In this study, we have proposed an algorithm that solves the problems which occur during the recognition of a vehicle license plate through closed-circuit television (CCTV) by using a deep learning model trained with a general database. The deep learning model which is commonly used suffers with a disadvantage of low recognition rate in the tilted and low-resolution images, as it is trained with images acquired from the front of the license plate. Furthermore, the vehicle images acquired by using CCTV have issues such as limitation of resolution and perspective distortion. Such factors make it difficult to apply the commonly used deep learning model. To improve the recognition rate, an algorithm which is a combination of the super-resolution generative adversarial network (SRGAN) model, and the perspective distortion correction algorithm is proposed in this paper. The accuracy of the proposed algorithm was verified with a character recognition algorithm YOLO v2, and the recognition rate of the vehicle license plate image was improved 8.8% from the original images.

Sand theft or illegal mining in river dredging areas has been a problem in recent decades. For this reason, increasing the use of artificial intelligence in dredging areas, building automated monitoring systems, and reducing human involvement can effectively deter crime and lighten the workload of security guards. In this investigation, a smart dredging construction site system was developed using automated techniques that were arranged to be suitable to various areas. The aim in the initial period of the smart dredging construction was to automate the audit work at the control point, which manages trucks in river dredging areas. Images of dump trucks entering the control point were captured using monitoring equipment in the construction area. The obtained images and the deep learning technique, YOLOv3, were used to detect the positions of the vehicle license plates. Framed images of the vehicle license plates were captured and were used as input in an image classification model, C-CNN-L3, to identify the number of characters on the license plate. Based on the classification results, the images of the vehicle license plates were transmitted to a text recognition model, R-CNN-L3, that corresponded to the characters of the license plate. Finally, the models of each stage were integrated into a real-time truck license plate recognition (TLPR) system; the single character recognition rate was 97.59%, the overall recognition rate was 93.73%, and the speed was 0.3271 s/image. The TLPR system reduces the labor force and time spent to identify the license plates, effectively reducing the probability of crime and increasing the transparency, automation, and efficiency of the frontline personnel’s work. The TLPR is the first step toward an automated operation to manage trucks at the control point. The subsequent and ongoing development of system functions can advance dredging operations toward the goal of being a smart construction site. By intending to facilitate an intelligent and highly efficient management system of dredging-related departments by providing a vehicle LPR system, this paper forms a contribution to the current body of knowledge in the sense that it presents an objective approach for the TLPR system.

Digital Image Processing is application of computer algorithms to process, manipulate and interpret images. As a field it is playing an increasingly important role in many aspects of people’s daily life. Even though Image Processing has accomplished a great deal on its own, nowadays researches are being conducted in using it with Deep Learning (which is part of a broader family, Machine Learning) to achieve better performance in detecting and classifying objects in an image. Car’s License Plate Recognition is one of the hottest research topics in the domain of Image Processing (Computer Vision). It is having wide range of applications since license number is the primary and mandatory identifier of motor vehicles. When it comes to license plates in Ethiopia, they have unique features like Amharic characters, differing dimensions and plate formats. Although there is a research conducted on ELPR, it was attempted using the conventional image processing techniques but never with deep learning. In this proposed research an attempt is going to be made in tackling the problem of ELPR with deep learning and image processing. Tensorflow is going to be used in building the deep learning model and all the image processing is going to be done with OpenCV-Python. So, at the end of this research a deep learning model that recognizes Ethiopian license plates with better accuracy is going to be built.

Wireless and mobile health applications promote the development of smart healthcare. Effective diagnosis and feedbacks of remote health data pose significant challenges due to streaming data, high noise, network latency and user privacy. Therefore, we explore efficient edge and cloud design to maintain electrocardiogram classification performance while reducing the communication cost. These contributions include: (1) We introduce a hybrid smart medical architecture named edge convolutional neural networks (EdgeCNN) that balances the capability of edge and cloud computing to address the issue for agile learning of healthcare data from IoT devices. (2) We present an effective deep learning model for electrocardiogram (ECG) inference, which can be deployed to run on edge smart devices for low-latency diagnosis. (3) We design a data enhancement method for ECG based on deep convolutional generative adversarial network to expand ECG data volume. (4) We carried out experiments on two representative datasets to evaluate the effectiveness of the deep learning model of ECG classification based on EdgeCNN. EdgeCNN shows superior to traditional cloud medical systems in terms of network Input/Output (I/O) pressure, architecture cost and system high availability. The deep learning model not only ensures high diagnostic accuracy, but also has advantages in aspect of inference time, storage, running memory and power consumption.

The motivation of this study is to develop a compact offline recognition model for Khmer handwritten text that would be successfully applied under limited access to high-performance computational hardware. Such a task aims to ease the ad-hoc digitization of vast handwritten archives in many spheres. Data collected for previous experiments were used in this work. The oneagainst-all classification was completed with state-of-the-art techniques. A compact deep learning model (2+1CNN), with two convolutional layers and one fully connected layer, was proposed. The recognition rate came out to be within 93-98%. The compact model is performed on par with the state-of-theart models. It was discovered that computational capacity requirements usually associated with deep learning can be alleviated, therefore allowing applications under limited computational power.
