Land Administration practices worldwide rely mainly on 2D-based systems to define legal and other spatial boundaries related to land interests. However, the built environment is increasingly becoming spatially complex. Land administrators are challenged by an unprecedented demand to utilise space above and below earth’s surface. The relationships between people and land in vertical space can no longer be unambiguously represented in 2D. In addition, the current societal demand for sustainability in a collaborative environment and a lifecycle-thinking, is driving the need to integrate independent systems with standalone databases and methodologies, associated with different aspects of the Spatial Development lifeCycle (SDC). Land Administration Systems (LASs) are an important component of the SDC. Today, a LAS is often mandated and managed as a domain in isolation. Interaction and data reuse with the other phases of the SDC is limited and far from optimal. It is expected that effective 3D data collaboration, sharing, and reuse across the sectors and disciplines in the lifecycle will enable new ways of data harmonisation and use in this complex environment; will improve efficiency of design and data acquisition, as well as data quality (in relation to specific regulations); and will minimise inconsistencies and data loss within information flows. Overall, a cross-sectoral approach is directed towards improving the current state of the Land Administration (LA) domain. This paper consists of two parts. In the first, a review of the current situation, with respect to LASs is presented, concluding the needs for improvement in terms of effectiveness and consistency. In the second part, the vision for the future of LASs is introduced in a wider context, and as an important phase in the SDC, with regards to legal, technical, and organisational aspects. In this part, the needs and considerations that result from the evolving environment and the emerging technological advances are addressed, with a view to discussing a cross-sector approach to collect, maintain, reuse, and share 3D data. In such a cross-sectoral approach, various interoperability issues appear, making it necessary to introduce and use standards. In this respect, the ISO 19152:2012 Land Administration Domain Model (LADM) in its current Edition I, as well as in Edition II (expected in 2022) may serve as the standardised core structure of a 3D LAS, with respect to its role as further presented in this paper. In parallel, the evolution of the Building Information Modelling (BIM) in the design and construction industry, as well as the fact that BIM plays a central role in the life cycle of development projects, are well recognized. Emphasis is given on feasible reuse of BIM/IFC (Industry Foundation Class) data in a 3D LAS. Those considerations are addressed through a web-based system architecture for a future 3D LAS, thereby attempting to integrate heterogeneous systems in the SDC.

Abstract. Precise and detailed information for infrastructure assets, as well as information about the property interests attached to them are crucial to prevent unnecessary costs, disruptions, and delays when planning, constructing, and managing such objects. Various models encapsulating infrastructure objects information are available, mostly during their design stage, and could be also reused in other stages of the Spatial Development Lifecycle (SDL), such as the Land Registration. In this respect, and as ISO 19152:2012 Land Administration Domain Model is currently under revision, it is well-timed to consider the modelling of infrastructure objects within the scope of the upcoming Edition II of the standard. Given this background, the aim of this paper is to initiate the discussion on the registration options of infrastructure objects in the context of the LADM revision. Attention is given on specific categories of transport infrastructure objects, identifying the information required to be reused in other stages of the SDL, sourced from BIM/ IFC files used in the design stage. As currently IFC does not support infrastructure information, in order to investigate how such information is stored in IFC models based on the modellers’ decisions and the software used, two models of transport infrastructure objects coming from the industry were inspected and based on these findings, the conceptual modelling followed, based on the LADM concept. The paper aims to provide insights on to the limitations of the current use of IFC for transport infrastructure objects and propose the future steps to overcome them.

Abstract. The rapid urbanization over the last decades is leading to intensive land exploitation, and thus to the degradation of the city environment and the surrounding areas. This reality that applies at a global level, challenges new needs for sustainable growth and new ways to protect and ensure land property. It is of great importance, for the viable growth of every organized social structure, to protect land ownership and land-use in an appropriate way. Therefore arises the need for continuous and valid update of the complex Rights, Restrictions and Responsibilities (RRRs) within a developing 3D urban environment. For this environment, the interest focuses on ensuring land properties by improved methods of 3D information management, within modern land administration systems. The integration of Building Information Models (BIMs) and Geographic Information Systems (GIS) is expected to produce various advantages and play an important role in constructing 3D city models that successfully deal with every challenge in the urban landscape. GIS, in one hand, can manage and provide information about the existing environment, while on the other hand, BIMs focus on information regarding the design, construction and maintenance of a building /or complex structure inside that environment. This paper discusses the development of an integrated GIS and BIM 3D data platform enriched with 3D cadastral information This is illustrated with two use cases, a city block (No 464) in the area of Chalandri, Athens, and a four-floor building (at Kithaironos 21 street, in the same buildings’ block), used for applying BIM technology.

Abstract. The paper presents a novel adaptive parametric documentation, modelling and sharing methodology, which aims to achieve a continuous holistic documentation, data processing and sharing process for cultural heritage community, such as architects, engineers, archaeologists, conservators, programmers, fabricators, contest creators, game developers, scholars and common citizens. Thus, the use of advance parametric and building information modelling software allows the processing and specification of all data by creating the 3D models needed for the multidisciplinary experts. Two Cypriot case studies from the medieval time period have been chosen for the development, and evaluation of our proposed methodology in order to investigate the process of modelling and sharing all the given metadata and 3D data. The first one is the Asinou Church, a UNESCO Heritage stone monument in the Troodos Mountains with a unique interior and the Kolossi Castle, a former Crusader stronghold on the west of the city of Limassol on the island of Cyprus.

Recently in our country, the construction of buildings become more complex and it seems that strata objects database becomes more important in registering the real world as people now own and use multilevel of spaces. Furthermore, strata title was increasingly important and need to be well-managed. LADM is a standard model for land administration and it allows integrated 2D and 3D representation of spatial units. LADM also known as ISO 19152. The aim of this paper is to develop a strata objects database using LADM. This paper discusses the current 2D geospatial database and needs for 3D geospatial database in future. This paper also attempts to develop a strata objects database using a standard data model (LADM) and to analyze the developed strata objects database using LADM data model. The current cadastre system in Malaysia includes the strata title is discussed in this paper. The problems in the 2D geospatial database were listed and the needs for 3D geospatial database in future also is discussed. The processes to design a strata objects database are conceptual, logical and physical database design. The strata objects database will allow us to find the information on both non-spatial and spatial strata title information thus shows the location of the strata unit. This development of strata objects database may help to handle the strata title and information.

Promoting and managing sustainable territorial development require adequate tools that enable territorial managers to formulate appropriate choices. Technological solutions have emerged, and the paradigm has shifted from isolated GIS to a more collaborative production and dissemination of geographic data using spatial data infrastructures (SDI). A critical dataset for municipal land administration is cadastre. ISO 19152 standard of the Land Administration Domain Model (LADM) was published in 2012. Also, technology evolution, namely unmanned aerial vehicles (UAV), has changed data acquisition for cadastre. These are three pillars of modern territorial management: openness, co-production, and data sharing (SDI); models (LADM); affordable technology (UAV). This chapter presents how municipalities can develop an SDI project, incorporating LADM guidelines and UAV data acquisition. The case study is based on a group of 32 small municipalities from São Paulo state, in Brazil, known as UNIPONTAL.

With the pressure of the increasing density of urban areas, some public infrastructures are moving to the underground to free up space above, such as utility lines, rail lines and roads. In the big data era, the three-dimensional (3D) data can be beneficial to understand the complex urban area. Comparing to spatial data and information of the above ground, we lack the precise and detailed information about underground infrastructures, such as the spatial information of underground infrastructure, the ownership of underground objects and the interdependence of infrastructures in the above and below ground. How can we map reliable 3D underground utility networks and use them in the land administration? First, to explain the importance of this work and find a possible solution, this paper observes the current issues of the existing underground utility database in Singapore. A framework for utility data governance is proposed to manage the work process from the underground utility data capture to data usage. This is the backbone to support the coordination of different roles in the utility data governance and usage. Then, an initial design of the 3D underground utility data model is introduced to describe the 3D geometric and spatial information about underground utility data and connect it to the cadastral parcel for land administration. In the case study, the newly collected data from mobile Ground Penetrating Radar is integrated with the existing utility data for 3D modelling. It is expected to explore the integration of new collected 3D data, the existing 2D data and cadastral information for land administration of underground utilities.

Czech construction sector is at the initial stages of implementing and assessing Building Information Management (BIM) on pilot projects. Object modeling developed over the last 20 years is seemed as a stable ground for many professionals. 3D data models are basis for further concepts associated with BIM, helping to support Co-ordinated Project Information (CPI) and Integrated Project Delivery (IPD). This paper presents the role of managing knowledge, information and critical success factors (CSF) associated with BIM implementation within the construction industry in the Czech Republic. Determining the CSF in the context of BIM maturity levels should support BIM implementation processes within the construction industry and also within the associated bodies (education, government, technology).
