This paper explores the link between the current vision of the “smart city” and the notion of urban autopoiesis understood as self-organized/managed urban systems. It seeks to highlight how the use of GIS analysis, applied to the study of informal settlements, can provide useful information to understand the smart city paradigm. The paper argues the key idea that a smart city should not be seen only as a high-tech urban environment because the transition to smartness will need major changes in its inner structure. Using a combination of quantitative and qualitative GIS analysis methods, this study examines the case of the BaSECo Compound, one of the densest informal settlements in Metro Manila (Philippines), with the aim of both generating a comprehensive morphological analysis of this dynamic urban area as well as contributing to the configurational theory of the smart city. The results suggest that the analysis of autopoietic urban systems could expand our understanding of how the structure of the city could evolve to accommodate the needs of its citizens and creating more resilient and inclusive communities.

The continuous growth of cities brings out various concerns for improved development and management of the multifaceted urban systems, including those of resilience and smartness. Despite the many significant efforts in the research field, both notions remain changeable, thus retaining the lack of commonly accepted conceptual and terminological frameworks. The paper’s research goals are to designate the current direct and indirect links in the conceptualizations and research trends of the resilience and smart city frameworks and to prove the potential of the conceptual convergence between them in the context of urban systems. The application of a semi-systematic literature review, including bibliometric evidence and followed by content analysis, has led to the observation that as the resilience discourse opens up to embrace other dimensions, including technology, the smart city research turns its interest to the perspective of urban protection. Therefore, both concepts share the goal for urban sustainability realized through specific capacities and processes and operationalized with the deployment of technology. The paper’s findings suggest that the conceptual and operational foundations of these two concepts could support the emergence of an integrated framework. Such a prospect acknowledges the instrumental role of the smart city approach in the pursuit of urban resilience and unfolds a new model for sustainable city management and development.

The article analyzes the institutional provision of the regulatory functions of the state in such areas as artificial intelligence and robotics. The analysis is based on the Concept of the development of regulation of relations in the field of artificial intelligence and robotics technologies until 2024. Among the problematic areas of regulation are the restriction of competition, the loss of flexibility in economic relations and the market disequilibrium. It is shown that the solution of these problems requires an integrated approach. So, to implement the concept of “smart city”, it is necessary not only to weaken or remove regulatory barriers, but also to use additional tools that have already applied in the world practice. An opportunity of applying of theoretical and methodological base of quality economics is considered. The solution to a significant part of the problems of digitalization of the region’s economy is the use in the management of the development of the “smart city” the international standard “Sustainable cities and Communities – Indicators for smart cities”.

This article shows that the deployment of modern high-tech companies in the regions affects the development of smart cities. In particular, it was noted that high-tech companies not only create high-tech products, but also are an example of optimization of management processes, economical consumption of various types of resources, and also serve as one of the factors for the accumulation of intellectual capital and the quality of life of the population in the regions. It is shown that modern advanced technologies of a smart city affect not only the social aspects of the region’s development, serve to improve its legislative, managerial and social foundations, but also encourage megacities to solve the problems of efficient use of the environment.

The paper focuses on the importance of robotics and artificial intelligence inside of the new urban contexts in which it is possible to consider and enhance the different dimensions of quality of life such as safety and health, environmental quality, social connection and civic participation. Smart technologies help cities to meet the new challenges of society, thus making them more livable, attractive and responsive in order to plan and to improve the city of the future. In accordance with the Agenda 2030 Program for sustainable development that intends the inclusive, safe, resilient and sustainable city, the direction of growth and prosperity of urban environments is pursued by optimizing the use of resources and respecting the environment. In the current society, robotic technology is proposed as a tool for innovation and evolution in urban as well as industrial and domestic contexts. On the one hand the users-citizens who participate dynamically in the activities and on the other the new technological systems integrated in the urban fabric. Existing urban systems that are “amplified” of artificial and digital intelligence and give life to smart cities, physical places that allow new forms of coexistence between humans and robots in order to implement the level of quality of life and define “human centered” innovative solutions and services thus responding to the particular needs of people in an effective and dynamic way. The current city goes beyond the definition of smart city. In fact, as said by Carlo Ratti, it becomes a "senseable city", a city capable of feeling but also sensitive and capable of responding to citizens who define the overall performance of the city. The multidisciplinary approach through the dialogue between designers, architects, engineers and urban planners will allow to face the new challenges through the dynamics of robot integration in the urban landscape. The cities of the future, in fact, will be pervaded by autonomous driving vehicles, robotized delivery systems and light transport solutions, in response to the new concept of smart mobility, on a human scale, shared and connected mobility in order to improve management and control of the digitized and smart city. Automation at constant rates as the keystone for urban futures and new models of innovative society. Through the identification of representative case studies in the field of innovative systems it will be possible to highlight the connections between design, smart city and "urban" robotics that will synergically highlight the main "desirable" qualities of life in the city as a place of experimentation and radical transformations. In particular, parallel to the new robotic solutions and human-robot interactions, the design discipline will be responsible for designing the total experience of the user who lives in synergy with the robots, thus changing the socio-economic dynamics of the city.

The Philippines is argued as the only Southeast Asian country where informal settlers’ communities have been self-organized and produced discernible impacts on the country’s urban policies. As one of the high risk countries, fifty percent of the country’s informal settlements are located in danger and disaster-prone areas. However, informal settlement upgrading has not reached its significance in disaster mitigation and community resilience building. At the national level, on-site upgrading is not established in disaster risk management or climate change adaptation strategies, which explains the lack of strategic approaches for local implementation. Metro Manila serves as a suitable backdrop in this sense to study informal settlement upgrading under the condition of high risk and rapid urbanization with a high civil society engagement. This study investigates the underlined reasons why upgrading strategically falls short in addressing disaster mitigation and community resilience building. Theoretically, it questions what on-site upgrading is about. Empirically, two hazard-prone informal settlement communities within Metro Manila are examined with their different risk profiles, community development needs and resilience priorities. The core issues of upgrading are, therefore, differentiated at the settlement level with communities’ innate socio-economic and eco-spatial features over time. Meanwhile, the paper heightens the necessity of tackling on-site upgrading at the settlement level and articulating settlements’ spatial correlations with the city development, so as to sustain upgrading outcomes. In addition, this study attempts at setting up a range of scenarios conditioned with COVID pandemic fallout. It endeavors to provide another facet of how to deal with adaptation and resilience. This includes the urgent strategy shift in the housing sector and its financial sustainability, innovative mechanisms to manage uncertainty and risks, lessons for post-COVID planning, etc.

Smart cities are now an established area of technological development and theoretical inquiry. Research on smart cities spans from investigations into its technological infrastructures and design scenarios, to critiques of its proposals for citizenship and sustainability. This article builds on this growing field, while at the same time accounting for expanded urban-sensing practices that take hold through citizen-sensing technologies. Detailing practice-based and participatory research that developed urban-sensing technologies for use in Southeast London, this article considers how the smart city as a large-scale and monolithic version of urban systems breaks down in practice to reveal much different concretizations of sensors, cities, and people. By working through the specific instances where sensor technologies required inventive workarounds to be setup and continue to operate, as well as moments of breakdown and maintenance where sensors required fixes or adjustments, this article argues that urban sensing can produce much different encounters with urban technologies through lived experiences. Rather than propose a “grassroots” approach to the smart city, however, this article instead suggests that the smart city as a figure for urban development be contested and even surpassed by attending to workarounds that account more fully for digital urban practices and technologies as they are formed and situated within urban projects and community initiatives.

New development objectives of the country specify the special significance of the sectorial building academic and professional community in enhanced understanding and active involvement in the processes of transformation of traditional and in the formation of new areas of competences. Creation, facilities and infrastructure, the urban environment are becoming today the main area of meeting and concentration of high-tech areas of scientific progress. This article presents a new logical and conceptual model of the sequence of stages of creative activity, a new definition of the concept of “smart city” and “convergent socio-cyber-physical complex”, original system technology layout of digital modeling of creative activity. The layout describes seven levels of digital modeling that correspond to six levels of connections formation: “plan” – “objective”, “object” – “project”, “process” – “time”, “technology” – “economics”, “system” – “resource”, “complex” – “convergence”.
