This paper aims to check the impact of investment and institutional determinants on the energy efficiency gap. The findings of the bibliometric analysis confirmed the growth of research interests in identifying the core determinants of the energy efficiency gap. The central hypothesises are: the increasing quality of the institutions leads to an increase of green investments in the energy sector and the dual relationships between investment and institutional determinants lead to additional synergy effects, which allow boosting the decline of energy efficiency gaps of the national economy. For the analysis, the times series were collected from the World Data Bank, Eurostat, Bloomberg, for Ukraine for the period of 2002–2019. The following methods were used: the unit root test—for checking the stationarity of data—and the Johansen test and VEC-modelling—for the cointegration analysis. The findings prove that to reduce the energy efficiency gaps in Ukraine by 1% next year, it is necessary to increase green energy investments by 1.5% this year, and the political stability and public perception of corruption by 3% and 1%. The increase of the public perception of corruption by 1.47 points and of political stability by 2.38 points leads to maximising the recovery speed of the Ukrainian energy sector. Thus, while developing the policy to decrease the energy efficiency gaps, the Ukrainian government should consider the level of public perception of corruption and political stability.

The article examines approaches to the analysis of factors that influence the difference between capacity and current energy production in the country, that is, the gap in energy efficiency in the economy. To investigate the main trends in the theory of energy efficiency and energy conservation, a bibliometric analysis was carried out (using VOSViewer v.1.6.10 toolkit), the object of which was 1428 scientific articles in publications indexed by the Scopus scientometric database. The analysis showed that in 2019, scientists published 1.5 times more work on the subject than in 2005, and revealed five clusters of scientists who investigated the problems of the connection between institutional determinants and lack of electricity in the country. The research hypothesis is to test the impact of institutional determinants on the energy efficiency gap in the economy. For the assessment of institutional determinants, such indicators of public administration effectiveness as: “rule of law”, “government efficiency”, “political stability and the absence of violence/terrorism”, “quality of regulatory activity” and “anti-corruption” have been used. The source of statistical information is the Worldwide Governance Indicator Global Eurojustice Reports and Eurostat data, the Pedroni co-integration test, and the least-squares method, the calculations were made using EViews 11. Objects of study are EU and Ukraine, the period for analysis – 2009-2018. The findings confirmed the statistically significant impact of institutional determinants on the energy efficiency gap in the economy: increasing government efficiency and political stability by 1 mind. units lead to a reduction in the energy efficiency gap of 0.47 and 0.54 dm. units in accordance. It has been empirically proven that improving the quality of regulatory activity and improving the rule of law in Ukraine is one mind. units cause energy efficiency gains of 0.34 and 0.41 dm. units in accordance. The results of the study can be used by state and local authorities to improve the country’s energy efficiency and energy efficiency systems. The current paper aims at enhancing the existing literature of studies discussing the parameters, which formulate the phenomenon of the energy efficiency gap in hotels. Specifically, the obtained outcomes, as resulted by the conduction of a stated preference survey are presented and discussed. The survey was carried out on a representative sample of hotels in Greece in the context of the “Consumer Energy Efficiency Decision making (CONSEED)” project. Emphasis was given on various issues related to the energy efficiency gap, such as the impact of EU labelling scheme, the linkage of the pro-environmental behaviour with the willingness to invest in more energy-efficient technologies and equipment, the lack of information about electricity prices and the imperfect understanding of energy operating costs. The findings of the survey can be used to explain the role of the behaviour in the decision-making procedures for the further promotion of energy efficiency. Theoretical models can be developed with the collected data to examine the energy efficiency gap phenomenon and to quantify the contribution of different factors to its formulation including the calculation of the implicit discount rate. Finally, the design of more effective policies can be supported with the findings of the paper maximizing the private and social benefits, which are associated with the purchase of energy-efficient technologies and equipment in the hotel sector.

The research reveals the theoretical and practical aspects of the green energy sector. The article compares the level of development of the green energy sector in the European Union and Ukraine. Different indicators, including the share of energy from renewable sources in Ukraine, the interaction between the level of GDP per capita and the share of renewable energy in the EU and Ukraine, and the structure of the renewable energy resources of Ukraine and the EU are taken into account. The article discussed the role of financial and non-financial tools for the development of the green energy sector in the EU countries. The research states that the countries can be divided into three groups, where group A involves countries with a highly developed green energy sector, group B – member-states with progress in the transition to alternative sources of energy, and group C – countries with weak or no progress in the development of renewable energy sector. The research explains the impact of economic prosperity in developed countries on the renewable energy sector. It investigates that there is a very small positive correlation between the independent variable and the dependent variable. In general, it demonstrates that there is no correlation between the economic condition of very developed countries and the level of their green energy efficiency. The article suggests policy-making changes for the stable development of green energy in both the EU and Ukraine. Revision of existing government's medium and long term plans and adapting them to current circumstances, the gradual reduction of subsidies and reform of energy pricing, the regulatory focus on energy efficiency, the attraction of private investments through the use of domestic and donor investments are determined as important actions for stable development of green energy sector.

The paper deals with analyses of the leading scientific directions to investigate the energy gap. The main goal of the paper is to analyse the tendency in the scientific literature on energy gap to identify the future research directions of the primary determinant, which influenced its volume. In the paper, the author used VOSviewer and Scopus Tools. The article reviewed papers (published 1991-2019) which indexed by Scopus and Web of Science. Using the Scopus analyse tools showed that in 2014 the numbers of paper which focused on energy gap began to increase. The scientists from the USA, China and India, had the most significant share of the documents on the energy gap. At the same time, the National Natural Science Foundation of China and the U.S. Department of Energy sponsored most of the papers on energy gap. In 2014 the number of documents which focused on analyses of energy gap increased in such journals with high impact factor as follows: Journal of Economic Perspectives, Economic Modelling, Functional Ecology. The findings showed that the theme of energy gap is in the current trends of sustainable development and green energy. The data from VOSviewer identified 8 clusters of the papers which investigated the energy gap from the different points of views. The first significant cluster involved the keywords as follows: energy efficiency, energy-saving, energy efficiency gap etc. The third cluster focused on sustainability and climate change. The second and fourth clusters concentrate on engineering and technological aspect of the energy gap. The third and the first clusters located close to each other. It allowed proving that one of the significant parameters on energy gap were: sustainability; energy efficiency gap; share of the renewable energy. Such tendency allows concluding that the energy gap should be analysed from economic and management point of views. Besides, considering the findings, the main dimensions which influenced the energy gap could be grouped as follows: technological; ecological; energy efficiency; sustainable development.
