The aim of the conducted research was to develop a methodology of investigating the accidentality phenomenon in the construction industry, which is considered as a process that is created by a sequence of accidents occurring at discrete periods of time and at various construction sites in terms of their location, construction, and technical equipment. In order to investigate the circumstances of accidents, a methodology developed by the European Statistical Office of the European Union (ESAW) was used during the research. The basic elements of the proposed methodology is the IT database (computer knowledge database (CKD)), which includes information about the circumstances and causes of accidents and also constitutes a repository for the collected data, as well as a graphic and IT model of the accident process in the form of a directed graph. In order to detect the characteristic features of the accidentality phenomenon in the construction industry, a simulation of a sequence that consists of 485 occupational accidents that occurred in 2008–2016 in five Polish voivodeships was carried out. The conducted research and analysis allowed the most common accident scenarios that occur in the construction industry to be identified, as well as the probability of their occurrence and the critical path in the graph that indicates the most accident-causing activities to be determined. The proposed model is important for construction practice. Based on a large set of data on accidents included in the CKD, it is possible to study the impact of the following on the accidentality phenomenon: Technologies used in the construction industry, the types of carried out construction works, and the methods used to organize work and equipment.

The aim of the article is to assess the level and directions of changes in the subjective structures of animal products processing in the food industry in Poland in 2004 -2015. Considerations were started from the comparison of changes in the subjective structures of the food industry in Poland and the European Union. In the following, changes in the share of individual groups of enterprises were presented, both in the total number of entities, average employment, and in the value of sold production, and the impact of these changes on labor productivity in the analyzed groups of enterprises. Based on the analysis, it can be concluded that the integration processes with the EU and globalization have had a significant impact on the concentration processes in the animal product industries (investments in modernization and adjustment of production to Community requirements). The process of changes in entity structures in this segment was faster than in the entire food industry and was diversified in the industry. The improvement of work efficiency was the result of more production, with relatively stable employment, but also the increase in the technical equipment of work.

In the European Union, including Latvia, the development of the bioeconomy by exploiting the potential of research, innovation and knowledge transfer is considered to be the basis for economic growth. The research aims to assess the drivers of and barriers to bioeconomic development in Latvia and define actions facilitating the development of the national bioeconomy. The present research employed mostly SWOT analysis in combination with expert judgement. The research concluded that the overall trend in the following strengths of the bioeconomy: Research infrastructure and modern technical equipment for the development of the bioeconomic knowledge base (3S) and Vast regional coverage of and cooperation among leading research institutions in the field of bioeconomics (1S) was negative, as the total impact of the threats exceeded the total impact of the opportunities. However, the overall trend in the strength Extensive initial activities and the knowledge base for bioeconomic research (2S) was positive, as the total impact of the opportunities exceeded the total impact of the threats. The total impact of exogenous factors on the weaknesses in the development of the bioeconomy was positive; therefore, the total impact of exogenous factors tended to weaken the weaknesses. Since the largest positive impacts on endogenous factors were made by the following opportunities: Effective support for independent innovation projects implemented by large companies (3O) and Stimulation of innovation in the small and medium enterprise sector in active synergy with national research priorities and available funding (2IO), it is necessary to increase government and private sector funding for R&D in order to contribute to the development of the bioeconomy in Latvia. The availability of funding should be balanced and predictable in the long term to reduce the impact of the threat Public policies and insufficient and unpredictable funding for research and development hinder the development of bioeconomy industries and steady growth opportunities (2T). To encourage the business sector to invest in R&D, including in the bioeconomy industries, public support and various incentives for entrepreneurs are needed.

The construction industry is the main consumer of natural resources, characterized by significant consumption of non-renewable resources and the impact on environmental pollution. Up to 50% of carbon dioxide emissions are accounted for by the construction industry. In addition, the main feature of the traditional construction industry is the overuse of energy, which affects the process of global warming and climate change. Energy is consumed in the extraction of raw materials, production and transportation of materials, in the process of construction, operation, repair and liquidation of buildings. Awareness of global environmental problems has led to a rethinking of the process of design, construction, operation and disposal of buildings in the European Union, the United States, Canada and others and the emergence of the concept of sustainable development and "green" construction. In this aspect, the main criteria for designing buildings are to minimize the impact on the environment, as well as reduce energy costs, reduce waste and harmful emissions. The solution of the above problems, taking into account national specifics, can be achieved by developing typical resource- and energy-efficient, cost-effective design solutions for load-bearing and enclosing elements and their joints using environmentally friendly materials of local origin (wood and materials based on it, clay materials, straw, reeds, etc.

Early signs of an organizational commitment to safety policies are manifested in the safety culture in that organization. Improving the safety culture of contractors can reduce occupational accidents in construction industry projects. Many scholars tend to research on this concept in order to achieve an approach to reducing occupational accidents. Numerous studies have attempted to identify the components affecting the safety culture using various methods and tools for measuring and assessing the safety culture; nevertheless, none of these studies measured the impact level of each of the evaluated factors on the safety culture. Hence, this study, assess the influence of each of these factors on the safe culture of contractors working in the construction industry. This study used a structural equation modeling approach to examine the safety culture assessment factors. Accordingly, ten factors affecting the safety culture were scrutinized to provide a conceptual model with ten predictable paths for evaluating the relationships between the variables. The data collected from thermal power plant construction projects were applied to test the hypothesized model experimentally using SEM-PLS method. According to the results of this study, it can be concluded that the factors of management commitment, appraisal of work hazards, supportive environment and communication among the factors influencing the safety culture of contractors in the studied projects had respectively the most impact on the safety culture of contractors operating in the thermal power industry, as well as the work pressure had the least impact on the safety culture..

This report concerns the activities developed by the Mental Health and Social Exclusion (MHSE) Network, an initiative supported by the Mental Health Europe (World Federation of Mental Health). We report some data from the preliminary survey done in five capital cities of the European Union (Madrid, Copenhagen, Brussels, Lisbon, and Rome). The main aim of this survey was to investigate, from a mostly qualitative point of view, the causal and supportive factors implicated in the situation of the homeless mentally ill in Europe. The results point out the familial and childhood roots of homelessness, the perceived causes of the situation, the relationships with the support services, and the expectations of future of the homeless mentally ill. The analysis of results has helped to identify the different variables implicated in the social rupture process that influences homelessness in major European cities. The results were used as the basis for the design of a more ambitious current research project about the impact of the medical and psychosocial interventions in the homeless. This project is being developed in 10 capital cities of the European Union with a focus on the program and outcome evaluation of the health and psychosocial services for the disadvantaged.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

У статті досліджено вплив Суду Європейського Союзу (ЄС) на впровадження і застосування Угоди про асоціацію між Україною та ЄС, що викликало безпрецедентні політичні, економічні та правові реформи в Україні. Зокрема, розглядаються конституційні виклики, які постали перед державою під час виконання Угоди в правовій системі. Крім того, досліджено два питання. Перше – ефективне впровадження та застосування Угоди про асоціацію між Україною та ЄС в українській правовій системі. Друге – сумісність і відповідність Угоди Конституції України. Проаналізовано останні політичні та правові події в Україні через призму ефективної реалізації Угоди про асоціацію між Україною та ЄС і зростання проєвропейського правового активізму в державі. На закінчення стверджується, що Угода про асоціацію між Україною та ЄС посилює пристосованість національного конституційного устрою до цілей досягнення європейської інтеграції та застосування європейських спільних цінностей в Україні. Угода про асоціацію між Україною та ЄС створила стійку інституційну та правову основу для застосування acquis ЄС (правового доробку ЄС), включаючи прецедентне право ЄС та комплексне законодавче наближення між законодавством України та ЄС. Однак інституційні реформи, які вже відбулися, не можна вважати цілком достатніми. Верховній Раді України не вдалося запровадити основні та процедурні засади для застосування та впровадження Угоди в правовий порядок України. Однак ця прогалина частково заповнюється зростаючим судовим активізмом в Україні. Вітчизняні судді вже почали посилатися на Угоду про асоціацію між Україною та ЄС і відповідні частини acquis ЄС у своїх рішеннях, тим самим закладаючи основу для регулярного застосування загальних принципів права ЄС у процесі виконання й імплементації Угоди про асоціацію між Україною та ЄС.

Abstract The paper focuses on the very topical issue of conclusion of the membership of the State, namely the United Kingdom, in European integration structures. The ques­tion of termination of membership in European Communities and European Union has not been tackled for a long time in the sources of European law. With the adop­tion of the Treaty of Lisbon (2009), the institute of 'unilateral' withdrawal was intro­duced. It´s worth to say that exit clause was intended as symbolic in its nature, in fact underlining the status of Member States as sovereign entities. That is why this institute is very general and the legal regulation of the exercise of withdrawal contains many gaps. One of them is a question of absolute or relative nature of exiting from integration structures. Today’s “exit clause” (Art. 50 of Treaty on European Union) regulates only the termination of membership in the European Union and is silent on the impact of such a step on membership in the European Atomic Energy Community. The presented paper offers an analysis of different variations of the interpretation and solution of the problem. It´s based on the independent solution thesis and therefore rejects an automa­tism approach. The paper and topic is important and original especially because in the multitude of scholarly writings devoted to Brexit questions, vast majority of them deals with institutional questions, the interpretation of Art. 50 of Treaty on European Union; the constitutional matters at national UK level; future relation between EU and UK and political bargaining behind such as all that. The question of impact on withdrawal on Euratom membership is somehow underrepresented. Present paper attempts to fill this gap and accelerate the scholarly debate on this matter globally, because all consequences of Brexit already have and will definitely give rise to more world-wide effects.

Subject. The article addresses economic relations that are formed in various areas of economic application of digital platforms. The target of the research is the modern economy of digital platforms across different economic activities. Objectives. The aim is to systematize principles for share economy formation in the context of the digital society development. Methods. We employ general scientific methods of research. Results. The study shows that the development of digital platforms is one of the most important trends in the development of the modern economy. We classified certain characteristic features of modern digital platforms, analyzed principles for their creation. The paper emphasizes that the network effects achieved through the use of digital platforms are an important factor in the development of the share economy. The network effect describes the impact of the number of the platform users on the value created for each of them. The paper also considers differences in the organization of traditional economy companies and companies that are based on the digital platform model, reveals specifics of changes in socio-economic systems caused by the development of digital platforms, systematizes principles of the sharing economy formation in the context of the digital society development. Conclusions. The analyzed principles for sharing economy development on the basis of digital platforms can be applied to create models for the purpose of forecasting the transformation of economic activity in the post-industrial society.

The article is devoted to the study of the impact of the introduction of International Financial Reporting Standards (IFRS) on changes in the investment climate in Ukraine. The relevance of the topic is that improving the practice of applying IFRS as a tool for exchanging financial information is one of the key conditions for improving the investment climate in Ukraine. The authors have created the generalized scheme that illustrates the chronological list of enterprises that are required by law to prepare financial statements in accordance with IFRS. It was noted that in 2018, in accordance with Part 2 of Article 12 of the law on accounting and financial reporting in Ukraine and resolution of the Cabinet of Ministers of Ukraine No. 547 from 11.07.2018, the criteria of enterprises that are required to prepare financial statements in accordance with IFRS were updated. This step significantly increased the level of application of international standards due to the adoption of such a decision at the legislative level. The dynamics of the number of IFRS enterprises in Ukraine was analyzed. The analysis showed that over the past three years, the number of almost all enterprises that must apply international standards has been growing. The advantages of using IFRS for different users of financial statements were determined. It was determined that the priority users of IFRS financial statements are investors. At the same time, it was noted that the main advantage for other users of financial statements prepared in accordance with international standards is the improvement of the investment climate. The dynamics of the Investment Attractiveness Index of Ukraine based on the Likert scale in the period from 2016 to 2020 was analyzed. The direct investment receipts to Ukraine from the European Union countries were studied. The dynamics of direct investment in the Ukrainian economy was analyzed for two types of economic activities that should form financial statements in accordance with IFRS, namely, the extractive industry and quarrying, as well as financial and insurance activities.
