Choosing airport locations requires thorough and comprehensive decisions to be made. To do so in a professional and logical manner is crucial for the social, economic, and logistic settings intended for any region. The present research takes place in Libya, where airports are just as vital for the economy in terms of tourism and investment by allowing for improved transportation throughout the developing market and supplier locations as well as trading between the industrial and financial sectors. For this reason, using the geographic information system (GIS) to determine the appropriate airport site, twenty-three criteria were considered. In addition, two different methods—analytic hierarchy process (AHP) and rank order centroid (ROC)—were utilized to derive the related weights. The comparison of the output maps from these two distinctive approaches shows that both approaches provide identical results. Finally, a sensitivity analysis was carried out to evaluate the reliability of the method used and select the best site among the proposed ones based on the result of the highest suitability index for each candidate site. This research provides a siting approach and substantial support for decision-makers in the issue of airport locations selection in Libya and other developing countries.

This paper describes a methodology for handling the propagation of uncertainty in the analytic hierarchy process (AHP). In real applications, the pairwise comparisons are usually subject to judgmental errors and are inconsistent and conflicting with each other. Therefore, the weight point estimates provided by the eigenvector method are necessarily approximate. This uncertainty associated with subjective judgmental errors may affect the rank order of decision alternatives. A new stochastic approach is presented to capture the uncertain behavior of the global AHP weights. This approach could help decision makers gain insight into how the imprecision in judgment ratios may affect their choice toward the best solution and how the best alternative(s) may be identified with certain confidence. The proposed approach is applied to the example problem introduced by Saaty for the best high school selection to illustrate the concepts introduced in this paper and to prove its usefulness and practicality.

The paper deals with the selection of traffic infrastructure facility location by applying the AHP (Analytic Hierarchy Process) multi-criteria analysis methodology. The proposed methodology is applied in a case study to solve the problem of selecting a location for the garage-parking facility in the town of defined characteristics. The paper analyses the characteristics of five potential locations (alternatives), the selection of criteria and measures for assessing the alternatives and presents the input data preparation, the application of the selected method and the analysis results. All the relevant criteria for the analyses were included: the traffic, the economic criteria and those which nowadays are of great significance: the influence of the facility on the environment and the social criteria which is in accordance with the sustainable development principles. The goal of the paper is to present the procedure of the AHP method application on the complex issue of traffic planning and to confirm the adequacy of the chosen method on the traffic facility strategic planning.

This paper demonstrates the application of the Analytic Hierarchy Pro?cess (AHP) in assessing landscape plans using the option of abbreviated pair-wise comparisons to simplify the weight elicitation process for decision makers. Whereas the standard AHP elicitation procedure requires a full set of pairwise comparisons among all criteria at each node of the decision hierarchy in order to derive criterion weights for the decision model, the abbreviated pairwise method uses a minimal spanning set of pairwise comparisons, and remaining comparisons are then derived by transitivity rules. In this paper is presented the abbreviated pairwise method with a case study in which alternative management plans are evaluated for the Zvezdarska forest of Belgrade, Serbia. The analysis was performed with the Criterium DecisionPlus software, which fully implements the AHP methodology, and provides useful diagnostics on AHP decision models. As a conclusion, some of the key advantages and disadvantages of the abbreviated pairwise variant of the AHP method are demonstrated. One of the key qualities of the Criterium DecisionPlus software is a clear and easy graphical representation of the results.

Due to the differences between regions and sub-regions in the countries, some problems come out especially in economic and social life. The issue of differences of regions has been widely implemented to evaluate the economic performance of Turkey in many disciplines. The objective of this paper is to evaluate the efficiency of 26 sub-regions of NUTS-2 classification using integration Fuzzy Analytic Hierarchy Process (FAHP) with Data Envelopment Analysis (DEA). The integrated FAHP/DEA method comprises two stages. In the first stage, linguistic terms are used to determine the decision makers’ opinion and are converted to quantitative forms by using FAHP methods. Subsequently, in the second stage, DEA method is applied to obtain relative efficiency of sub-regions in Turkey. The integrated FAHP/DEA method is illustrated with a real case study.

Location selection problems stand out as popular research topics. Due to the popularity, different solution approaches emerged in the literature. Multi-criteria Decision Making (MCDM) techniques are examples of the solution approaches and they are frequently used because of their ordering capability in ranking the decision alternatives and success in representing decision makers’ experiences. On the other hand, Geographic Information Systems (GIS) is able to perform different spatial data analysis and provide geographic material. To reach a better decision, integration of experts’ opinions and certain geographic information derived from GIS is necessary. Within this context, in this paper, integration of the GIS abilities with Fuzzy Analytic Hierarchy Process (F-AHP) is discussed with two different integration methodologies for locating single facility. A hypothetical case study is provided to determine a location problem, which focuses on logistics activities. The results have shown that both proposed methodologies are able to order location alternatives in multiple criteria environments.

Decision problems are usually complex and involve evaluation of several conflicting criteria (parameters). Multi Criteria Decision Making (MCDM) is a promising field that considers the parallel influence of all criteria and aims at helping decision makers in expressing their preferences, over a set of predefined alternatives, on the basis of criteria (parameters) that are contradictory in nature. The Analytic Hierarchy Process (AHP) is a useful and widespread MCDM tool for solving such type of problems, as it allows the incorporation of conflicting objectives and decision makers preferences in the decision making. The AHP utilizes the concept of pair wise comparison to find the order of criteria (parameters) and alternatives. The comparison in a pairwise manner becomes quite tedious and complex for problems having eight alternatives or more, thereby, limiting the application of AHP. This paper presents a soft hierarchical process approach based on soft set decision making which eliminates the least promising candidate alternatives and selects the optimum(potential) ones that results in the significant reduction in the number of pairwise comparisons necessary for the selection of the best alternative using AHP, giving the approach a more realistic view. A supplier selection problem is used to illustrate the proposed approach.

A way to minimize uncertainty and achieve the best possible project performance in construction project management can be achieved during the procurement process, which involves selecting an optimal contractor according to “the most economically advantageous tender.” As resources are limited, decision-makers are often pulled apart by conflicting demands coming from various stakeholders. The challenge of addressing them at the same time can be modelled as a multi-criteria decision-making problem. The aim of this paper is to show that the analytic hierarchy process (AHP) together with PROMETHEE could cope with such a problem. As a result of their synergy, a decision support concept for selecting the optimal contractor (DSC-CONT) is proposed that: (a) allows the incorporation of opposing stakeholders’ demands; (b) increases the transparency of decision-making and the consistency of the decision-making process; (c) enhances the legitimacy of the final outcome; and (d) is a scientific approach with great potential for application to similar decision-making problems where sustainable decisions are needed.

Cultural heritage item preservation, renovation and adaptation to the social needs of people, as well as their passing from generation to generation, is a problem relevant from economic, historical, archeological, religious, technological, research and other perspectives. They are typical strategic multi-criteria decision-making problems. The state institutions and the owners and managers of the heritage items invest in their preservation. In fact, every country has a great number of the registered heritage structures. To ensure their effective management and renovation, a lot of implementation projects and strategies should be developed and evaluated. This work requires large investments and time. The paper presents a hybrid model developed for ranking the heritage buildings intended for renovation according to their value. The model for problem solution based on integrated using two MCDM methods Analytic Hierarchy Process and EDAS. A set of the criteria for evaluating the projects, concerning the renovation of cultural heritage items defined.
