The trash disposal system, using standard trash bags, has been adopted by the government of the Republic of Korea (ROK) for more than two decades. This has caused a sanitary problem, as well as some secondary pollution. It is possible to solve this problem by deploying more manpower, but considering the manpower and maintenance costs that impose a heavy burden on the local governments who are experiencing tight financial situations, it would not be feasible. Thus, an Internet of Things (IoT)-based Smart Trash Separation Bin model that can reduce the cost of trash separation work has been proposed in this paper. The three efficient designs that respectively use a sensor, image processing, or spectroscope technology are presented. These IoT-based designs can bring significant merit to reducing the manpower costs, as well as the administrative cost involved.

Sei Siulak Deras Irrigation Area is one of the Irrigation Areas located in Kerinci Regency based on the decision of Dinas Pekerjaan Umum dan Perumahan Rakyat (PUPR) regulations No.12/PRT/M/2015 concerning criteria and estabishment of Irrigation Area status with an area of 5,801 Ha. The authority for operational and maintenance implementation is handled by the Dinas PUPR of Jambi Province ( RTRW of Jambi Province, 2013). The performance of the Sei Siulak Deras irrigation network infrastructure is inseparable from the available maintenance budget, for this reason, it is necessary to conduct a study that analyzes the relationship between routine maintenance costs for the performance of irrigation network infrastructure in the Sei Siulak Deras irrrigation area of Kerinci District, Jambi Province.  In this study an examination of the existing conditions of irrigation networks involving 1 observer and 6 irrigation workers, the irrigation network inspection using the standards issued by the Operation and Maintenance Agency of the Dinas PUPR of Jambi Province. From the results of the correlation analysis the cost of routine maintenance on the performance of irrigation network infrastructure is 0.9, this indicates a strong relationship between the two variables. While the maintenance budget allocated by the government to the maintenance of irrigation network infrastructure is very lacking, amounting to IDR 806,081,000 from the budget for the maintenance of irrigation network infrastructure of IDR 3,580,984,372.57.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

ABSTRACTThe application of Government Accounting Standards in the preparation of financial statements is one indicator of opinion giving by the Supreme Audit Board of the Republic of Indonesia (BPK-RI). Based on the results of BPK RI 2015 examination of 109 local governments in Indonesia, the efforts made by local governments had not been fully effective, where the results of the examination indicated the problems related to policies, information technology and human resources to support accrual-based financial reporting. The Government of Kepulauan Selayar has only implemented accrual-based accounting in the last two years. This study aimed to analyze the performance of the government of Kepulauan Selayar in overcoming the problems related to the human resources of financial report makers as a consideration to setting strategy priorities to increase human resources readiness that supported the implementation of accrual-based accounting using the method of Importance Performance Analysis (IPA) and Gap Analysis. To solve human resource problems required strategies i.e. creating a mutation and promotion policy that supported the accrual-based accounting implementation, creating competency on planning documents and human resource training, making planning documents on education needs and accrual basis accounting training, and financial administration officials must be from the alumni of accounting training.Key words: Accrual-Based Financial Reporting, Kepulauan Selayar, IPA, AHPABSTRAKPenerapan Standar Akuntansi Pemerintahan dalam penyusunan laporan keuangan merupakan salah satu indikator pemberian opini oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI). Berdasarkan hasil pemeriksaan BPK tahun 2015 terhadap 109 Pemda di Indonesia, menyimpulkan bahwa upaya yang telah dilakukan pemerintah daerah belum sepenuhnya efektif, di mana hasil pemeriksaan menunjukkan adanya permasalahan terkait kebijakan, teknologi informasi dan SDM untuk mendukung pelaporan keuangan berbasis akrual. Pemerintah Kabupaten Kepulauan Selayar baru mengimplementasikan akuntansi berbasis akrual dalam dua tahun terakhir ini. Penelitian ini bertujuan menganalisis kinerja Pemda Kepulauan Selayar dalam mengatasi masalah terkait SDM pembuat laporan keuangan sebagai bahan pertimbangan dalam menetapkan prioritas kebijakan yang dapat menunjang implementasi akuntansi berbasis akrual menggunakan metode Importance Performance Analysis (IPA) dan Gap Analysis, dan merumuskan strategi prioritas peningkatan kesiapan SDM dalam implementasi SAP berbasis akrual menggunakan Analytical Hierarchy Process (AHP). Untuk meningkatkan kesiapan SDM memerlukan strategi membuat kebijakan mutasi dan promosi yang mendukung implementasi akuntansi berbasis akrual, Membuat dokumen perencanaan kebutuhan kompetensi dan pelatihan SDM, Membuat dokumen perencanaan kebutuhan diklat penerapan akuntansi berbasis akrual, dan Pejabat Penatausahaan Keuangan Organisasi Perangkat Daerah harus dari alumni diklat akuntansi.Kata Kunci: Laporan Keuangan Berbasis Akrual, Kepulauan Selayar, IPA, AHP.

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.

Present article follow up the recent debates that is being discussed in the country with respect to the National Food Security Act – 2013. Present article is based on the secondary sources of information collected through various books, magazines, journals, newspapers, government and non-governmental reports. The purpose of the article is to trace the discussion among various economist, planners, researchers and policy makers in order to analyse whether National food Security Act is a triumph for those who are in desperate need of it (poor and destitute), or a tragedy for those officials speaking against the Act. The main emphasis of the article is to discuss the cost of implementation of NFSA because it was believed that after its implementation it will put heavy burden on the government exchequer due to subsidies provided under it.  Article also examines the challenges related to Food Corporation of India with respect to procurement, storage and distribution of foodgrains. Moreover, article also discusses the NFSA with respect to the Integrated Child Development Scheme, its affect on small and marginal farmers of the country, challenges related to public distribution system.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Abstract: Indonesia in carrying out development requires a very large capital, because of the vast territory and a very large population. But in fact Indonesia has the potential of natural resources (SDA) which is very large too, if the potence can be managed solely for the interests of the people as mandated in article 33 of the 1945 Constitution of the Republic of Indonesia. To accelerate the management of these natural resources, the government need investment both from within the country, and from foreign investment (PMA). Because domestic investment is relatively small compared to the cost of managing natural resources, while this nation must catch up with other nations, PMA is a very possible alternative to this, even though it is very risky for foreign intervention to sovereignty of the country. For this reason, the government must make clear and impartial regulations, consistent with these regulations and have a good political will, so that problems can be overcome and the sovereignty of the nation and state is maintained, so that this nation will advance equally with the nations other majalis nation.Keywords: PMA, Government, Sovereignty and investment

Law of the Republic of Indonesia no. 4 Year 2009 about the language states that the local government must develop, foster, and protect the local languages and literature in order to continue to fulfill their position and function in the life of society in accordance with the development of the era performed gradually, systematically and sustainably by local governments under the coordination of linguistic institutions, and to remain part of Indonesia's cultural treasures. Based on the Cirebon preliminary observation result, it is threatened with extinction because its speakers are fewer and rarely even do not use Cirebon language in their daily intercourse, although in the last few years there are lessons in Cirebon - Dermayu. This is because the lesson is just as a science. That is, even though the learners’ report is good value, eg 9 (nine), but in the daily association does not use Cirebon language. Therefore, researchers intend to examine the Cirebon language with the title - Cirebon Language Revitalization Through Cirebon Language Learning. This research generally aims to obtain a deep picture and understanding of Cirebon language revitalization in Cirebon City, while its long-term goal is to obtain findings about efforts to preserve the Cirebon language in order to remain functional for life in the city of Cirebon in the midst of the widespread use of Language Indonesia as the national language in the country of the Republic of Indonesia, so as to assist the government in developing, fostering and protecting local languages and literature in accordance with the laws described above. The method used in this research is Ethnography with Spradley research procedure. The results of this study are expected to be a reference in improving the textbook Language Cirebon and refine the policy to preserve the language of Cirebon in order to explore the noble values of local wisdom it contains.

In the second half of the twentieth century, global security issues have quickly transformed into what is defined nowadays as non-traditional security issues and the latest of such non-traditional security problem has emerged recently as the recent Covid-19 pandemic impacted the whole world on an unprecedented scale. Indonesia, as the fourth most populated country with 267 million people, face an extraordinary challenge and therefore it is interesting to see and to learn how the situation developed, what the Government of Indonesia did, included what the Government should do, not only from the healthcare point of view, but also from other perspectives such as social and political. Using the problems arising during the pandemic in Indonesia as a non-traditional security issue, the present work aims to assess the difficulties faced by the country in order to establish a set of short and long term plans that should be addressed in order to improve the preparedness and to correct the current flaws generating difficulties to develop an optimal response. Governmental decisions and communication should be clear and follow a solid strategy to ensure population awareness. Law enforcement should strictly emphasize on the dangerousness of Covid-19. Coordination between central and local governments should be efficient and involve experts and respected figures. Not only healthcare but also economic, social and political issues need to be planned and projected during and after pandemic and the lessons taken during this pandemic should be used to build solid and better foundations for future development of the Republic of Indonesia.
