Large-scale failures of electric power systems (blackouts) have been the subject of intensive research in most countries for several years. This research aims primarily at seeking solutions to improve the reliability of the operation of power systems and the development of effective strategies to protect critical infrastructure from the effects of energy shortages and power cuts. In contrast, systematic research on crisis management and civil protection under conditions of prolonged blackout has been undertaken in Europe only recently, and these extremely important aspects of energy security have been delayed by the COVID-19 crisis. The ability of the Polish crisis management system to cope with the consequences of long-term, large-scale shortages and interruptions in the supply of electricity, as well as the consequences of possible failures in this field, has not been systematically examined to date. This issue is of growing strategic importance, not only from the point of view of security and defence policy, but also economic cooperation in Central and Eastern Europe. Poland’s infrastructural security must be considered in a broad regional and supra-regional context. A long-term lack of electricity in a large area of Poland would undermine the stability of the entire national security system, destabilising the region and supranational security systems. Apart from objective reasons, intentional attacks on the links of such a chain cannot be ruled out. Poland is the leader of this region, a frontline country in the NATO-Russia conflict, as well as a liaison state that provides the Baltic states—being EU and NATO members—with a land connection to Western Europe. In view of the growing risk of blackout, the importance of the problem and the existence of a cognitive gap in this field, we evaluated the Polish crisis management system in terms of its ability to respond to the effects of a sudden, long-term, large-scale blackout. Methodologically, we adopted a systems approach to security management. In order to estimate the consequences of a blackout, we used analogue forecasting tools and scenario analysis. By analysing previous crisis situations caused by blackouts and local conditions of vulnerability to such events, we formulated basic preparedness requirements that a modern crisis management system should meet in the face of the growing risk of blackouts. A review of strategic documents and crisis planning processes in public administration allowed us to identify deficits and weaknesses in the Polish crisis management system. On this basis we formulated recommendations whose implementation shall improve the ability of the national security system to face such challenges in the future.

Abstract This study has two main objectives: first, it assesses the effect of outbreak pandemic diseases on the French firms’ stock returns by considering the sector of activity as the main center of analysis. Second, it investigates the role of the crisis management system, firm debt strategy, and monetary policy in dealing with the adverse shocks of the major outbreak of the COVID-19. The study results can be summarized as follows: (1) the daily growth in COVID-19 cases and deaths are associated with lower stock returns of the listed firms, especially for the firms operating in the energy, industrial and health care sectors. In contrast, telecommunication and consumer sectors are not significantly affected. (2) The pandemic’s adverse effect is much more tolerant with the French firms with an efficient crisis management system and low long-term debt commitments than the firms that do not have such a system and engaged with long term debts. (3) Euribor rates and monetary policy are still playing an essential role during the pandemic period.

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Following the United States takeover of Iraq in 2003, the Department of Justice released an assessment of Iraq’s fractured judiciary. Corruption, public distrust of the courts, and other roadblocks provided a bleak outlook on the rebuilding of the Iraqi judiciary. Nevertheless, recent large-scale judicial reforms have been moderately successful, including the separation of executive and judicial power, guarantee of due process, and efforts to protect the system from corruption, bribery, and political pressure. Now, during a period of relative stability, the Iraqi government must focus the improvement of the judiciary on four major areas: judicial independence, the debate between transparency and national security, the ability to prosecute high-ranking officials, issues with Kurdish autonomy, and international assistance and training. While each of these issues is deeply complex, this research asserts that there are six crucial improvements that will best enhance the Iraqi judiciary going forward. These improvements include increased courthouse rehabilitation to provide security for judges, a policy of erring on the side of transparency instead of worry over national security, a focus on promoting judges by merit instead of removing them through review, the rolling back of the ministerial protection law, a movement toward the election of judges instead of appointment, and an initiative to educate the Iraqi people and judiciary on the rich history of Iraqi law, as Iraq was the birthplace of codified law. If these improvements begin to be implemented now, they will ensure solid and sustainable growth of the Iraqi society and economy in the long-term.

Povzetek Varnost danes ni ogrožena le zaradi oboroženih konfliktov, temveč predvsem in vedno pogosteje zaradi kompleksnih kriz. Učinkovit odziv nanje zahteva od nacionalnovarnostnega sistema stalno prilagajanje in pripravljenost na nepredvidljivost varnostnih razmer s prožno strukturo, razvito koordinacijo in z zmogljivostmi, sposobnimi ukrepanja na podlagi sistemskih in jasnih pravil na področju kriznega upravljanja. Prispevek osvetljuje pomen kriznega upravljanja v sodobni družbi s poudarkom na obrambnem področju, na katerem na podlagi teoretičnih in praktičnih spoznanj daje predloge, ki bi lahko bili za Slovensko vojsko kakovosten izhodiščni okvir za razpravo pri oblikovanju nujnih odgovorov na sodobne izzive kriznega upravljanja. Slovenija, njen nacionalnovarnostni sistem kot tudi vse njegove sestavine, vključno s Slovensko vojsko, si ne smejo in ne morejo dovoliti, da krizo pričakajo nepripravljeni ter brez vnaprej izoblikovanega in delujočega celovitega koncepta na področju kriznega upravljanja. Ključne besede: kriza, krizno upravljanje, krizno odzivanje, vaje kriznega upravljanja. Abstract Today, security is not threatened only because of armed conflicts, but mostly and increasingly because of the complexity of crises. An effective response to those crises requires the national security system to constantly adapt and remain ready for the unpredictable nature of the security situation. This can be achieved with a flexible structure, well-developed coordination and capabilities apt to react on the basis of clear and system rules in the field of crisis management. The article highlights the importance of crisis management in the modern society with the emphasis on the field of defence. It provides theory- and practice-based suggestions, which could serve as a quality frame of reference for a discussion in the process of preparing crucial responses to the contemporary challenges of crisis management. Slovenia, its national security system along with its components, including the Slovenian Armed Forces, cannot and should not presume to enter a crisis unprepared and without a pre-framed, effective and comprehensive crisis-management concept. AbstractThe article is devoted to the issues of crisis management at the community level in Poland. It contained information on a number of hazards caused by rapid technological development, frequent weather anomalies, or progressive degradation of the natural environment. It was noticed that due to constantly changing threats, the crisis management process was being evaluated. This situation requires a well-organized crisis management system at every administrative level. It was emphasized that crisis management was the activity of public administration bodies as part of managing national security.

An important source for the improvement of the crisis management system is also using of the experience of countries, which already built and used that system to ensure the security of their citizens. United States, Germany and Great Britain were selected for the study. The analyzes show that the organizational structures of the crisis management systems of the analyzed countries are multi-level and based on the structure of public administration. They consist of permanent and temporary elements, appointed at the time of crisis. In the analyzed systems work a planning process that results in crisis management plans. Decisions to launch crisis management procedures are taken at the lowest level of the system and at the same time they are supported by higher level. In the analyzed systems the crisis management process follows in the crisis management phases. Particular attention is given to the participation of the armed forces in the support of civil authorities in crisis management. It should be noted that the solutions used in the analyzed countries do not differ from the solutions used in the Polish crisis management system.

This paper explores the conceptual user interface requirements of the Land Management System (LMS), a next-generation system designed to support the development of location-specific landscape/watershed management oriented simulation models. Currently available landscape/watershed models tend to be discipline-specific, focusing only on hydrology, ecology, social, economic or agronomic aspects of the landscape's subsystems. Feedback loops among the different subsystems tend be ignored, and this can result in long-term predictions that may not be useful. LMS will provide landscape and watershed managers with sets of software modules that can be linked together to represent and simulate unique local conditions. A design challenge of LMS is to develop a user interface that makes it possible for a watershed/landscape manager to develop and use multidisciplinary spatially explicit landscape simulation models that retain the scientific rigour of current scientist-oriented simulation models. This paper outlines a solution in response to that challenge.

The Highway Development and Management System (HDM-4) developed by the World Bank is a powerful pavement management software tool capable of performing technical and economic appraisals of road projects, investigating road investment programs, and analyzing road network preservation strategies. Its effectiveness is dependent on the proper calibration of its predictive models to local conditions. Although significant work has been done in calibrating and applying HDM-4 worldwide (especially in developing nations), no substantial effort has been made within the United States. This paper describes the calibration and application of HDM-4 (Version 1.3) to the Washington State Department of Transportation's (WSDOT) road network. WSDOT hopes to use HDM-4 to supplement its existing Washington State Pavement Management System (WSPMS) in long-term pavement performance and financial needs. Significant findings are that ( a) HDM-4 can be used to analyze the WSDOT road network, ( b) HDM-4 was successfully calibrated for the network, ( c) the network requires calibration factors significantly different than HDM-4 default values, ( d) software issues seem to prevent use of HDM-4 portland cement concrete pavement analysis, and ( e) WSDOT can use HDM-4 to predict pavement preservation budgets quickly, select optimal preservation strategies under varying budget levels, and assist in determining the long-term effects of different funding scenarios on the road network.
