In the last two decades, Interactive White Boards (IWBs) have been widely available as a pedagogic tool. The usability of these boards for teaching disciplines where complex drawings are needed, we consider debatable in multiple regards. In a previous study, we proposed an alternative to the IWBs as a blackboard augmented with a minimum of necessary digital elements. The current study continues our previous research on hybrid design tools, analyzing the limitations of the developed hybrid system regarding the perceived quality of the images being repeatedly captured, annotated, and reprojected onto the board. We validated the hybrid system by evaluating the quality of the projected and reprojected images over a blackboard, using both objective measurements and subjective human perception in extensive and realistic case studies. Based on the results achieved in the current research, we conclude that the proposed hybrid system provides good quality support for teaching disciplines that require complex drawings and board interaction.

Haze causes the degradation of image quality. Thus, the quality of the haze must be estimated. In this paper, we introduce a new method for measuring the quality of haze images using a no-reference scale depending on color saturation. We calculate the probability for a saturation component. This work also includes a subjective study for measuring image quality using human perception. The proposed method is compared with other methods as, entropy, Naturalness Image Quality Evaluator (NIQE), Haze Distribution Map based Haze Assessment (HDMHA), and no reference image quality assessment by using Transmission Component Estimation (TCE). This done by calculating the correlation coefficient between non-reference measures and subjective measure, the results show that the proposed method has a high correlation coefficient values for Pearson correlation coefficient (0.8923), Kendall (0.7170), and Spearman correlation coefficient (0.8960). The image database used in this work consists of 70 hazy images captured by using a special device, design to capture haze image. The experiment on haze database is consistent with the subjective experiment.

Image enhancement (IE) is very important in the field where visual appearance of an image is the main. Image enhancement is the process of improving the image in such a way that the resulting or output image is more suitable than the original image for specific task. With the help of image enhancement process the quality of image can be improved to get good quality images so that they can be clear for human perception or for the further analysis done by machines.Image enhancement method enhances the quality, visual appearance, improves clarity of images, removes blurring and noise, increases contrast and reveals details. The aim of this paper is to study and determine limitations of the existing IE techniques. This paper will provide an overview of different IE techniques commonly used. We Applied DWT on original RGB image then we applied FHE (Fuzzy Histogram Equalization) after DWT we have done the wavelet shrinkage on Three bands (LH, HL, HH). After that we fuse the shrinkage image and FHE image together and we get the enhance image.

The electric power system, as an integrated system for transmission, distribution and consumption of electricity, is one of the most complex technical and economic systems today. Customers affect on the voltage quality of power network, but the network also has an impact on customers. All disturbances in the network can disrupt operation of the network and affect on operation of the customers, as well as reduce the level of efficiency and operation life or even seriously damage network. Number of customers is increasing every day, as well as proportion of customers who generate disturbances in the network and, at the same time, are sensitive to them. These circumstances impose the need for frequent monitoring of the network, so the analysis of power quality is not unjustified cost but extremely important and profitable investment. The quality of electricity, as part of the overall quality supply of electricity customers in deregulated conditions of liberal electricity market becomes significant regulatory parameter for network operators and a significant contracting parameter on the electricity market. Network operators are obliged to establish a system of individual measurements and a system of permanent monitoring of power quality parameters to determine the state and improve the parameters to the standardized level. Technical parameters are determined by the recommendations made at the international level and may, but do not need, be legally binding. Maintaining a certain level of voltage quality at some point of the network is the responsibility of electricity distributor. This task distributor executes by limiting of negative effects of producer/customer to the network. Therefore, each electricity producer/customer is obliged to reduce own negative feedback effects (injection of higher harmonics, taking of reactive power, emissions of flickers and loads unbalances) to a prescribed, prearranged, limited values. There are many norms that describe the quality of electricity, but in Europe the best known is EN50160 (issued by CENLEC). This paper presents the approach to measuring the voltage quality at the point of electricity delivery from distributed source into distribution network from the aspect of limiting the negative feedback of distributed source on the voltage quality.


Quality estimation in images is an area which demands high attention of researchers. Many recent algorithms in Image quality assessment relies on the computation of definite values from the image or comparison with the original pristine image. Here, we propose the extraction of a set of specific features from image and processing is done on these extracted features to obtain the objective quality score. The detailed inspection of behaviour of this set of highly specific image features extracted through less complex mathematical procedure from a collection good quality and low quality set of Natural Scene Statistics images available in LIVE dataset is elaborated in this work. Our studies and results are compared with the subjective opinion value and is proven to be accurate. The obtained results are demonstrated using statistical and graphical manner for promptness in understanding the nature of quality of the image. Thus the proposed feature set is proven to be complete in assessing the quantitative quality value of any Natural image.

A comparative analysis of functions to assess image quality in the absence of a sample: no-reference (NR) measure or NR-type methods. The availability of NR-methods is very important for assessing the quality of streaming video such as television, game streaming, online conferences, web-chatting, etc. (because on the side of the recipient of the video there is no standard for quality comparison) and assessing the results of transformations aimed at improving video, and choosing the parameters of these transformations (brightness change, semitone and others). The human visual system (HVS) is able to visually assessing video quality, but If required to visually assess the quality of dozens or hundreds of videos or ranking them by quality level it will be needed a huge amount of time. Six types of experiments were performed to analyze the correlation of calculated quantitative estimates with visual assessments of the quality of the tested video files. Three of them are fundamentally new: comparing video after gamma correction and changing the contrast with different parameters, as well as blurring, which may be the result of defocusing the camcorder. A hybrid method (or reduced-reference (RR) measure) and a full-reference (FR) measure or FR-type method were also added for comparison. It has been experimentally shown that none of the studied non-reference methods of image quality assessment is universal, and the calculated assessment cannot be converted into a quality scale without taking into account the factors influencing the distortion of image quality. Moreover, all NR-type methods could not cope with the experiment of changing the contrast, believing that the best result is the most contrasting image but the original. Instead, the reference methods showed an excellent result (except one, which showed partial ineffectiveness). Also, it has been shown performance comparison between methods. It is shown that most of the studied methods calculate local estimates for each frame, and their arithmetic mean value is an estimate of the quality of the entire video file. If the video is dominated by large areas of uniform evaluation, methods of this type may give incorrect quality evaluations that do not coincide with the visual evaluations.

The purpose of the study is to substantiate the need to support the system of professional training of public servants as a necessary condition for the modernization of public service. The methodological basis of the work is a socio-cultural approach in combination with the methods of sociological diagnostics – questionnaires and observation. Substantiated conditions for the implementation of the professional project of civil servants in Ukraine. It is emphasized that maintaining an integrated system of vocational training has significant advantages, such as: ensuring the appropriate level and quality of educational programs, the formation of vocational education and research environment, taking into account the educational needs of public servants. Application of research results: Emphasis is placed on the need to amend the Concept of reforming the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils to preserve the priority of the National Academy of Public Administration and its regional institutes. Іn the integrated system of professional training of public servants. It is proved that the integral implementation of the professional project of public servants is possible only if the system of elite education is preserved.

The course is one of the education provided outside formal (non-formal) schools to develop personal abilities and skills. Eden Everyday English Course Institute is an Institution located in Bogor. In this institution, the registration process for students is done manually by filling in the registration form provided by the admin. Eden Everyday English Course Institute is one of the courses where the number of applicants increases every year, this causes the administration department cannot manage everything properly and feels overwhelmed so that it is not effective. With the increase in the number of students registering each year, it would be better if a web-based registration system was created, so that it could simultaneously serve as a medium for promoting the course institution. The purpose of this research is to create a web-based application to help the process of registration for new students in Eden Everyday English Course Institute using the waterfall method. Many studies, especially in the field of information system development, use the Waterfall method. This online course registration application is effective and efficient because it is supported by an integrated system. This application improves the quality of information and the efficiency of the implementation of online course registration.

Road lighting information is an important record in road network databases. It has been frequently observed that such data are either missing or not updated due to the high data collection cost using traditional methods. This paper presents a new methodology for identifying and (or) resolving missing and conflicting road lighting data in road network databases. The methodology is based on: (i) integrating the single-line road network (SLRN) in a geographic information system format with a road network database and (ii) integrating the SLRN with a collision database. Missing and conflicting lighting data are resolved using a semi-automatic method for extracting streetlight pole information. The integrated system can also identify inconsistencies related to short segments and segments with mixed illumination characteristics. Inconsistencies in the traffic volume database were also examined and the effect of data inconsistency on safety performance functions was evaluated. The proposed methodology represents an inexpensive, efficient tool for improving the quality of road network databases and associated road safety analysis.
