During the last decades, the promotion of multilingualism has been key when designing linguistic policies in Europe. Previous research studies have focused on how languages are employed in fields such as education, media, and urban sites, among others. Bearing all this in mind, the aim of this paper is to analyse the linguistic landscapes of three municipalities located in a bilingual region in Spain, that of the Valencian Community. Thus, issues such as language contact, language dominance, and the languages used by a number of institutions on private and public signs were examined. As for the method, over 140 pictures of language signs were taken in order to examine language contact, language dominance, and the influence of official and foreign languages on private and public signs. The results suggest that the presence of languages may vary depending on the population living in these settings, the citizens’ mother tongue, and the policy regarding the minority language. The findings also indicate that the power of the two co-official languages is reinforced by public signs, whereas rich linguistic diversity is shown in private signs. All in all, it can be stated that the linguistic policy in the Valencian Community is not homogeneous throughout the region.

Abstract: Linguistic landscape (LL) refers to the visibility and salience of languages on public and commercial signs in a given territory or region. The highest density of signs can be found in cities and towns, particularly in the main shopping streets and industrial areas. This study is a synchronic analysis of digitally photographed commercial shop signs in three selected regions of Kuala Lumpur that focuses on the patterns of the language use. Findings reveal bilingual shop signs dominated the shopping streets in the areas adjacent to and within Kuala Lumpur and English being more prevalent than the national language or other languages. There was also visibility of foreign languages that offers linguistic diversity in the cityscapes.  In summary, multilingualism in the areas boils down to different languages being used and functioning in differing ways.

 Diversity in the linguistic landscape is a common phenomenon in multilingual country Nepal. We observe varied textual forms of language and signs in public spaces and spheres that surround us. Therefore, this study concerns to analyze the signs in linguistic landscapes in multilingual urban settings in Nepal. It reveals the status of different languages, deals with issues related to multilingualism, language policy, linguistic diversity, minority languages, hierarchies, and users. Besides, it observes intricacies of language contact and choice, power and status of language groups, and sociolinguistic situation. For this, observation and interpretative method of qualitative research were employed, 150 photographs were purposively snapped from five urban spaces in two month time. The signs were analyzed, compared and contrasted using a thematic approach with relevant theoretical backup. The finding revealed that the choice of language on signs bases on sign writer’s skill, presumed reader and symbolic value (Spolsky & Cooper, 1991). The study explored that the majority of urban linguistic landscapes are occupied by English signs, and English imperialism is a greater challenge for Nepali and vernacular languages. It is inferred that diversity in linguistic landscapes is the concrete manifestation of multilingual society where languages battle for their existence; therefore, the multilingual policy is the stipulation of the day.

The purpose of this article is to analyze the multilingual situation in Morocco in the face of the challenges encountered by language policies undertaken by the state since independence in 1956. The Moroccan society is characterized by ethnic, cultural, and linguistic diversity. This multidimensional richness has created competition amongst the linguistic varieties in the country, which has prompted the state to undertake several reforms and language policies including Arabization and the development of the National Charter in 1999, with a view to managing linguistic diversity in the country. Before tackling all these issues, a presentation of the linguistic landscape in Morocco is provided. Then, drawing upon the work of researchers specializing in the field, this review addresses the obstacles that have hindered the success and effectiveness of the enacted policies thus far. A sociological approach is also privileged in this study by referencing the work of the sociologist Bourdieu and emphasizing the importance of identity, cultural, and social considerations in developing an effective educational language policy that is capable nurturing citizens with adequate proficiency in national, local, and foreign languages.

The second half of the eighteenth century in the lands under the sceptre of the House of Austria was a period of development of a language policy addressing the ethno-linguistic diversity of the monarchy’s subjects. On the one hand, the sphere of use of the German language was becoming wider, embracing more and more segments of administration, education, and culture. On the other hand, the authorities were perfectly aware of the fact that communication in the languages and vernaculars of the nationalities living in the Austrian Monarchy was one of the principal instruments of spreading decrees and announcements from the central and local authorities to the less-educated strata of the population. Consequently, a large-scale reform of primary education was launched, aimed at making the whole population literate, regardless of social status, nationality (mother tongue), or confession. In parallel with the centrally coordinated state policy of education and language-use, subjects-both language experts and amateur polyglots-joined the process of writing grammar books, which were intended to ease communication between the different nationalities of the Habsburg lands. This article considers some examples of such editions with primary attention given to the correlation between private initiative and governmental policies, mechanisms of verifying the textbooks to be published, their content, and their potential readers. This paper demonstrates that for grammar-book authors, it was very important to be integrated into the patronage networks at the court and in administrative bodies and stresses that the Vienna court controlled the process of selection and financing of grammar books to be published depending on their quality and ability to satisfy the aims and goals of state policy.

Aims and objectives: While previous research has shown that phonetic variation in language contact situations is affected by whether a word has a cognate in the contact language, this paper aims to show that such an effect is not monotonic. According to the usage-based model, items in memory are organized according to similarity, thus we anticipated that formally more similar cognates would show a stronger cognate effect. Methodology: This variationist sociophonetic study investigates the relationship between cognate similarity and phonetic realization. We examined this relationship in the bilingual community of Rivera, Uruguay, in which both Portuguese and Spanish are spoken with regularity. Specifically, we focused on intervocalic /d/, which in monolingual Spanish is realized as an approximant [ð̞] or phonetic zero, but in monolingual Brazilian Portuguese is produced as a stop [d] or, in most varieties, an affricate [ʤ] before [i]. Data and analysis: We analyzed a corpus of sociolinguistic interviews of the Spanish spoken in Rivera. Acoustic measurements were taken from approximately 60 tokens each from 40 different speakers. Using a linear mixed-effects model, we examined the relationship between several predictors and the degree of constriction of intervocalic /d/. Findings/conclusions: While there is an overall frequency effect whereby more frequent words exhibit less constriction of intervocalic /d/, as both frequency and cognate similarity increase, less constriction of intervocalic /d/ obtains. Therefore, frequent cognates in Portuguese that have very similar forms affect the production of intervocalic /d/ more so than other cognates. Originality: No previous study has demonstrated that the cognate effect on phonetic variation in a situation of language contact is regulated by form similarity between cognate pairs. Significance/implications: The data support the usage-based model in that similar cognates have more lexical connections and can therefore show greater influence on phonetic realization than can cognates that share less phonetic material.

The aim of this paper is two-fold : First it argues for a stronger consideration of the pragmatic and discourse level in research on language contact. Secondly it contributes to the pragmatics of a specific regional variety of French, namely Cameroonian French. Starting with a picture of the complex linguistic landscape of this multilingual African country, the paper stresses the importance of the pragmatic and discourse level by raising some of the crucial theoretical and methodological issues that a broader, usage-based view on language contact has to cope with. First it suggests that pragmatic and discourse conventions may be influenced by the local contact languages and secondly it emphasizes that they may not be specific to a language, but be shared by a much larger and encompassing community of discourse. A case study of Cameroonian radio phone-ins where callers seek advice on medical issues points out some of these conventions. Here the participants establish a specific participation framework that avoids direct interaction between caller and expert while the host is set in as a mediator. This global mitigation technique then allows for quite direct realisations of the advice at a local level.

AbstractThe study deals with linguistic prejudices of citizens of the two main Russian cities, Moscow and St. Petersburg, toward speakers of foreign languages. It aims to reveal possible recent changes in the language ideology dominating Russian society. Monolingual and linguistically normative orientations rooted in the Soviet ideological approach are being challenged nowadays by global processes of migration and cultural diversification, which influence the everyday reality of Russian megalopolises. The research is based on the analysis of two sets of data: (1) meta-discourse on language attitudes derived from interviews with labor migrants and native Russian speakers in St. Petersburg and Moscow, and posts and comments on issues of language, migration, and linguistic landscapes, collected from websites and social media and (2) linguistic landscape data collected in 2016–2019, mainly in St. Petersburg, which reflect recent changes in attitude toward linguistic diversity in public space. These data show, on the one hand, that most city dwellers still relate to monolingual speech norms and try to implement control over public space; on the other hand, that the tolerance toward multilingual communication has been increasing over the years. The study suggests that these “first cracks” in monolinguals facades of Russian cities could eventually lead to the establishing of a less rigid language regime.

Multilingualism in urban spaces is mainly studied as an oral practice. Nevertheless, linguistic landscape studies can serve as a good explorative method for studying multilingualism in written practices. Moreover, resent research on linguistic landscapes (Blommaert 2013; Shohamy et. al. 2010; Backhaus 2006) have shed some light on the power relations between different ethnic groups in urban public space. Multilingual practices exist in a certain ideological context, and not only official language policy but speaker linguistic stereotypes and attitudes can influence and modify those practices. Historically, South Korea tended to be oriented towards monolingualism; one nation-one people-one language ideology was domineering public discourse. However, globalization and recent increase in migration resulted in gradual changes in attitudes towards multilingualism (Lo and Kim 2012). The linguistic landscapes of Seoul, on the one hand, reflect these changes, and However, they demonstrates pragmatic inequality of languages other than South Korean in public use. This inequality, though, is represented differently in certain spatial urban contexts. The proposed paper aims at analyzing data on linguistic landscapes of Seoul, South Korea ,with the focus on different contexts of language use and different sets of norms and ideological constructs underlying particular linguistic choices. In my presentation I will examine data from three urban contexts: ‘general’ (typical for most public spaces); ‘foreign-oriented’ (seen in tourist oriented locations such as airport, expensive hotels, or popular historical sites, which dominates the Itaewon district); and ‘ethnic-oriented’ (specific for spaces created by and for ethnic minority groups, such as Mongolian / Central Asian / Russian districts near the Dongdaemun History and Culture Park station). I will show that foreign languages used in public written communication are embedded into different frameworks in these three urban contexts, and that the patterns of their use vary from pragmatically oriented ones to predominately symbolic ones, with English functioning as a substitution for other foreign languages, as an emblem of ‘foreignness.’

Resumen:Este trabajo pretende dar una visión general del reconocimiento de la diversidad lingüística española que se deriva de la Constitución. Nos referimos exclusivamente a las lenguas autóctonas históricamente habladas en España; teniendo en cuenta, además, que una misma lengua puede recibir diversas denominaciones populares y oficiales.Partiendo de estas premisas, el trabajo estudia el reconocimiento que hace la Constitución Española de la diversidad lingüística en España en su artículo 3. Se subraya en el estudio que, en dicho artículo de la Constitución se establece que el castellano es la lengua española oficial del Estado y que todos los españoles tienen el deber de conocerla y el derecho a usarla (art. 3.1), que las otras lenguas españolas serán también oficiales en las respectivas comunidades autónomas, en función de la regulación que hagan sus estatutos (art. 3.2) y que España considera que la riqueza de las diferentes modalidades lingüísticas esun patrimonio cultural que deberá tener un respeto y una protección especiales (art. 3.3).El contenido de la Constitución, la jurisprudencia constitucional de las últimas cuatro décadas y los estatutos de autonomía y legislación lingüística autonómica, han asentado un reconocimiento de la diversidad lingüística española y de los derechos lingüísticos concretos de los hablantes de las distintas lenguas españolas fundamentado en el principio de jerarquía lingüística y no en los de seguridad lingüística e igualdad de derechos lingüísticos. El principio de jerarquía lingüística presupone considerar que existen unas lenguas que deben tener un reconocimiento legal y oficial superior a otras. Y, lo que es lo mismo, que los derechos lingüísticos de sus hablantes no tienen el mismo grado de reconocimiento. Llegándose a dar el caso que, en España, una misma lengua pueda llegar a tener diferentes niveles de reconocimiento legal-oficial y un número aún mayor de políticas lingüísticas que traten de convertir en una realidad substantiva todos o una parte de los derechos lingüísticos reconocidos formalmente a los hablantes de una lengua diferente del castellano en una comunidad autónoma.Así las cosas, se constata que legalmente una lengua (castellano) tiene una situación de preeminencia legal-oficial, seis lenguas españolas (catalán, gallego, vasco, occitano, aragonés y asturleonés) tienen algún tipo de reconocimiento oficial en parte del territorio en el que son habladas de manera autóctona, una lengua tiene reconocimiento político (tamazight), otra tiene un reconocimiento administrativo menor en Cataluña (caló), y tres lenguas autóctonas no tienen el más mínimo reconocimiento legal, político o administrativo (árabe, haquetia yportugués). El trabajo estudia detalladamente y de manera global la estructuración de la jerarquía lingüística en la legislación española derivadade la Constitución y concluye con una descripción de los seis niveles de jerarquía lingüística y de derechos lingüísticos que existen en España. Se defiende, finalmente, un cambio sistema lingüístico legalconstitucional que respete los principios de seguridad lingüística y el principio de igualdad de derechos lingüísticos de todos los ciudadanos españoles. Summary:1. Bibliography cited. Abstract:This paper is an overview of the recognition of the Spanish linguistic diversity derived from the Constitution. We refer exclusively to the native languages historically spoken in Spain; about that is important to know that the same language can receive diverse popular and official denominations.With these premises, the work studies the recognition in the article 3 of the Spanish Constitution of the linguistic diversity in Spain. It is emphasized in the study that this article establishes that the Castilian is the official Spanish language of the State and that all Spaniards have the duty to know it and the right to use it (article 3.1), that the other Spanish languages would be official in the respective autonomous communities, depending on the regulation made by their statutes of autonomy (article 3.2 ), and that Spain considers the richness of the different linguistic modalities a cultural heritage that must have special respect and protection (article 3.3).The content of the Constitution, the constitutional jurisprudence of the last four decades and the statutes of autonomy and autonomous linguistic legislation, have established a recognition of the Spanish linguistic diversity and of the specific linguistic rights of the speakers of the different Spanish languages based on the principle of linguistic hierarchy and not in those of linguistic security and equality of linguistic rights. The principle of linguistic hierarchy considers that there are some languages that have to have a legal and official recognitionsuperior to others. And, what is the same, that the linguistic rights of its speakers do not have the same degree of recognition. In Spain, the same language may have different levels of legal-official recognition and a lot of linguistic policies in the autonomous communities that try to be reality all or part of the linguistic rights formally recognized to speakers of a language other than Castilian. So it is verified that legally a language (Castilian) has a situation oflegal-official preeminence, six Spanish languages (Catalan, Galician, Basque, Occitan, Aragonese and Asturian) have some type of official recognition in part of the territory where are spoken, one language has political recognition (Tamazight), another has a lower administrative recognition in Catalonia (Caló), and three indigenous languages do not have the least legal, political or administrative recognition (Arabic, Hachetia and Portuguese).The paper studies in detail the structure of the linguistic hierarchy in Spanish legislation derived from the Constitution and concludes with a description of the six levels of linguistic hierarchy and of linguistic rights that exist in Spain. Finally, it defends a legal-constitutional linguistic system that respects the principles of linguistic security and of equality of linguistic rights of all Spanish citizens.
