Three new species of the small entimine genus Philetaerobius Marshall, 1923 from southern Africa are described, P. endroedyi sp. n., P. garibebi sp. n. and P. louwi sp. n., with bibliographic reference to fuller descriptions and illustrations in the recent paper by Borovec et al. (2018) published in the journal Diversity 10 (2), 30, in which the names were not made available under the rules of the International Code of Zoological Nomenclature dealing with electronic publication. A lectotype is also here designated for P. nidicola Marshall, 1923.

Two new species of the cossonine genus Aphanommata Wollaston, 1873 from Cape Verde are described, Aphanommata kuscheli sp. n. and Aphanommata strakai sp. n, with bibliographic reference to fuller descriptions and illustrations in the recent paper by Skuhrovec et al. (2018) published in the journal Diversity 10 (2), 28, in which the names were not made available under the rules of the International Code of Zoological Nomenclature dealing with electronic publication. A lectotype is also here designated for Rhyncolus euphorbiarum Wollaston, 1867, currently assigned to the genus Aphanommata.

The poeciliid species, Poecilia kempkesi Poeser, 2013, was the fourth species of the subgenus Acanthophacelus Eigenmann, 1907 to be described, based on individuals from a single urban anthropized locality close to Paramaribo, Suriname (Poeser, 2013). The description itself lacked any section clearly distinguishing the new species from the remaining species of Poecilia Bloch & Schneider 1801, and in particular from the species of the subgenus Acanthophacelus, type species Poecilia reticulata Peters, 1859. According to Article 13 of the International Code of Zoological Nomenclature (ICZN, 1999) the criteria of availability for a species-group name are:

Another three new species of Riccia in section  Pilifer Volk are described from Namaqualand, namely  R. furfuracea, R vitrea and R. namaquensis. There are certainly more undescribed species present in that region, but species from there are often very difficult to distinguish: almost all have hyaline scales, the free-standing dorsal cell pillars need to be examined in living plants and the spore ornamentation is quite variable.

Field studies of the sub-Saharan African and largely southern African Hesperantha conducted since 2003 have resulted in the discovery of three new species in this genus, bringing the total to 82. Hesperantha longistyla J.C.Manning Goldblatt. known from one collection from the mountains of SW Namibia, is a dwarf plant with moderately long-tubed, purple flowers and unusually long style branches, possibly allied to the Kamiesberg species,  H. latifolia. A second species,  H. helmei Goldblatt J.C.Manning, also known from a single collection from the interior mountains of Eastern Cape near Graaff- Reinet, has terete leaves and small flowers with tepals ± 8 x 2.5 mm, about as long as the perianth tube. It is apparently most closely allied to the Roggeveld species, H. cliolata. A third novelty, H. lithicola J.C.Manning Goldblatt. restricted to the Swartruggens range in the eastern Cold Bokkeveld, has bell-shaped corms with toothed margins, leaves 1-2 mm wide, and white flowers with a tube 10-12 mm long, and appears most closely allied to the widespread H. falcata. A new collection of H karooica from northeast of the Hantamsberg represents a small but significant range extension for this local endemic previously known from just two collections near Calvinia, south of these mountains. The flower size, especially dimensions of the tepals, confirms its status as a separate species allied to H. vaginata. Lastly, new collections o f the relatively uncommon, yellow-flowered variant of H. acuta show that this plant, confined to the eastem portion of the range of the species, differs consistently from the white-flowered form in several floral features, and it is raised to subspecies rank as H. acuta subsp.  tugwelliae.

In July of 2011, we each became aware that we were studying the same Chilean mealybug species.  The research by González (2011) emphasized the biology, economic importance, and control of the species on fruit, and described it as the new species Pseudococcus rubigena González.  The research by Prado in Correa et al. (2011) provided a detailed description using molecular and morphological data and described the new species as P. meridionalis Prado.  Based on the Principle of Priority (Article 23) in the International Code of Zoological Nomenclature (1999), one of these names must have precedence.  Unfortunately, both papers were published at approximately the same time.  The date of publication of the Correa et al. paper is clearly marked as June 22, 2011.  The exact date of publication of the González book was not clear because it did not give a specific date, only 2011.  To establish the exact date, a certificate of publication was requested from the publisher (Imprenta Italiana Ltda.) by González.  In a letter dated November 23, 2011, Nelson Cannoni  M.,  Gerente General,  Impreta  Italiana  indicated “ULTIMO DESPACHO DE EJEMPLARES: 30 de junio de 2011.” This is considered the date of publication for the name P. rubigena which was predated by P. meridionalis by just nine days.  Therefore the following synonymy is proposed.

The International Commission on Zoological Nomenclature has voted in favour of a revised version of the amendment to the International Code of Zoological Nomenclature that was proposed in 2008. The purpose of the amendment is to expand and refine the methods of publication allowed by the Code, particularly in relation to electronic publication. The amendment establishes an Official Register of Zoological Nomenclature (with ZooBank as its online version), allows electronic publication after 2011 under certain conditions, and disallows publication on optical discs after 2012. The requirements for electronic publications are that the work be registered in ZooBank before it is published, that the work itself state the date of publication and contain evidence that registration has occurred, and that the ZooBank registration state both the name of an electronic archive intended to preserve the work and the ISSN or ISBN associated with the work. Registration of new scientific names and nomenclatural acts is not required. The Commission has confirmed that ZooBank is ready to handle the requirements of the amendment.

Article 16.4. of the International Code for Zoological Nomenclature (ICZN, 1999) requires that the fixation of name-bearing types for a new species to be explicit: “Every new specific and subspecific name published after 1999, except a new replacement name…, must be accompanied in the original publication 16.4.1. by the explicit fixation of a holotype,…..and 16.4.2. where the holotype or syntypes are extant specimens, by a statement of intent that they will be (or are) deposited in a collection and a statement indicating the name and location of that collection.” That means that for species described after 1999, the holotype must be finally deposited in a collection and it is obligatory to indicate the name of the collection and where it is located.
