Petroleum coke (petcoke) is a by-product of heavy petroleum refining, with heating values comparable to that of coal. It is readily available in oil-producing countries such as the United States of America (USA) and the Kingdom of Saudi Arabia (KSA) at minimum costs and can be used as an inexpensive fossil fuel for power generation. Oxy-petcoke combustion is an attractive CO2 capture option as it avoids the use of additional absorption units and chemicals, and results in a CO2 + H2O flue gas stream that is compressed and dehydrated in a CO2 capture and purification unit (CO2CPU). The additional cost of the CO2CPU can be reduced through high pressure combustion. Hence, this paper reports a techno-economic analysis of an oxy-petcoke plant with CO2 capture simulated at pressures between 1 and 15 bars in Aspen PlusTM based on USA and KSA scenarios. Operating at high pressures leads to reduced equipment sizes and numbers of units, specifically compressors in CO2CPU, resulting in increased efficiencies and decreased costs. An optimum pressure of ~10 bars was found to maximize the plant efficiency (~29.7%) and minimize the levelized cost of electricity (LCOE), cost of CO2 avoided and cost of CO2 captured for both the USA and KSA scenarios. The LCOE was found to be moderately sensitive to changes in the capital cost (~0.7% per %) and increases in cost of petcoke (~0.5% per USD/tonne) and insensitive to the costs of labour, utilities and waste treatment.

In order to reduce the load demand of buildings in Japan, this study proposes a grid-tied hybrid solar–wind–hydrogen system that is equipped with a maximum power point tracking (MPPT) system, using a fuzzy logic control (FLC) algorithm. Compared with the existing MPPTs, the proposed MPPT provides rapid power control with small oscillations. The dynamic simulation of the proposed hybrid renewable energy system (HRES) was performed in MATLAB-Simulink, and the model results were validated using an experimental setup installed in the Chikushi campus, Kyushu University, Japan. The techno-economic analysis (TEA) of the proposed system was performed to estimate the optimal configuration of the proposed HRES, subject to satisfying the required annual load in the Chikushi campus. The results revealed a potential of 2% surplus power generation from the proposed HRES, using the FLC-based MPPT system, which can guarantee a lower levelized cost of electricity (LOCE) for the HRES and significant savings of 2.17 million yen per year. The TEA results show that reducing the cost of the solar system market will lead to a reduction in LCOE of the HRES in 2030.

In 1994, the United States Congress established 35 Colleges or Universities on Reservation Lands of the Native Americans throughout the Midwest and Western United States. These new institutions were provided annual funds from the United States Department of Agriculture for education, research and extension, components of the Land-Grant system. Today, issues related to risk assessment and risk management confront tribal decision-makers as they cope with risks, both real and perceived, that include the transportation of hazardous materials through the reservation, the clean-up of contaminated sites within the reservation, the environmental restoration of Federal facilities, the siting of waste treatment, storage, and disposal facilities, the development of tribal mineral and other natural resources, and the construction and operation of industrial and commercial facilities within the reservation. Tribal decision-makers lack Indian-specific epidemiologic, genetic, and cultural information that impact current risk assessment models needed to incorporate tribal cultural issues. There is a need to enhance the science skills of tribal college faculty in assisting tribal councils and tribal colleges in the long-term planning and stewardship of natural resources on their reservations.

The economic analysis of regulation is a broad topic, with implications for environmental protection, communications and technology policy, public health, immigration, national security, and other areas affecting risk and welfare in society. This chapter covers only a portion of the relevant ground, focusing on the following essential topics: First, what do we mean by “economic analysis” and what do we mean by “regulation”? Second, why has this topic become an important one, not only the United States, but in most advanced democracies? Third, why is economic analysis and regulation a contested, even contentious, aspect of modern regulatory activity? Finally, and most important, how is economic analysis structured into regulatory decision-making, and how might existing arrangements evolve over time?

Statistical inference is the process of drawing conclusions from samples of statistical data about things not fully described or recorded in those samples. During the 1920s, economists in the United States articulated a general approach to statistical inference that downplayed the value of the inferential measures derived from probability theory that later came to be central to the idea of statistical inference in economics. This approach is illustrated by the practices of economists of the Bureau of Economic Analysis of the US Department of Agriculture, who regularly analyzed statistical samples to forecast supplies of various agricultural products. Forecasting represents an interesting case for studying the development of inferential methods, as analysts receive regular feedback on the effectiveness of their inferences when forecasts are compared with actual events.
