This article presents a solution that strengthens information security in critical infrastructure entities. Critical infrastructure plays a key role in the functioning of the state and the life of its citizens. Therefore, the protection of critical infrastructure is one of priorities in Poland. The aim of this article is to show that designated postal operators may become an important link in the process of information flow and cybersecurity. Based on their multiple-year experience and expended competences, the operators may provide digital services for entities responsible for the energy security infrastructure. Verification of this goal is necessary, since critical infrastructure is exposed to growing threats, both in the area of energy and other sensitive sectors of the economy. Research results presented in the article were obtained by conducting a CATI survey. The study used the purposeful selection method, which allows to influence the structure of a sample in the context of goals set by the authors. The method solicited key information from experts on postal and energy markets. The results constitute a new approach to the role of the designated postal operator. The authors analysed possibilities to support entities that secure critical infrastructure, including those from the energy sector. It shows that the role of the designated postal operator may significantly change. Taking into account the security of information and cybersecurity, the postal operator could expand its competences, secure infrastructure-related information flow, and thus become a key pillar of the state.

The issue of protecting critical infrastructure as one of the components of national security is analyzed. The following methods were used in the study: bibliographic, dialectical, empirical, and theoretical, comparative, and legal. The essence of the term "critical infrastructure” is explained both according to the opinions of scientists and from the very position of the authors of the article. The importance of proper protection and proper functioning of infrastructure in Ukraine is well founded. It emphasizes the fact that for many years the issue of the importance of protecting critical infrastructure has been almost forgotten and is not relevant to the governing bodies of the state. In addition, this situation applies to many other countries in the world. The current situation shows that there are countries that, despite being among the most prosperous and innovative, did not pay attention to their situation with their own security infrastructure. It is concluded that, based on a comparative analysis of international experience, in addition to exploring the peculiarities of national realities, the article proposed measures to improve the internal state of protection of critical infrastructure.

The article briefly describes the impact of global trends on the formation of the energy security strategy of the Russian Federation today based on the analysis of existing statistical data and media publications. The role of the pipe-rolling industry, the fuel and energy complex and other industries in Russia in the energy security of the country is shown including the prospects for their innovative development, energy efficiency, the implementation of strategically important directions in the energy sector of the state formed under the influence of the latest global trends. The author has made an attempt to reveal the concept of ensuring the energy security of Russia through the prism of the latest Federal Laws, Decrees, Resolutions, Orders and Draft Resolutions of the Government and the President of the Russian Federation. On the basis of the given legislative framework and the possibilities of the country's industrial capacity, the role of the pipe-rolling industry for the fuel and energy complex and other sectors of the economy is revealed, with conclusions about the long-term prospects for the intensive development of the industry associated with the modern concept of ensuring Russia's energy security which issues serious challenges to the entire industrial complex of the state.

Critical Infrastructure (CI) provision is characterized by privatization of CI providers, transnational risks and a changing role of the state. We describe two paradigmatic systems of state liability with a view to CI liability, namely Germany as a fault system and Switzerland as a strict liability system. Both are unsatisfactory and not well adapted to the modern realities and exigencies of allocation of risks and liability in CI and show flaws from a functional, incentive-based perspective. Therefore, we make suggestions how those systems may be ameliorated, suggesting organizational, design and supervisory liability reforms.

With regard to the threats of information society  nowadays, the digital asset management and the safety of the related information systems as well as critical infrastructure elements became highly important. The defence of cyberspace itself evolved as a social necessity. This paper aims to provide an overview of how each of the occurring human risk factors influence the effectuation of information security purposes of firms and/or organisations operating critical infrastructure or critical information infrastructure, as well as the engineering of their data processing and data analytics procedures. Moreover, the helpful role of the possible methodological toolset (connected to HR, management and risk management) is also assessed in the context of managing and improving information security awareness.

Abstract How do Brazil’s defence documents incorporate natural resources and critical infrastructure as political and strategic components of the national energy security framework? After presenting the contemporary international landscape on the subject, which is marked by rising powers and geopolitics, the paper explains the theory and the conceptual foundations that support the claim of a securitization movement on natural resources and critical infrastructure that relates to energy security in response to the absence of existential threats to Brazil. Following this effort, the text reflects upon and analyses how the matter has developed from 2005 to 2016 in Brazilian defence policies and in national defence strategies. By applying securitization theory to the case study, the final remarks imply the need for a reflection on the importance of incorporating the geopolitics of natural resources and critical infrastructure related to energy security in defence thinking.

SummaryThe role of intravascular coagulation in the production of the generalized Shwartzman phenomenon has been evaluated. The administration of endotoxin to animals prepared with Thorotrast results in activation of the coagulation mechanism with the resultant deposition of fibrinoid material in the renal glomeruli. Anticoagulation prevents alterations in the state of the coagulation system and inhibits development of the renal lesions. Platelets are not primarily involved. Platelet antiserum produces similar lesions in animals prepared with Thorotrast, but appears to do so in a manner which does not significantly involve intravascular coagulation.The production of adrenal cortical hemorrhage, comparable to that seen in the Waterhouse-Friderichsen syndrome, following the administration of endotoxin to animals that had previously received ACTH does not require intravascular coagulation and may not be a manifestation of the generalized Shwartzman phenomenon.
