Based on four categories of indexes including intensity indexes, system indexes, supporting indexes and characteristic indexes, this paper combines with actual characteristics of Chinese ports, discusses about and builds a green and low-carbon port evaluation index system, and puts forward a set of simple and practical evaluation methods and standards. With case study of Guangzhou Port, this paper also conducts empirical evaluation of current development level in 2013 and planning level in 2020 respectively, and verifies scientific validity of the index system.

Today, the world is witnessing an enormous new economic wave, which has become an important and growing contributor to economic development. However, few studies compare the overall development of all new economic sectors in different cities or countries. Therefore, the purpose of this study is to contribute to the literature on the 21st century new economy in China, which is viewed as a crucial development direction. Accordingly, the new economic situation in 2018 in 15 major cities of China is evaluated by constructing an index system and adopting some new big-data technologies, whereby a new economy comprehensive index (NECI) for each city is obtained. This study finds that the cities ranked from high to low in the NECI are Beijing, Shanghai, Shenzhen, Guangzhou, Hangzhou, Wuhan, Chengdu, Nanjing, Chongqing, Suzhou, Zhengzhou, Wuxi, Tianjin, Qingdao, and Xi’an. Among them, Beijing, Shanghai, and Shenzhen belong to the first hierarchy. The findings provide a nuanced perspective on the intercity comparison of the new economy, and the index system presented in the study is urgently-needed for policy makers. Finally, based on the case study of Chengdu the study offers rich insights to city administrators in terms of how to promote the new economy.

The index system of the E-commerce websites is qualitative, but almost all of them are lack of weights. This paper built a reasonable index system and used the decision-making method ANP to improve the traditional evaluation method. Theoretical foundations and application process of ANP were discussed; dependence and feedback among indices were analyzed. A case study was done by using the Super Decisions software, the result of which can be used for decision-makers.

In order to scientifically set up the diagnosis index system for the implementation state of large-scale construction projects, this paper proposed a new method which takes into account the indicators in all level states. Different from the index system constructed by other methods, the indexes/indicators established in this paper are more systematically correlated, with a better hierarchical progression in all levels of the index system. The particular diagnosis index parameters of the management objects are firstly analysed through the mathematic model based on the Rough Set. Then, the representation of the periodical management problems is taken as the study object, and the detailed establishing process to form the index system is presented based on the evidenced theory and the Rough Set extraction. Finally, a case study is presented to validate the proposed method. It is shown that the index system set up by the proposed method can not only represent the systematic hierarchical relationships among all corresponding indexes but also diagnose the macroscopic, the mesostates, and the microstates effectively.

In recent years, there have been concerns raised about construction industrialization inChina, which have initiated a wave of policy change in both governmental and industrialorganizations in order to change the mode of conventional construction. However, the currentdevelopment level of regional construction industrialization (RCI) in China has not beenwell-characterized. This study screened preliminary index systems in five dimensions: technical,economic, sustainable, enterprise development and development environment. Based on the datagathered from the questionnaire surveys and subsequently analyzed, twenty-two critical evaluationindicators were identified. Analytic Hierarchy Process (AHP) was then employed to determine theweighting of each indicator. The evaluation method of the development level was formulated on thebasis of the evaluation criteria. Jiangsu Province was used as an example in this study, with thedevelopment level of this province being comprehensively examined using a combination of theindex system and evaluation method. The results show that Jiangsu has a relatively high RCIdevelopment level. The data from analysis scores of five dimensions and twenty-two indicatorsshow that the index system is feasible, with evaluation results being consistent with actual practice.These findings provide a good practical reference for making decisions about how best to guide thedevelopment of RCI.

This paper builds a coupling coordinated development model for urban-rural logistics based on coupling theory and synergy theory, designs an index system for the coordinated development of urban-rural logistics based on supply chain management, and determines the weight of the index system using the entropy method. Supported by official statistics, this paper measures the level and analyzes the changing trend of the coupling coordinated development of urban-rural logistics from 2001 to 2015 in China. The results show that, in the study period, the orderly development level of both urban and rural logistics was improved, and the coordinated development level of urban-rural logistics generally maintained a slow upward trend. However, the interactive coupling level between urban and rural logistics was stagnant, and the orderly development differences were gradually enlarged. This study suggests that setting up urban-rural logistics integrated systems, including material flow, financing flow, information flow, and commerce flow, has become an effective way to break through the division between urban and rural logistics and realize the coordinated development of urban-rural logistics.
