European energy policy, especially the project of the Energy Union, is one of the most rapidly developing areas of the EU, and one through which European institutions are obtaining gradually more extensive power over the performance of the national energy sectors. The paper focuses on an analysis of the energy performance of EU member states (MS) with regard to the priorities of the European Energy Union. For an assessment of the energy performance of EU countries, the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) was chosen, using the Coefficient of Variation method (CV) as an objective method for determining the weights of eight input indicators, including CO2 intensity, electricity and gas price, energy productivity, energy dependence, consumption of renewables and research and development. The analysis for the period from 2008 to 2016 showed significant changes in the input indicators, which directly influenced the results of both methods mentioned above. Long-term differences between the best- and worst-rated countries are seen mainly in CO2 emissions, energy imports and total consumption of renewable energy sources. It is these aspects of comprehensive energy performance and their convergence at the level of EU countries that we believe should be addressed in the near future.

The article is devoted to the subject of the goals of the climate and energy policy of the European Union, which can have both a positive, and a negative impact on the environmental and energy policies. Positive aspects are the reduction of greenhouse gas emissions, diversification of energy supplies, which should improve Europe independence from energy imports, and increasing the share of renewable energy sources (RES) in the national energy system structures. On the other hand, overly ambitious targets and actions can lead to large losses for the economies of EU Member States. The article also highlights the realities prevailing in the international arena and noncompliance of international actors with global agreements on climate protection.

The main goal of setting energy efficiency priorities is to find ways to reduce energy consumption without harming consumers and the environment. The renovation of buildings can be considered one of the main aspects of energy efficiency in the European Union (EU). In the EU, only 5% of the renovation projects have been able to yield energy-saving at the deep renovation level. No other study has thus far ranked the EU member states according to achieved results in terms of increased usage in renewable sources, a decrease in energy usage and import, and reduction in harmful gas emissions due to energy usage. The main purpose of this article is to perform a comparative analysis of EU economies according to selected indicators related to the usage of renewable resources, energy efficiency, and emissions of harmful gasses as a result of energy usage. The methodological contribution of our study is related to developing a complex and robust research method for investment efficiency assessment allowing the study of three groups of indicators related to the usage of renewable energy sources, energy efficiency, and ecological aspects of energy. It was based on the PROMETHEE II method and allows testing it in other time periods, as well as modifying it for research purposes. The EU member states were categorized by such criteria as energy from renewables and biofuels, final energy consumption from renewables and biofuels, gross electricity generation from renewables and biofuels and import dependency, and usage of renewables and biofuels for heating and cooling. The results of energy per unit of Gross Domestic Product (GDP), Greenhouse gasses (GHG) emissions per million inhabitants (ECO2), energy per capita, the share of CO2 emissions from public electricity, and heat production from total CO2 emissions revealed that Latvia, Sweden, Portugal, Croatia, Austria, Lithuania, Romania, Denmark, and Finland are the nine most advanced countries in the area under consideration. In the group of the most advanced countries, energy consumption from renewables and biofuels is higher than the EU average.

The paper’s main purpose was to identify and present the current situation and changes in energy consumption in agriculture in the European Union (EU) countries. The specific objectives were the determination of the degree of concentration of energy consumption in agriculture in the EU countries, showing the directions of their changes, types of energy used, and changes in this respect, establishing the correlation between energy consumption and changes in the economic and agricultural situation in the EU countries. All member states of the European Union were deliberately selected for research on 31 December 2018 (28 countries). The research period covered the years 2005–2018. The sources of materials were the literature on the subject, and data from Eurostat. Descriptive, tabular, and graphical methods were used to analyze and present materials, dynamics indicators with a stable base, Gini concentration coefficient, concentration analysis using the Lorenz curve, coefficient of variation, Kendall’s tau correlation coefficient, and Spearman’s rank correlation coefficient. A high concentration of energy consumption in agriculture was found in several EU countries, the largest in countries with the largest agricultural sector, i.e., France and Poland. There were practically no changes in the concentration level. Only in the case of renewable energy, a gradual decrease in concentration was visible. More and more countries developed technologies that allow the use of this type of energy. However, the EU countries differed in terms of the structure of the energy sources used. The majority of the basis was liquid fuels, while stable and gaseous fuels were abandoned in favor of electricity and renewable sources—according to which, in the EU countries, the research hypothesis was confirmed: a gradual diversification of energy sources used in agriculture, with a systematic increase in the importance of renewable energy sources. The second research hypothesis was also confirmed, according to which the increase in the consumption of renewable energy in agriculture is closely related to the economy’s parameters. The use of renewable energy is necessary and results from concern for the natural environment. Therefore, economic factors may have a smaller impact.

In the members states of the European Union, portion of buildings in the total consumption of energy represents 40%, and their portion in CO2 emissions fluctuates around 35%. The European Union is trying to protect the environment by reducing energy demand and releasing CO2 emissions into the air. Energy performance is the quantity of energy, which is necessary for heating and domestic hot water production, for cooling and ventilation and for lighting. Based on results of energy performance, individual buildings are classified into energy classes A to G. A global indicator (primary energy) is the decisive factor for final evaluation of the building. The new building must meet minimum requirements for energy performance, i.e. it must be classified to energy class A1 since 2016, and to energy class A0 since 2020. The paper analyses effect of the use of different resources of heat in a family house designed according to requirements valid since 2020, and its subsequent classification into an energy class.

Purpose The purpose of the paper is to provide estimation results for feasibility of renewable energy source (RES) deployment in Turkey, the Western Balkans and North Africa. From these results, the potential for cooperation in renewables production between the countries and the European Union (EU) is assessed and evaluated, in a mid- (2030) and long-term (up to 2040) perspective. Design/methodology/approach The authors focus on the quantitative assessments undertaken on the extent to which RES cooperation can create mutual benefits, identifying costs and benefits for both sides, but in particular with respect to RES target achievement (2020 and 2030) at EU level. The potentials for RES generation in Turkey, North Africa and the Western Balkans are calculated under different policy pathways, taking into account different levels of economic and non-economic barriers that could occur. Findings Overall, the authors found that increasing RES deployment in the three analysed regions and initiating or intensifying cooperation with EU28 Member States leads to mutual benefits. Concretely, these benefits become apparent in terms of the EU Member States importing renewable energy sources for electricity with a good resource quality and adding on to their targets for RES deployment. At the same time, substantial savings occur for the EU, in turn leading to income and investments in the cooperating regions. Originality/value The assessment underlying this paper is the first of its kind to the authors’ knowledge that opens up the geographical spread in comparison to merely assessing cooperation between Europe and the Middle East and North Africa. Furthermore, the multitude of policy parameters analysed provides detailed and robust insights concerning a broad variety of different possible scenarios.

The article analyzes the regulatory framework. establishing the sta- tus of citizens of the countries of the European Union (EU). The author identifies problems that can become an obstacle in the process of unification of the law regulating labor of migrants in the EU countries. The study identified and analyzed the main problems faced by migrants from EU countries, in particular, migration registration, registration as an individual entrepreneur, access to services in the financial and credit sector and many other areas of activity of labor migrants. The author uses an integrated approach to considering the problems of mi- gration, economic and social nature. A proposal was made on the further development of partnerships between EU member states in the context of a pandemic and the introduction of severe restrictions.

In order to fulfil the European Energy Performance of Buildings Directive (EPBD) requirements regarding the reduction of energy consumption in buildings, much attention has been paid to primary energy consumption. Wind energy is one type of primary energy. The analysis of the literature has revealed that wind energy is evaluated by different methods. Therefore, the aim of this article was to calculate the effect of the parameters of wind sources on the primary energy factor of wind turbines. In order to achieve this aim, the primary energy factor of 100 investigated wind turbines and 11 wind farms operating in Lithuania was calculated. Investigation results showed that the difference of the non-renewable primary energy factor between wind turbines due to capacity is 35%. This paper provides a recommendation with regard to EU energy efficiency and renewable energy directives and regulations: All EU member states should use the same or very similar methodology for the calculation of the primary energy factor of renewable and non-renewable energy sources.

This research examines the difference in the level of entrepreneurial orientation among university employees within the European Union compared to university employees in non-EU countries. The EU Member States included in the research are the Republic of Slovenia and the Republic of Croatia, and the non-EU countries include the Republic of Serbia, the Republic of Montenegro, the Republic of Bosnia and Herzegovina, and the Republic of Northern Macedonia. In the sample of 1474 respondents, the ENTRE-U scale was used to measure the entrepreneurial orientation of universities, and multivariate analysis of MANOVA variance was used for data processing. The ENTRE-U scale has proven applicable not only to developed countries but also developing countries. Moreover, it proved that being a member of the European Union in this part of Eastern Europe does not significantly affect the entrepreneurial orientation of universities.

The article is devoted to the analysis of the development of environmental diplomacy of the European Union. Today environmental diplomacy has become an important way for states to promote their course of environmental diplomacy, to protect their environmental rights and interests, to promote their own economic and environmental development. The most striking example of the application of green diplomacy on a regional and global scale is the environmental policy implemented by EU member states. Within the EU there is a huge number of environmental programs for the development of renewable energy sources, protection of flora and fauna, as well as combating pollution of water and land resources. To implement its own environmental diplomacy, the EU has adopted a number of important regulations, which are analyzed in the article. The most thorough legal act in the field of environmental diplomacy was Council Directive 85/337 / EEC of 1985 on the assessment of the effects of public and private projects on the environment. This directive reflects the EU’s desire to draw the attention of government agencies and the public to environmental issues and to encourage their collective solution. EU environmental diplomacy is carried out through diplomatic missions, missions, delegations, as well as at the individual level. It involves European politicians and officials who are able to influence international public opinion, employees of foreign ministries and diplomatic missions. The EU also involves third countries as partners to discuss the most pressing environmental issues and their future solutions: climate change, biodiversity conservation, soil depletion, forest and water resources, and renewable energy. Environmental protection is one of the priority areas for European integration. States wishing to join the EU must meet its environmental standards and implement key principles of environmental legislation. It is noted that the EU countries are trying to transfer the economy to clean technologies and diplomatically encourage others to take measures to improve the environmental situation.

Energy plays a crucial role in the modern world. The acquisition and consumption of energy is unfortunately associated not only with economic development or the facilitation of everyday life, but also with a negative impact on the environment. To prevent these, measures are being taken which are part of a broad programme referred to as sustainable energy development (SED). A special place among energy consumers is occupied by households, as access to energy is a fundamental factor affecting the quality of life. The aim of this paper is to look at and assess the current situation of the household sector in the EU energy market in the context of SED and to point out similarities and differences between EU countries. The analysis considers factors based on SED indicators: final energy consumption per capita, energy prices offered to households, and the share of renewable energy in household energy consumption. The k-means method was used as a research tool. The results obtained indicate first of all that the EU countries are highly differentiated in terms of the analysed factors. It can be said that these differences result not only from the wealth of a given country, geographical location, or natural possibilities to use renewable energy sources, but mainly from the energy policies implemented in individual countries.
