Among all aviation accidents in Taiwan’s general aviation industry from 1998 to 2016, human factors account for the most at 51.2%, including negligence of external obstacles, poor autopilot flight ability, poor resources management of the crew, inability to follow aviation regulations, lack of understanding of the landing area, not fully comprehending the operational functions and not alert to situations. Those factors have seriously affected flight safety. Resources management training for crew members may thus be the best measure to prevent human errors. Following the Evidence-Based Training (EBT) promoted by ICAO and International Air Transport Association (IATA), this study constructs the assessment indices of EBT for helicopter crews. After collecting the opinions of helicopter flight instructors of military and civil helicopter units, we apply the Fuzzy Delphi Method (FDM) for the preliminary assessment guidelines, use the Fuzzy Analytic Hierarchy Process (FAHP) to construct the hierarchy, and then calculate each criterion and each criterion weight.

In-flight impairment and incapacitation are defined as states wherein the pilot's ability to effectively control the aircraft is adversely affected. They are of special concern in general aviation given there may be no second pilot to take over the controls. The purpose of the present study was to examine the characteristics of fatal general aviation accidents associated with impairment and incapacitation. A comprehensive review of 2,696 fatal general aviation accidents from 1990–1998 using database records maintained by the NTSB and FAA yielded 216 accidents (8.01%) that had some form of impairment/incapacitation or physiological causes mentioned in the accident report. Impairment due to drugs ( n = 88, 40.7%) and alcohol ( n = 68, 31.5%) were the most common causes. Cardiovascular causes were cited in 12.03% (n = 26) of the cases. Significant relationships were observed between age and impairment/incapacitation due to alcohol, drugs, and cardiovascular causes. Some disparities were observed between the prevalence of alcohol in toxicology samples and alcohol impairment being cited in the accident report as a contributory factor. The analysis provides some insight into the possible causes of pilot impairment and incapacitation in general aviation. Education and risk management training may serve as effective interventions.

Safety is one of the most important factors that affects the sustainable development of the aviation industry. With the increasing robustness of technologies, humans have played a progressively more important causal role in aviation accidents. This paper applies an HFACS-BN model (HFACS: Human Factors Analysis and Classification System; BN: Bayesian Network) to analyze the root causes of aviation accidents. General aviation (GA) accident reports were collected from the U.S. National Transportation Safety Board (NTSB) accident database. The authors encoded the human factors of sample cases based on the HFACS framework and constructed a corresponding BN. From this work, parameter estimation associated with a conditional probability table (CPT) was conducted to determine prior probabilities of contributing factors, and a sensitivity test was conducted to determine the most significant factors. This study provides guidance to the federal government to facilitate risk management in order to reduce fatal general aviation accidents.

The yarn quality depends on many parameters: characteristics parameters, mechanical and physical properties. Making the hypothesis that the quality of the yarn is a multicriteria problem, in this paper, we propose a new method to determine the Quality Yarn Index QYI based on Analytic Hierarchy Process AHP and Fuzzy theory. A questionnaire was designed for experts of each field (weaving and knitting) to evaluate the relative importance for each property to determine coefficients of the AHP matrix. Results revealed that matrix coefficients changed with yarn application (weft or warp weaving and knitting) The QYI can be used in any application, where a rapid decision is needed, to evaluate the global quality of yarn and to make a comparison between different yarn qualities

The Black Box control and monitoring system for vehicles concept is derived from the aviation industry, a flight recorder, colloquially known as a black box; although it is now orange-colored for easy search, is an electronic recording device placed in an aircraft for the purpose of facilitating the investigation of aviation accidents and incidents. With the advancement in technology and cost coming down, in our project we attempt to build similar device for our cars, not only this device will help us in post-crash analysis but also it will help us in quicker emergency rescue operation. Our research has been targeted towards building an integrated system for emergency rescue services in the event of a road accident. The purpose of the project is to find the accident location using GPS module and to send this location by means of sending a message using GSM module to the pre-coded number. This system is usually placed inside the vehicle. It reduces the time it takes for emergency rescue to arrive at the crash location.

The paper introduces some information about Harbin Metro line 1, makes the decision analysis on economies, environment, society and geological environment of Harbin Metro line 1 by some fuzzy comprehensive evaluation model, and gives the weight coefficients of indicators through analytic hierarchy process. The comprehensive evaluation result provides the basis for decision-makers during decision of metro projects.
