In a bid to address growing timber demand, irregular shelterwood system-based scientific forestry gained momentum in Nepal in 2000. While timber production, in general, is said to have witnessed an increase, the outcomes linked to equitable distribution among users remain unclear, suggesting the need for context-specific studies on the performance of scientific forestry in terms of timber distribution among users. Taking the case of the Western Terai Region of Nepal, this paper provides an in-depth analysis of the patterns and implications of timber distribution under community forestry systems where scientific forest management (SciFM) is practiced. The study deployed focus group discussions (n = 4), key informant interviews, and a review of timber distribution processes for the past six fiscal years (2013–2019), the periods before and after the implementation of SciFM. For data analysis, a deductive approach was used; analytical themes were framed along the lines of timber-harvesting trends, timber distribution structure and processes, and timber distribution patterns based on wellbeing. The study revealed a substantial increase in timber harvesting; considering the base year, harvest increased by 45% in the second year and by 56% in the third year. This was, however, characterized by a 40% decrease in the average volume of timber for users within the community forest user group. Ninety-seven percent of the timber produced in this system was distributed among middle- and high-class groups, with only 3% available for poor households—this puts to question the intended objective of providing sufficient timber, especially to poor users. The paper concludes that technocentric efforts linked to increasing timber sufficiency (e.g., through SciFM) have failed to address the needs of the poorest of the poor, as elite capture prevails. We also call for future studies to explore pathways to deal with the hydra-headed nature of elite capture.

Operational plans are a key element in community forestry in Nepal. However, the relevance of these plans to forest user groups (FUGs) is under scrutiny. This study investigates the usefulness of operational plans against the backdrop of knowledge, capacity and management practices of FUGs. Data were collected from 13 operational plans, 16 group discussions involving forestry professionals, and 218 household interviews in two villages of Lamjung district in Nepal. Whereas operational plans should specifically reflect site specific objectives and activities of forest management, the survey revealed identical objectives across the community forests. Current operational plans are technically complex, poorly linked to the place-based context of livelihood needs and less useful to the FUGs to inform and enhance forest management. This study proposes to differentiate community forests according to their production potentials, and revise the operational plans by shortening the elements that have little or no relevance to the FUGs.

Following a case study approach, this paper explains how scientific forest management plans were developed and implemented in community forests of a mid-hill district in Nepal. Field observations were carried over a period of two years (December 2014 to December 2016) in two community forests. User group members, forest officials, forest technicians and executive committee members were consulted. The plans were prepared simply by compiling the administrative requirements where management prescriptions were defined either based on forest technicians’ knowledge or taken directly from the guidelines with little reference to the actual site quality, management objectives, and forest stand conditions. Apart from harvesting of trees, users hardly implemented the plans’ silvicultural prescriptions and forest restoration activities. Moreover, forest officials administratively reduced the number of trees that users could harvest to around half of what the plans allow. Accordingly, forest user groups face a paradoxical forest administration that promotes timber harvesting according to so-called scientific principles, which it then brushes aside to satisfy bureaucratic demands. The study concludes that the concept of scientific forestry is merely used as a “brand” or a seemingly sound “narrative” in community forestry, while it is of little practical relevance because administrative decisions are more powerful in guiding forest management decisions. This paper demonstrates that community forests have high potential to make a significant contribution to rural income and employment through non-timber forest products enterprises particularly to the poor. The paper highlights a practical experience of the pro-poor entrepreneurship approach, its process, steps and outcomes through examination of a recently-developed enterprise in Jiri, Dolakha district of the central hills region of Nepal. The paper concludes that there are five key aspects which need additional attention for a successful pro-poor enterprise: the scale of the enterprise; pro-poor governance of community groups; necessary skills and capacity to empower the poor producers, both socially and economically; partnership building among private, community groups and poor households; and specialized services to tap competitive markets and conducive policy environment. Canine faecal microbial populations and metabolome are being increasingly studied to understand the interplay between host and gut microbiome. However, the distribution of bacterial taxa and microbial metabolites throughout the canine stool is understudied and currently no guidelines for the collection, storage and preparation of canine faecal samples have been proposed. Here, we assessed the effects that different sampling points have on the abundance of selected microbial populations and bacterial metabolites within the canine stool. Whole fresh faecal samples were obtained from five healthy adult dogs. Stool subsamples were collected from the surface to the inner part and from three equally sized areas (cranial, central, caudal) along the length axis of the stool log. All samples were finally homogenised and compared before and after homogenisation. Firmicutes, Bacteroidetes, Clostridium cluster I, Lactobacillus spp., Bifidobacterium spp. and Enterococcus spp. populations were analysed, as well as pH, ammonia and short-chain fatty acids (SCFA) concentrations. Compared to the surface of the stool, inner subsamples resulted in greater concentrations of SCFA and ammonia, and lower pH values. qPCR assay of microbial taxa did not show any differences between subsamples. Homogenisation of faeces does not affect the variability of microbial and metabolome data. Although the distribution patterns of bacterial populations and metabolites are still unclear, we found that stool subsampling yielded contradictory result and biases that can affect the final outcome when investigating the canine microbiome. Complete homogenisation of the whole stool is therefore recommended.

This study examines, in a developing-country context, the contribution of community forestry to household income with particular emphasis on group heterogeneity and equity in benefit distribution. The economic analysis of household-level benefits reveals that poorer households are currently benefiting less in absolute terms from community forestry than less poor households. In terms of the contribution of forests to total household income, the study results suggest that the poor are actually less dependent on forests than the rich, a finding that is somewhat contradictory to results from other similar studies. The average ‘poor’ household obtains Nepalese rupees (Nrs) 7,756 gross income from community forest annually, while the more ‘rich’ households obtain on average Nrs 24,466 per year. In terms of the contribution of forests to net household income, the study results seem to suggest an inverted U-shaped relationship – as income increases dependency on forest resources may decline. Econometric analysis suggests that income from the community forests is related to socio-economic attributes and private endowments of households. Households with land and livestock assets and upper caste households gain more from the commons, while better-educated households depend less on forest resources. Female-headed households benefit less from community forests, further aggravating the inequity in distribution of benefits. The study makes a number of recommendations to improve community forestry in Nepal.

This chapter focuses on the external effects of emigration on non-migrants, and particularly on the interactions with labor market outcomes in Tunisia before and after the revolution. Using the new Tunisia Labor Market Panel Survey (TLMPS), we conduct an in-depth analysis of the structure and dynamics of migration, including the profile of migrants and their origin households, mainly in terms of skills and spatial composition. We investigate transition matrices, employment status, income for current migrants and returnees, and the evolution of remittances. Our analysis confirms the role of emigration as a safety valve for the Tunisian labor market. Moreover, origin households of migrants have a significantly higher wealth index. Our analysis also tends to confirm the effects of remittances on labor supply of non-migrants, which can have a negative impact on Tunisia’s unemployment rate when a crisis in destination countries affects the remittance rate negatively.

AbstractOur ability to discriminate temporal intervals can be improved with practice. This learning is generally thought to reflect an enhancement in the representation of a trained interval, which leads to interval-specific improvements in temporal discrimination. In the present study, we asked whether temporal learning is further constrained by context-specific factors dictated through the trained stimulus and task structure. Two groups of participants were trained using a single-interval auditory discrimination task over 5 days. Training intervals were either one of eight predetermined values (FI group), or random from trial to trial (RI group). Before and after the training period, we measured discrimination performance using an untrained two-interval temporal comparison task. Our results revealed a selective improvement in the FI group, but not the RI group. However, this learning did not generalize between the trained and untrained tasks. These results highlight the sensitivity of TPL to stimulus and task structure, suggesting that mechanisms of temporal learning rely on processes beyond changes in interval representation.

In this research, we analyzed COVID-19 distribution patterns based on hotspots and space–time cubes (STC) in East Java, Indonesia. The data were collected based on the East Java COVID-19 Radar report results from a four-month period, namely March, April, May, and June 2020. Hour, day, and date information were used as the basis of the analysis. We used two spatial analysis models: the emerging hotspot analysis and STC. Both techniques allow us to identify the hotspot cluster temporally. Three-dimensional visualizations can be used to determine the direction of spread of COVID-19 hotspots. The results showed that the spread of COVID-19 throughout East Java was centered in Surabaya, then mostly spread towards suburban areas and other cities. An emerging hotspot analysis was carried out to identify the patterns of COVID-19 hotspots in each bin. Both cities featured oscillating patterns and sporadic hotspots that accumulated over four months. This pattern indicates that newly infected patients always follow the recovery of previous COVID-19 patients and that the increase in the number of positive patients is higher when compared to patients who recover. The monthly hotspot analysis results yielded detailed COVID-19 spatiotemporal information and facilitated more in-depth analysis of events and policies in each location/time bin. The COVID-19 hotspot pattern in East Java, visually speaking, has an amoeba-like pattern. Many positive cases tend to be close to the city, in places with high road density, near trade and business facilities, financial storage, transportation, entertainment, and food venues. Determining the spatial and temporal resolution for the STC model is crucial because it affects the level of detail for the information of endemic disease distribution and is important for the emerging hotspot analysis results. We believe that similar research is still rare in Indonesia, although it has been done elsewhere, in different contexts and focuses.

In early 2005, 10,045 ha Community Forests (CFs) were certified in Bajhang and Dolakha districts of Nepal by using the Forest Stewardship Council (FSC) certification scheme. After two years of forest certification, subsequent questions are being asked such as: What benefits have certification brought for the Forest Users Groups (FUGs)? What tangible differences are there in forest management system because of forest certification? and What lessons have been learnt from the certified forests? In an attempt to answer these questions, a study was carried out in April 2007 in Dolakha district where 11 (2,182 ha) community managed forests were certified in 2005. On the basis of field study from two certified forests (Vitteripakha and Suspa) of the district, this paper analyzes the effects of forest certification and its implications for enhancing Sustainable Community Forestry (SCF) in Nepal. In spite of the widely accepted success of Community Forestry in reviving degraded land, it is still seen as being unable to provide tangible benefits to the poor. This paper illustrates that through continuous sharing, deliberation and negotiation among the poor and non?poor members of Community Forest User Groups (CFUGs), management of community forests can be made far more equitable than the usual scenario. Drawing from the experience on the processes and outcomes of Livelihoods and Forestry Programme (LFP), this paper brings empirical evidence of how facilitation support has enabled the poor to have more equitable access to community forests. Three key pro?poor institutional arrangements resulting from the facilitation process include: a) establishing special use rights arrangements within CFUGs for the poor, b) pro?poor silvicultural practices, and c) equitable forest product and benefit distribution mechanisms. The paper suggests some changes in policy and practice to institutionalise these outcomes.
