It is well established that offenders’ routine activity locations (nodes) shape their crime locations, but research examining the geography of offenders’ routine activity spaces has to date largely been limited to a few core nodes such as homes and prior offense locations, and to small study areas. This paper explores the utility of police data to provide novel insights into the spatial extent of, and overlap between, individual offenders’ activity spaces. It includes a wider set of activity nodes (including relatives’ homes, schools, and non-crime incidents) and broadens the geographical scale to a national level, by comparison to previous studies. Using a police dataset including n = 60,229 burglary, robbery, and extra-familial sex offenders in New Zealand, a wide range of activity nodes were present for most burglary and robbery offenders, but fewer for sex offenders, reflecting sparser histories of police contact. In a novel test of the criminal profiling assumptions of homology and differentiation in a spatial context, we find that those who offend in nearby locations tend to share more activity space than those who offend further apart. However, in finding many offenders’ activity spaces span wide geographic distances, we highlight challenges for crime location choice research and geographic profiling practice.

The European Commission defines the bioeconomy as "the production of renewable biological resources and the conversion of these resources and waste streams into value added products, such as food, feed, bio-based products and bioenergy. Its sectors and industries have strong innovation potential due to their use of a wide range of sciences, enabling and industrial technologies, along with local and implied knowledge." The Bulgarian food industry faces a lot of challenges on the local and national level, which have direct influence on the structure of the production companies. Most of the enterprises from the food sector produce under foreign brands in order to be flexible partners to the large Bulgarian retail chains. The small companies from the food sector are not able to develop as an independent competitive producer on the territory of their local markets. This kind of companies rarely has a working strategy for positioning on new markets. In order to consolidate their already built positions for long period of time, the producers are trying to optimize their operations in a short term. However, the unclear vision of the companies for the business segment does not allow them to fully develop. Tourism in Bulgaria is a significant contributor to the country's economy.

Conservation areas are originally well-known for protecting landscape features and wildlife. They are playing key role in conserving and providing a wide range of ecosystem services, social, economic and cultural benefits as well as vital places for climate mitigation and adaptation. We have analyzed decadal changes in land cover and status of vegetation cover in the conservation area using both national level available data on land use land cover (LULC) changes (1990-2010) and normalized difference vegetation index (NDVI) (2010-2018) in Annapurna conservation area. LULC showed the barren land as the most dominant land cover types in all three different time series 1990, 2000 and 2010 with followed by snow cover, grassland, forest, agriculture and water body. The highest NDVI values were observed at Southern, Southwestern and Southeastern part of conservation area consisting of forest area, shrub land and grassland while toward low to negative in the upper middle to the Northern part of the conservation area.

AbstractFailures of compliance with European Union (EU) directives have revealed the EU as a political system capable of enacting laws in a wide range of different policy areas, but facing difficulties to ensure their actual implementation. Although the EU relies on national enforcement agencies to ensure compliance with the EU legislation, there is scarce analysis of the differential deterrent effect of national enforcement in EU law compliance. This article examines the enforcement of an EU water directive, the Urban Waste Water Treatment Directive, in Spain and the UK. It focuses on the existing national sanctions for disciplining actors in charge of complying with EU requirements, and on the actual use of punitive sanctions. The analysis shows that a more comprehensive and active disciplinary regime at the national level contributes to explain a higher degree of compliance with EU law. The article calls for a detailed examination of the national administrative and criminal sanction system for a more comprehensive understanding of the incentives and disincentives to comply with EU law at the national state level.

The euryhaline milkfish (Chanos chanos) is an excellent subject for studies of the physiological and behavioral processes involved in salinity adaptation. In this study, energy partitioning for metabolism, activity and growth, maximal activity performance and blood osmotic concentrations were assessed at two activity levels in juvenile milkfish fed equal rations and maintained at a relatively constant temperature (262 C) and at salinities(15, 35 and 55 ?) that represented a wide range of osmoregulatory challenges. Changes in the measured parameters were not consistently related to the magnitude of the trans-integumentary osmotic gradients. Routine oxygen consumption rates were high in 35 ? salinity (mean 1 s.e.m. 1678 mg O2 kg-1 h-1) and comparably low in 15 and 55 ? salinity (1336 and 1273 mg O2 kg-1 h-1, respectively). Routine activity levels (relative swimming velocity) were highest in 35 ? salinity (0. 960.04 L s-1), where L is standard length, intermediate in 15 ? salinity (0.770.03 L s-1) and lowest in 55 ? salinity (0.670.03 L s-1). Growth was significantly higher in 55 ? salinity (3.40.2 % increase in wet body mass per day) than in 35 ?salinity (2.40.2 % increase per day) and intermediate in 15 ? salinity(2.90.5 % increase per day). Maximum swimming velocities decreased with increases in salinity, from 9.90.7 L s-1 in 15 ? salinity to 6.60. 5 L s-1 in 55 ? salinity. Sustained swimming activity above routine levels for 2 h resulted in an increase in blood osmotic concentrations in milkfish in 55 ?salinity, but osmoregulation was re-established during the second 2 h of activity. Thus, patterns of variation in metabolic rate and growth were largely parallel to variations in routine activity although, comparing 15 and 55 ? salinity, elevated maintenance costs for osmoregulation at the high salinity were detectable. Reduced osmoregulatory abilities and reductions in maximal swimming performance suggest that high salinity may constrain activity. The results demonstrate that investigations of salinity adaptation in euryhaline fishes should take into account the interactive effects of salinity on physiology and behavior.

National monitoring programs provide the basis for evaluating the integrity of ecosystems, their responses to disturbances, and the success of actions taken to conserve or recover biodiversity. In this study, we successfully established a national program for the invasive chytrid fungus Batrachochytrium dendrobatidis (Bd) based on dual TaqMan assays. Amphibian diversity based on metabarcoding of the mitochondrial 12S rRNA gene was also performed. Assays were optimized for sensitive detection of target species from a wide range of amphibian ponds with variable potential of inhibitions for eDNA based detection. An amphibian mock community of 5 species was used to validate the metabarcoding approach while internal standards were used in the case of the dual TaqMan assays. First sampling of over 170 ponds in Norway resulted in Bd detection in 12 environmental samples and one swab sample taken over multiple years indicating the establishment of Bd in Norway. Five amphibian species Bufo bufo, Lissotriton vulgaris, Triturus cristatus, Rana arvalis and Rana temporaria as predicted from data in long-term citizen science reporting systems were widely detected in the collected eDNA samples. Our large scale-monitoring program indicates a low risk of a Bd outbreak and amphibian decline caused by chytridiomycosis but continued monitoring is recommended in the future. These findings indicate that eDNA is an effective method to detect invasive species, and to monitor endangered amphibian species. Still, several shortcomings (such as PCR inhibitors and sample volume) were identified that need to be addressed to improve eDNA-based monitoring at the national level.

In Ukraine the Great Cormorant (Phalacrocorax carbo Linnaeus, 1758) uses a rather wide range of habitats for nesting: islands, trees and shrubs, reedbeds and a variety of man-made structures. In general, the strategy of nesting on man-made structures is uncommon both in Ukraine and Europe, and Cormorantsdo this only in the absence of other sites suitable for nesting. Special research onCormorant colonies on technogenic constructions was carried out during the field expeditions by the Research Institute of Biodiversity of Terrestrial and Aquatic Ecosystems of Ukraine in 2002–2003 and 2012–2016. Besides this, we used retrospective and current data from the literature and Internet resources. Most of the field work was carried out by making surveys by boat and on foot. As a result, we found 8 Cormorant colonies on technogenic constructions in Ukraine: gas platforms in the Sea of Azov (near the village Strilkove, Henichesk district of Kherson region); sunken ships – targets for bombing training near the Arabat Spit (these are also known as «ship islands»); electricity pylons of the high-voltage Enerhodar Dnipro Power Line where it crosses the Kakhovka Reservoir; the dock in Yahorlyk Bayk, used in the past as a target for bombing training bombing; artificial island-platforms on Lake Chernine (Kinburn Peninsula); an artificial island on the Sasyk Lagoon (Odessa region); artificial islands, made as navigation markers on the Kremenchuk and Kiev reservoirs. The study found that in most cases the accompanying species was the CaspianGull (Larus cachinnans Pallas, 1811), which actively destroys the Cormorants’ nests and eats their eggs and chicks. The number of nests in the colonies varied greatly (5–30 nests on the navigation marker islands and ca. 2 000–2 300 on the «ship-islands» and gas platforms). This is due, primarily, to the area of the breeding territory. The research found that fierce territorial competition was observed in most of the colonies both with Caspian Gulls and between Cormorants. In addition, we observed anthropogenic interference in the colonies by fishermen and workers conducting routine maintenance work (as happened in the case of electricity pylons and gas platforms). The benefit of this study is that it is the first research in Ukraine conducted at national level onthis type of nesting by Cormorants. Moreover, the study examines the history of emergence of these nesting territories and population dynamics of the Great Cormorant from the time of initial settlement of the breeding sites till the present.

Current trends in public administration are considered in the context of national security imperatives, in particular regarding prevention and elimination of military conflicts, achievement of international understanding and formation of a global security environment. In recent decades, military conflicts of varying intensity and scale, both in Europe and beyond the continent, have remained a potential threat to Ukraine and all European countries. The research methodology is based on a systematic approach, which, in particular, summarizes modern interpretations of public administration and identifies problematic aspects of reforming modern governance structures amid globalization, informatization and democratization of the society and government. The position on the effectiveness and political perspective of democratic reforms is substantiated. Similar processes are observed in public administration in the security field within the democratic trend aimed at developing a dialogue between society and government through the active involvement of a wide range of non-state actors. On the basis of the dialectical method the trends of public administration development in the field of military security are researched and their ambivalence is argued. The global context of the new consolidated view on the protection of the common future of humanity is noted. The axiological method has provided an opportunity to characterize the processes of securitization of socio-political life and to determine the prospects for reducing its conflictogenity. It is consistently held that the most effective and efficient is the combination of three levels of identity in integrated European societies: maintaining strong positions of the customary national level of self-identification, transnational level of common European values and ethnic level of identity - preservation of historical memory.

This article shows how bargaining on the conflicting issues of fighting unemployment and increasing competitiveness has evolved. It offers an empirical insight into the degree to which the national framework agreements that form part of the now famous Dutch polder model are implemented. At the national level framework agreements are set up and recommendations are made on a wide range of issues. It is shown that these are then interpreted and partly adopted by negotiators at lower collective bargaining levels. At company level, three cases illustrate differences in the degree to which companies implement the outcomes of collective agreements: from ‘dedicated follower’ to ‘rebels with a cause'. Looking at the evidence, it seems the Dutch have experienced a form of organised decentralisation.


Policy-Making in the European Union explores the link between the modes and mechanisms of EU policy-making and its implementation at the national level. From defining the processes, institutions and modes through which policy-making operates, the text moves on to situate individual policies within these modes, detail their content, and analyse how they are implemented, navigating policy in all its complexities. The first part of the text examines processes, institutions, and the theoretical and analytical underpinnings of policy-making, while the second part considers a wide range of policy areas, from economics to the environment, and security to the single market. Throughout the text, theoretical approaches sit side by side with the reality of key events in the EU, including enlargement, the ratification of the Treaty of Lisbon, and the financial crisis and resulting Eurozone crisis, focusing on what determines how policies are made and implemented. This includes major developments such as the establishment of the European Stability Mechanism, the reform of the common agricultural policy, and new initiatives to promote EU energy security. In the final part, the chapters consider trends in EU policy-making and the challenges facing the EU.

The Health and Safety Executive (HSE) is the GB regulator for health and safety at work. The HSE Health and Work (H&W) program designs and carries out a wide range of interventions; including inspection, enforcement and other regulatory activities as well as prevention; targeting priority health conditions in high-risk sectors. It is anticipated that long-term, sustainable and coordinated actions developed as part of the program will over time improve awareness, behaviors, control of exposures, and, as a result, prevent work-related ill health in GB workforce.An HSE Measuring Strategy, together with measurement framework and principles, has been developed. The measurement framework draws together data systems, covering Attitudes (A), Behaviors (B), Control of exposures (C), and Disease and work-related ill health reduction (D), based on a simple model to provide evidence required for evaluating the short, medium and long term impacts of the large scale and complex H&W program on the GB health and safety system. The Strategy gives a new focus on measuring behavioral changes and risk reductions; and emphasizes longitudinal measurement designs to assess progress over time.For developing the Strategy, workshops were organized to bring stakeholders across HSE to review existing systems for conducting population surveys, collecting exposure intelligence and occupational health surveillance, which have contributed to forming a long-term vision of fit-for-purpose measurement systems.We will present the development of the Strategy and the plans to implement it with the H&W program, which requires close collaborations between epidemiologists and social researchers, policy makers, and other multidisciplinary regulatory specialists. The lessons learnt will help HSE towards building the right evidence base for monitoring and evaluation of a range of national level intervention programs for work-related ill health prevention.©British Crown copyright (2019)
