In recent years, the governments in many countries have recognized the importance of data in boosting their economies. As a result, they are implementing the philosophy of open government data (OGD) to make public data easily and freely available to everyone in standardized formats. Because good quality OGD can boost a country’s economy, whereas poor quality can jeopardize its efficient use and reuse, it is very important to maintain the quality of data stored in open government data portals (OGDP). However, most OGDPs do not have a feature that indicates the quality of the data stored there, and even if they do, they do not provide real-time service. Moreover, most recent studies focused on developing approaches to quantify the quality of OGD, either qualitatively or quantitatively, but did not offer an approach to automatically calculate and visualize it in real-time. To address this problem to some extent, this paper proposes a framework that can automatically assess the quality of data in the form of a data completeness ratio (DCR) and visualize it in real-time. The framework is validated using the OGD of South Korea, whose DCR is displayed in real-time using the Django-based dashboard.

Abstract Data wrangling is the process whereby data are cleaned and integrated for analysis. Data wrangling, even with tool support, is typically a labour intensive process. One aspect of data wrangling involves carrying out format transformations on attribute values, for example so that names or phone numbers are represented consistently. Recent research has developed techniques for synthesizing format transformation programs from examples of the source and target representations. This is valuable, but still requires a user to provide suitable examples, something that may be challenging in applications in which there are huge datasets or numerous data sources. In this paper, we investigate the automatic discovery of examples that can be used to synthesize format transformation programs. In particular, we propose two approaches to identifying candidate data examples and validating the transformations that are synthesized from them. The approaches are evaluated empirically using datasets from open government data.

Citizen engagement with open government data (OGD) can enhance the effectiveness of governments and improve not only the quality of public policy making but also public services provisioning and ability to address societal problems. Although previous research gives insight into citizen's drivers and inhibitors for engaging with OGD, they have not yet been integrated into a single conceptual model. The aims of this study are twofold: 1) to systematically review the literature on individual citizens' drivers and inhibitors for engaging with OGD and 2) to develop a conceptual model of citizen engagement with OGD based on the findings of the literature review. To attain this objective, the authors systematically analyzed 52 papers published in the period 2009-2019. Seven categories of drivers of citizen engagement are identified: citizen's profile, personal, performance-related, economic, social, technical, and political. Three groups of inhibitors are also identified: citizen's profile, technical, and political. This study helps in understanding how the engagement of citizens can be enhanced.

Since its inception, the Web has undergone continuous evolution in order to improve itself as a means of global communication and information sharing. Open Government Data are increasingly being published on the Web, contributing to the transparency and the reusability of public data. At the same time, the use of Linked Data has been increasing in recent years, enabling the development of better and smarter applications. This chapter presents a case on the publication of Open Government Data using the Linked Data practices, by creating a data set of Brazilian politicians with information collected from different sources. This is the first dataset providing Brazilian linked data.

Purpose To gain an in-depth understanding and provide direction to governments on their quality measurement practices related to open government data (OGD), this paper aims to develop a common frame of reference for quality assessment of OGD. Design/methodology/approach Qualitative meta-synthesis was used to synthesize previous studies on the quality measurement of OGD. This paper applies a meta-synthesis approach to integrate 10 qualitative studies into a common frame of reference for quality assessment of OGD. Findings Based on a seven-step meta-synthesis, the paper proposes a common frame of reference for quality assessment of OGD, which includes six indicators, namely, accuracy, accessibility, completeness, timeliness, consistency and understandability. Originality/value A common frame of reference for quality assessment of OGD will help researchers better understand the quality assessment of OGD and government agencies to improve the quality of OGD that they publish.

Today it is increasingly evident that data is the new determining element in the economy and society. Digital data is essential resources for economic growth, competitiveness, innovation, job creation and social development. For well-founded decisions, real data containing all the necessary information are required. Public organizations are obliged to collect and store vast amounts of data. However, the question arises: who has access to them and for what purposes are they used for? Open Data has become increasingly prevalent both on organizational and national levels. By making the datasets available to the public, institutions have become more transparent, efficient and more economical. There are EU and national strategies and programs to support open public administration by providing an appropriate legal environment and recommending practical measures. Freedom of information guarantees the accessibility of public data. However, accessibility is blocked by several challenges and obstacles, such as traditional approaches, legal constraints, practical and technical problems. The aim of this paper is to interpret the basic concepts of open government data, and present some of the problems of Hungarian data policy, legal regulations and practical implementations.

ABSTRACT Purpose: To understand the public value that the website Operação Serenata de Amor [Love Serenade Operation], based on open government data, can generate for society. Originality/value: Researchers are investigating public value generation through digitally transformed public services, i.e., public value directly generated by the government. However, the literature needs a better understanding of this phenomenon through digital technologies, based on open public data, developed by non-governmental actors, such as the Operação Serenata de Amor website. Design/methodology/approach: The study adopted a qualitative approach to understand and describe the public value generated by Operação Serenata de Amor. The data were collected through citizen comments about the website’s initiatives on social media and in articles published on the internet. The data were analyzed through content analysis. Findings: The Operação Serenata de Amor generated public value by doing, facilitating, and stimulating social control. It was also identified that the site added value to society by increasing citizens’ ability to exercise social control. However, this work was limited to analyzing data collected on the internet. In future studies, researchers may collect data through interviews with citizens to understand, with more details, the public value generated by the website.

Open Government Data (OGD) have the potential to support social and economic progress. However, this potential can be frustrated if these data remain unused. Although the literature suggests that OGD data sets’ metadata quality is one of the main factors affecting their use, to the best of our knowledge, no quantitative study provided evidence of this relationship. Considering about 400,000 data sets of 28 national, municipal and international OGD portals, we have programmatically analysed their usage, their metadata quality and the relationship between the two. Our analysis has highlighted three main findings. First, regardless of their size, the software platform adopted, and their administrative and territorial coverage, most OGD data sets are underutilised. Second, OGD portals pay varying attention to the quality of their data sets’ metadata. Third, we did not find clear evidence that data sets’ usage is positively correlated to better metadata publishing practices. Finally, we have considered other factors, such as data sets’ category, and some demographic characteristics of the OGD portals, and analysed their relationship with data sets’ usage, obtaining partially affirmative answers.

Purpose The purpose of this paper is to present an evaluation of the national Open Government Data (OGD) portal of India (www.data.gov.in) and underline the significance of maintaining the quality of the data sets published online. Design/methodology/approach The research approach bases itself on the adapted version of embeddedness theory and cybernetic model apart from the data sets–usability framework proposed in recent literature (Machova et al., 2018). Findings Findings from this study indicate that OGD initiative needs to be embedded in the social fabric of the country to ensure that the data sets are being reused by a myriad set of stakeholders for deriving social and economic value. Likewise, the linkages between the stakeholders (for instance, government, citizens, non-governmental bodies, private sector, etc.) should be fortified to enable the reuse of the data sets in an appropriate manner. Originality/value Maintenance of quality of the data sets holds paramount importance. Implicitly, efforts should be made on the part of all the stakeholders concerned that the data sets be qualitatively and quantitatively adequate. This paper concludes with limitations and further research pointers.
