies and a detailed overview has been presented. Conclusion: As a result of the study, studies with the goal programming in the literature have been seen. The readers’ perspectives for planning and scheduling are discussed.

The company has multiple objectives that want to be achieved, which are maximizing selling, maximizing production and minimizing the cost production without reducing the quality of the product. The objective contains different aspects and so often incompatible with each other. To provide an optimal solution with respect to those objectives of some predetermined goals, the applied method that used is goal programming. The goal programming show that it is run by using the LINDO program. The result of the goal programming method can maximize the total selling and total production by minimize cost. The result showed that the define objectives achieved optimally

Purpose The purpose of this paper is to identify the accurate cause and effect relationships among strategic objectives and also to demonstrate how decision makers can be guided in the process of defining quantitative strategic target values in the framework of balanced scorecard (BSC) and performance measurement system. Design/methodology/approach Based on the proposed method in this research, after determining strategic objectives and developing an initial strategy map according to decision makers’ opinions, simultaneous equations system (SES) was used to determine the significance of the relationships among strategic objectives in higher perspectives of the BSC and corresponding strategic objectives in lower perspectives. Afterward, desirable values for performance measures were determined based on the equations and relationships obtained through SES and were optimized by goal programming method. Findings By applying the proposed method, a clearer picture of the associations among strategic objectives is obtained and the influence of strategic objectives on one another is determined. Afterward, optimal values for strategic objectives are determined to achieve the organization’s goals. Research limitations/implications This paper proposes a framework for constructing a strategy map and setting quantitative targets in the framework of BSC. Indeed, this paper presents a case study to demonstrate the applicability and effectiveness of the proposed approach. However, SES technique requires a greater amount of data to generate more accurate results. Although the advent of the Information Age has forced organizations’ decision makers to provide sufficient information and data for business analysis, the data requirements are met. Practical implications The presented quantitative approach is a supporting approach for improving decision makers’ opinions and enabling them to reach a more accurate picture of the relationships, valuing strategic objectives and achieving strategic goals. This research also presents a case study to demonstrate the applicability of the proposed approach. The application and implication of the proposed method in banking services show that the contributions of the paper are not only theoretical, but also practical. Originality/value The proposed method provides a novel approach for determining the most appropriate targets and applies a comprehensive and scientific model together with decision makers’ opinions and experiences and has two main contributions: first, the associations among strategic objectives are investigated and obtained in an effective way by conducting the SES for the first time in the framework of BSC. Second, quantitative targets have been determined to help in achieving the long-term goals. This task has been accomplished through a combination of SES, the three-stage least squares regression analysis and optimization by using weighted goal programming method.

This paper proposes the use of a goal programming model for the objective ranking of universities. This methodology has been successfully used in other areas to analyze the performance of firms by focusing on two opposite approaches: (a) one favouring those performance variables that are aligned with the central tendency of the majority of the variables used in the measurement of the performance, and (b) an alternative one that favours those different, singular, or independent performance variables. Our results are compared with the ranking proposed by two popular World University Rankings, and some insightful differences are outlined. We show how some top-performing universities occupy the best positions regardless of the approach followed by the goal programming model, hence confirming their leadership. In addition, our proposal allows for an objective quantification of the importance of each variable in the performance of universities, which could be of great interest to decision-makers.

In this study, an interval-parameter programming method has been used for urban vehicle emissions management under uncertainty. The model improves upon the existing optimization methods with advantages in uncertainty reflection, system costs and limitation of emission. Moreover, the model is applied to a case study of urban vehicle emissions management in a virtual city. The results indicate that the interval linear traffic planning model can effectively reduce the vehicles emission and provide strategies for authorities to deal with problems of transportation system.

Nurse scheduling is one of the problems that often arise in hospital management systems. Head of ICU room and nurse to cooperate in making good nurse scheduling for the creation of optimal service. In this paper, we study a hospital nurse schedule design by considering the level of nurse education and the provision of holidays. Nurses with undergraduate education (S1) Nurses become leaders on every shift and are accompanied by nurses with diploma education (D3). The scheduling model in this study using the nonpreemptive goal programming method and LINGO 11.0 software. The preparation of the schedule of nurses assigned to this method can optimize the need for efficient nurses per shift based on education level. The data in the research was obtained by collecting administrative data at Aloei Saboe Gorontalo hospital. The data used are the published schedule by the head of the ICU room. In making a nurse schedule, there are limitations to consider such ashospital regulation. The results of the study obtained an optimal solution in the form of meeting all the desired obstacles. Computational results shows that nurse scheduling using the nonpreemptive goal programming method and LINGO 11.0 software better than the schedule created manually. Every shift is a maximum of one leader with an undergraduate education (S1) background and accompanied by a nurse with a diploma education (D3) background.
