The spread of new Information and Communication Technologies (ICTs) has been recognized worldwide. ICTs are broadly perceived as tools facilitating economic growth and development, especially in backward countries. They are easy and cheap to adopt, require minimum skills for effective use, and bring opportunities for disadvantaged societies. They enable education, knowledge dissemination and sharing, and processing and storing of all kinds of information. The existence of causal relationships between technology diffusion and general economy performance is highly probable. This chapter seeks empirical evidence in existing quantitative links between the process of Information and Communication Technologies (ICTs) adoption and dynamics of economic growth and development in Latin American countries. The authors consider ICTs diffusion patterns in Latin American countries, approximating the diffusion process by S-shaped curves. Afterwards, they aim to detect if there is any quantitative relationship between ICTs adoption dynamics and economic growth and development, and they estimate to what extend ICTs contribute to economic growth and development. The authors hypothesize on existing statistically significant and strong links between the two. They use panel data for Latin American economies from the years 1990-2011. All necessary data are derived from World Telecommunication/ICT Indicators Database 2012 (16th edition) and World Development Indicators 2012.

Restructuring and globalization are very important for every technology sector. It provides key competitive advantages to the companies over their rivals. Telecommunications sector is an important strategic segment of the modern economy. Telecommunications is also an advanced technology sector and its restructuring is essential to optimize its revenues. Now it has been evolved to information and communication technologies (ICT), which is the main driving force of growth worldwide. In fact, ICT has paved the way for modern globalization. Overall, ICT and ICT-enabled sectors are among the main contributors of global economy. This sector has passed through several restructuring and evolves continuously. Its globalization is obvious as it is the main technology which promotes globalization. In this chapter, the authors provide the restructuring of telecommunications sectors since the time of its inception in the early 19th century. They also analyzed the strategic changes that promote the restructuring and globalization of this sector.

This chapter provides a basic understanding of emerging key information and communication technologies which are increasingly critical for economic growth and development. It establishes the distance to high-quality access to the internet for the least developed and other countries. Broad-based access is key in order to make use of ICT-related innovations. The chapter underlines the importance of governments creating a more open and competitive environment in order to attract infrastructure investment in terms, among others, of fibre-optic rings and cable links, foster rivalry among suppliers of services, thereby benefiting users and consumers with lower prices and better-quality services. Ultimately, the challenge is, through sound public policy, to steer societies from being marginalized by the major technological changes in information and communication.


This publication studies the impact of information and communication technologies on the global economy; using the main Indices (Network Readiness Index, Global Innovation Index, E-Government Development Index, E-Participation Index and ICT Development Index) the authors analyzed at a on information society development. Information and communication technologies are an integral part of the global economy; the decisive factor of the country's economic development is the level of ICT use in various areas of public life. The fact of the transition from the “old industrial order” to the “new economy”, which affects the processes of production, processing and transmission of information, transforming the economy, politics and culture in the modern world, becomes obvious. The rapid development and spread of new ICT technologies acquire the nature of the global information revolution. This leads to an irreversible transformation into a new post-industrial type of society. The main idea of this research is relevant within the scientific and practical terms. The subject of the research is the informatization of global economic development. The purpose of the research is to study informatization processes and to analyze ICT as a resource of the modern development of the world economy. The object of the study is the dynamics of the informatization process development and the detailed analysis of the impact of ICT on the world economy. The scientific methods are a system analysis, a factor analysis and a graphical method. The study reveals new components of the world economy and countries’ positions on the global market. The authors conclude that due to the development of ICT, almost all areas of the economy, which have an impact on the development of states and people's welfare, are getting intensified.


The article considers the stages of formation and development of the digital economy in Uzbekistan, as well as the problems of implementing information and communication technologies in the activities of enterprises in Uzbekistan. The development of ICT in Uzbekistan is characterized by several stages. Significant development has been received by the “Electronic Government” of Uzbekistan. In order to develop the DE in Uzbekistan, a number of laws have been adopted. Most of the republic's indices in the United Nations E-government ranking improved significantly. Currently, a dynamic expansion of the mobile communication network of Uzbekistan has been noted. Despite the growth and development of the field of information and communication, the main problems of ICT implementation in enterprises is the slow process of introducing electronic services, the lack of mechanisms for transferring documents from paper to electronic form, the presence of technical and organizational shortcomings, the difference in generations and social status, conservatism of employees.

The article is aimed at building a forecast for the development of the intellectual segment of the global economy for 2019-2028 in terms of high-tech sectors and regions. Based on the analysis of statistical data of the countries’ economies on the volume of high-tech exports, gross costs in fundamental research and applied developments, the number of registered patent families with details by sectors of the «triad» (information and communication technologies, pharmaceutical industry, aerospace sector) the trend of sectoral-regional development in 2000-2018 is determined and a forecast for the next contiguous period is elaborated. In the course of research, the author identified a significant differentiation of countries according to the models of development of sectors of the «triad», as well as by the nature of the trend line in the time periods 2000-2009, 2009-2018, and 2000-2018. Further development of the countries of Asia (China, Taiwan, South Korea) and the United States with a gradual shift in the emphasis of technological leadership in favor of Taiwan are forecasted. The growth forecast for high-tech exports of the aerospace sector is optimistic. In the ICT sector, a significant dependence of the volume of high-tech exports on the positive dynamics of patent families is identified. In the pharmaceutical industry of European countries, the relationship between these indicators is predominantly inverse. Prospects for further scientific research in this direction are to determine the nature and extent of the pandemic factor’s influence on the dynamics of the development of the intellectual segment of the global economy, as well as to adjust the forecast of sectoral-regional development of the intellectual segment of the global economy.

As a result of the influence of information and telecommunication technologies on the development of modern economic and management systems, the global economy was radically transformed at the end of the 20th century. Nowadays, information and communication technologies are important components of progress in any field of economy. In the 21st century, a modern person cannot perform effective work without ICT, because people's awareness and ability to use information effectively are highly important in order to ensure the success in every field, which is the foundation of the development of information society and digital economy. And the formation of the latter is possible with the implementation of ICT in the public administration system of the economy and with the informationization of the sector. In other words, in the digital economy the modern information society requires a qualitatively new public administration system, one of the most important factors for the improvement of which is the introduction and application of ICT.

Indications are strong that globalization is an irresistible force, fomented by, or at the very least, enabled by technology. This chapter refers to the technology driven aspects of globalization as “techno-globalization” and describes the role of strategic technology planning in the marketing of cities in this global economy. It describes strategic technology planning for information and communication technologies and its intersection with marketing planning. It is intended to guide managers through the technology planning aspects of ICTs and city marketing. In addition to providing practical guidelines for preparing a technology plan that supports the organization’s strategic and marketing objectives, the chapter explains many of the nuances of the preparation and alignment of organizational strategic plans using current information systems and organizational theory concepts.
