Universities face the challenge of constantly improving the quality of higher education and changing the learning behaviour of students, from passive reactive learning to active self-regulated learning. Learner-centred, constructively designed learning tasks offer a great opportunity here. This paper investigates to what extent the learning process is challenged by these learning tasks, and how these tasks are perceived by the students, using a before and after survey of students studying at bachelor level in business courses at a German university. The paper starts with a short description of constructivism in the context of task design and the main characteristics of learner-centred, constructivist-orientated learning tasks: openness to problems, situation orientation, openness to solution paths, and degree of difficulty. Then the research method used is outlined before the findings are presented. The before and after survey shows that despite an increased complexity and workload, the motivation to deal with topics on the subject remained stable.

The concept of governance has become ubiquitous since it is recognized as an important tool for improving quality in all aspects of higher education.In Morocco, few scientific articles have dealt with the subject of university governance. Therefore, we will present a general review of the evolution of governance through laws and reforms established by Moroccan Governments from 1975 to 2019. The purpose of the study is to detect the extent of the presence of university governance principles in these reforms.This study enriches the theoretical literature on the crisis of Moroccan university and opens the way to new empirical studies to better understand the perception of university governance concept in the Moroccan context and to improve the quality of higher education and subsequently the economic development of the country.The findings of this study show an increasing evolution of the presence of university governance principles in reforms and higher education laws.

The purpose of this study was to determine the role of academic information systems in improving the quality of higher education implementation in PGRI STKIP Bangkalan, and the extent to which the policies of implementing higher education before and after the use of information systems and how satisfaction is felt by students towards academic information systems at STKIP PGRI Bangkalan, named STKIP PGRI Bangkalan’s Siakad.The study was conducted by conducting a survey of users of the internet-based academic information system (Siakad STKIP PGRI Bangkalan), namely lecturers, students and employees with the method of observation and conducting in-depth interviews to obtain as much information as possible from all respondents/informants. The number of informants was 5 people consisting of the chairman of STKIP PGRI Bangkalan, Vice Chairman I, Head of BAAK and two students who had experience in their respective fields of work, knew deeply and had many roles in the process of using information systems.Based on the results of the study, it was shown that with the use of the information system/ STKIP PGRI Bangkalan’s Siakad which is one of the facilities for the smooth activities of the teaching and learning process, it proved to provide convenience, many benefits and benefits that greatly support the duties of serving lecturers, students and outsiders requiring. This is evidenced by the support of the support of lecturers and students, capacity, namely the ability of employees to process data and value, namely the benefits felt by lecturers, employees and students as well as outside parties in need.

Three years ago, the Polish Geopolitical Society began an initiative focused on students, PHD candidates and interested academic societies, who wished to co-operate in popularizing the subject area of geopolitics. This initiative sought to serve as a forum for such groups and individuals to compete with other interested colleagues and groups from around the world. During the process, students strive to prove their level of professional knowledge, while their teachers assist them in preparing for their best presentations. All participants then meet during the final stages of the competition in order to exchange their experiences. This, in turn, benefits the development of general approaches and methods of study regarding the discipline of geopolitics. The question addressed in this paper then, is how such international competitions can improve the overall skills and knowledge of the subject area at hand among those participating. The importance of this question is underscored by various initiatives undertaken that attempt to measure the quality of higher education. The research presented in this article, then, is based upon interviews with both participants and organizing committee members, which attempt to gauge the experiences and results achieved during such competitions. The results show both the positive and negative aspects of organizing such gatherings. Most certainly, one could draw the conclusion that such events are the most attractive to the most ambitious of students and teachers, who consider education a privilege and as a process, which continues throughout one’s lifetime. Adversely, for those who place education in the same category as a material good, to be bought and sold, such competitions have little appeal especially when focused upon a narrow field of study.

Introduction: For the educational world to achieve its existence and taste of creation and existence, there is always that need to promote and expect quality education, and this can only be realized through the analysis of its basic concept and formalities put in place. It is in this lane that an article and research is considered necessary. Purpose: To recognize the undeniable importance of creating a reliable and transparent system of accreditation of educational institutions, the introduction of an independent system of education quality assessment, by the way of scientific analysis and comparison. The subject matter of the article consists in the concepts and forms of the quality of higher education. Methodology: Based on the analysis of scientific points of view, the authors have suggested their own definition of the concepts of “quality of higher education” and “form of assessing the quality”. The classification of forms of assessing the quality of education has been provided and its procedural forms have been defined. Conclusions: The authors have formulated propositions for improving the accreditation process in Ukraine. It has been noted that the issues related to the process of providing education in Ukraine are currently under close attention of both state authorities and international experts and public organizations.

The paper studies the problem of assessing the quality of higher education in the Russian Federation. The problem is rooted in the ambiguous understanding of the concept of quality and the variability of the meaning of higher education, primarily, its arguable connection with obtaining a specific professional education. The methodology relies on the principles of modern economic theory and the results of social psychology and assessment theory, thereby demonstrating a cross-disciplinary character. Based on the provisions and approaches mentioned above, we find that the concept of quality has at least four possible interpretations, and the concept of higher education has three of them, while the current regulatory documents do not fully cover them. Proceeding from the fact that higher education services are credence goods for students, the research proves that students cannot act as the subject of quality assessment. The analysis performed in the paper demonstrates the plethora of options for assessing the quality of higher education, the number of which attains at least 396. The study formulates concrete proposals for modernization of the existing system of higher education quality assessment in Russia.

The Object of Research: management of higher improvements and advisory services, aimed at achieving the program outputs of the educational process by creating conditions for effective advisory support for applicants and staff of educational institutions. The issue to study: the introduction of measures and methods of advisory management in the quality of higher education management. The Main Scientific Results: the conceptual bases of advisory management as a system of principles, measures and methods of advisory management are revealed. Based on the subject approach, the models of the advisory process in higher education institutions are identified and characterized, the effectiveness of combining the models of internal and external counseling to ensure the quality of higher education is proved. The Area of Practical Application of Research Outputs: higher education institutions and institutions managing higher education. Innovative technological product: on the basis of the subject approach the technologies of advisory management are revealed. The introduction of these technologies into management of higher education improvements allows to use effectively the opportunities of advisory models of knowledge and information flow to achieve program outputs of educational process. The field of application of innovative technological product: practice of formation, implementation and development of management system of educational services improvements.

The problem of studying the significance of teachers’ professional skills as the component of the quality of higher education and the element of students’ motivation is being analyzed in the article. The purpose of the research is study and analyzes of students’ attitude towards teachers’ professional skills as the component of the quality of higher education. The research has been conducted with the help of theoretical and empirical methods. Connection between the quality of higher education and teachers’ professional skills has been established with the help of dialectical method. The use of comparative method allowed us to implement the raking division of students’ attitude towards teachers’ professional skills. The empirical base of the research consists of the results of the survey of 175 students of Drohobych Ivan Franko State Pedagogical University. The following teachers’ professional skills: the ability to arouse the interest for the subject; clarity, accessibility and comprehensibility of the information layout; the ability to create a teamwork, motivate to achieve goals have been granted the highest ranking according to students’ attitude towards teachers’ professional skills. Such skills as objectivity and transparency of evaluation; goodwill and tactfulness; creative approach to studying; subject competence; erudition and culture of speech are highly evaluated. The following qualities: the culture of a dress code; organizational culture; the ability to act accordingly with moral, ethical and legal standards; the ability to recognize, formulate and solve problems constitute the interim position of the general ranking. Content significance and accessibility of the information which is being taught; skills of informational technologies; the ability to choose forms and methods of teaching which comply with student-oriented approach have been positioned at the lowest point of the general ranking according to the survey.

The article considers the issue of improving the system of higher education institutions internal management. The purpose of the article is to analyze the regulations on the quality of education and the formation on this basis of approaches to improve the system of internal quality management of higher education institutions. To achieve this goal, the following tasks have been solved: the legislative acts in terms of regulating the quality of higher education have been analyzed, the interpretation of the quality of education in the relevant Laws of Ukraine has been studied; the concept of the quality system of higher education institutions has been improved; the conceptual bases of improving the management of the system of improving the quality of higher education institutions have been substantiated; the system of measures and procedures used in ensuring the quality of higher education have been studied; the basic components of the decision-making system to ensure the quality of higher education institutions have been identified. The object of the study is the legislation on the management process of improving the quality of higher education institutions. The subject of research is the theoretical and methodological and practical issues of management of the quality assurance system of higher education institutions. The following methods were used in the study: structural-logical analysis - to build the logic and structure of work; system analysis and synthesis - to study the essence of the subject of study; system approach - to improve the system-targeted approach to the management of the system of improving the quality of higher education institutions. In this article, based on the analysis of the relevant legal framework, the provisions on the management of the internal system of quality assurance of higher education institutions in the context of improving the methodological foundations of such management have been further developed, the system of measures and procedures used to improve the quality of higher education decision-making systems to ensure the quality of higher education institutions has been analyzed. In the format of the practical significance of the works, it is possible to determine the possibility of their use in the management of higher education institutions of all forms of ownership in order to achieve the appropriate quality of their results.

This paper focuses on the understanding of service quality in the context of Vietnamese universities. It proposes an approach for measuring the quality of the higher education service provided by universities in Vietnam. Firstly, an exploratory study was conducted. Then, the set of items which were generated became the subject of a questionnaire that was then administered to 675 students of a Vietnamese university to determine the dimensions of higher education service quality in this context. The obtained results permit us to appropriate a measurement scale which is slightly different from the SERVQUAL scale widely known as the standard for measuring service quality. The results also show that tangible elements, responsiveness and assurance seem to be three specific dimensions of the higher education service of Vietnamese universities.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested
