The construction and building field represents a key sector for the recent Circular Economy Action Plan (March 2020). Therefore, the production of low impact materials represents an essential step towards the implementation of a sustainable market. In this regard, the present paper focused on the production of painting wooden products for interior design. These industrial processes include an essential phase consisting of the reduction of odor emissions, which produce negative impacts on the environment and a persistent annoyance for the population close to the facilities. The main cause of the odor emissions in wood painting manufacturing is the production of volatile organic compounds (VOCs). In this context, the present research aimed to develop an innovative process able to combine the use of lower impact paints with a more efficient UV system for the abatement of the emissions.

The announcement of a new Circular Economy Action Plan as part of the European Green Deal policy has created an urgent need for the reliable information on resource flows to monitor and support the transition. An updated Monitoring Framework is set to rely as much as possible on European Statistics, however at this point there are no changes introduced in supranational statistics regulations. This raises a question whether regulations that have been created before the paradigm shift are still able to supply us with statistics necessary to inform policy makers about current successful practices, remaining barriers, positive and negative impacts of the transition and overall progress towards the set goals. This paper focuses on the Waste Statistics Regulation, specifically the relationship between the types of waste and economic activities which are considered to be the waste producers. Dutch National Waste Registry is used as a case study to compare the guidelines on pan-European waste data collection to the actual waste reports. The task of this publication is dual: first, it presents a computational method to link waste producers to their economic activities using a national Trade Registry. Secondly, it explores to which extent the guidelines available in the Waste Statistics Regulation correspond to the operational reality. An extensive discussion of the results provides insights and recommendations for the future guidelines of waste statistics to support circular economy transition.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Reducing the environmental pressure along the products life cycle, increasing efficiency in the consumption of resources and use of renewable raw materials, and shifting the economic system toward a circular and a climate-neutral model represent the heart of the current macro-trends of the European Union (EU) policy agendas. The circular economy and bioeconomy concepts introduced in the EU’s Circular Economy Action Plan and the Bioeconomy Strategy support innovation in rethinking economic systems focusing on market uptaking of greener solutions based on less-intensive resource consumption. In recent decades, industrial research has devoted enormous investments to demonstrate sustainable circular bio-based business models capable of overcoming the “Valley of Death” through alternative strategic orientations of “technological-push” and “market-pull”. The study highlights industrial research’s evolution on bio-based circular business model validation, trends, and topics with particular attention to the empowering capacity of start-ups and small and medium-sized enterprises (SMEs) to close the loops in renewable biological use and reduce dependence on fossil fuels. The research methodology involves a bibliographic search based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach and the European Innovation Council (EIC) Accelerator Data Hub investigation to understand SMEs’ key success factors and start-ups of the circular bioeconomy sector. Eco and bio-based materials, nutraceuticals, and microalgae represent the most sustainable industry applications, leading to circular bioeconomy business models’ future perspective.

AbstractThe transition to a circular economy is a complex process requiring wide multi-level and multi-stakeholder engagement and can be facilitated by appropriate policy interventions. Taking stock of the importance of a well-balanced policy mix that includes a variety of complementing policy instruments, the circular economy action plan of the European Union (COM(2020) 98 final) includes a section about “getting the economics right” in which it encourages the application of economic instruments. This contribution presents a comprehensive taxation framework, applied across the life cycle of products. The framework includes (1) a raw material resource tax, (2) reuse/repair tax relief, and (3) a waste hierarchy tax at the end of life of products. The research is based on a mixed method approach, using different sources to analyse the different measures in the framework. More mature concepts, such as material resource taxes, are analysed by reviewing the existing literature. The analysis of tax relief on repairs is based on interviews with stakeholders in Sweden, where this economic policy instrument has been implemented since 2017. Finally, for the waste hierarchy tax, which is a novel proposition in this contribution, macroeconomic modelling is used to analyse potential impacts of future implementation. In all cases, several implementation challenges are identified, and potential solutions are discussed according to literature and empirical sources. Further research is required both at the individual instrument and at the framework level. Each of the tax proposals needs a more detailed examination for its specificities of implementation, following the results of this study.

The textile industry is recognized as being one of the most polluting industries. Thus, the European Union aims to transform the textile industry with its “European Green Deal” and “Circular Economy Action Plan”. Awareness regarding the environmental impact of textiles is increasing and initiatives are appearing to make more sustainable products with a strong wish to move towards a circular economy. One of these initiatives is wear2wearTM, a collaboration consisting of multiple companies aiming to close the loop for polyester textiles. However, designing a circular product system does not lead automatically to lower environmental impacts. Therefore, a Life Cycle Assessment study has been conducted in order to compare the environmental impacts of a circular with a linear workwear jacket. The results show that a thoughtful “circular economy system” design approach can result in significantly lower environmental impacts than linear product systems. The study illustrates at the same time the necessity for Life Cycle Assessment practitioners to go beyond a simple comparison of one product to another when it comes to circular economy. Such products require a wider system analysis approach that takes into account multiple loops, having interconnected energy and material flows through reuse, remanufacture, and various recycling practices.

Ever-changing conditions and emerging new challenges affect the ability of the healthcare sector to survive with the current system, and to maintain its processes effectively. In the healthcare sector, the conservation of the natural resources is being obstructed by insufficient infrastructure for managing residual waste resulting from single-use medical materials, increased energy use, and its environmental burden. In this context, circularity and sustainability concepts have become essential in healthcare to meliorate the sector’s negative impacts on the environment. The main aim of this study is to identify the barriers related to circular economy (CE) in the healthcare sector, apply big data analytics in healthcare, and provide solutions to these barriers. The contribution of this research is the detailed examination of the current healthcare literature about CE adaptation, and a proposal for a big data-enabled solutions framework to barriers to circularity, using fuzzy best-worst Method (BWM) and fuzzy VIKOR. Based on the findings, managerial, policy, and theoretical implementations are recommended to support sustainable development initiatives in the healthcare sector.

Abstract The article describes the role of legislative and legal framework which brought about a new approach to waste management through the concept of circular economy, and its drivers. We explicitly focus on the impact of ambitious EU environmental policy and its financial support from the European Commission (EC) which helped social actors recognize not only the ecological, but also the economic and social benefits of the circular economy. Over 50 actions under the “Circular Economy Action Plan” launched in 2015 have been delivered or are being implemented in this period in European Union (EU). Through overview of the EU’s ambitious policy, best practice of the circular economy in the world and status quo in circular economy at EU level we also show the circular economy is nowadays a crucial megatrend and there is still needed to increase up action at EU level, provide the competitive advantage it brings to EU economy and close the loop. Beside impact of ambitious EU environmental policy article focuses on the Cultural Political Economy (CPE) approach as a political economy approach with the purpose for explaining the role of legislative and legal framework as a mechanism for selection and retention of the paradigm of circular economy.

The Farm-to-Fork strategy, launched in May 2020, is the first attempt at a European-wide approach to food systems of this scale. The strategy sets ambitious targets and aims to create a ‘fair, healthy, and environmentally friendly food system’. Yet, within the bounds of its own regulatory and legislative context (including the Green Deal, the Circular Economy Action Plan and the new Biodiversity Strategy 2030), the strategy falls short of recognising key links in and between the food system. This review posits that the strategy and its targets do not adequately consider the importance of transforming agricultural practices for environmental outcomes; of agricultural practices for nutrition outcomes; nor the links between how we value nutrition along the supply chain, from farm to fork

<p>The recent Circular Economy Action Plan for Europe<sup>1</sup> considers mine waste a secondary source of minerals. These deposits contain potentially economic concentrations of Critical Raw Materials (CRMs), such as Al, Li, Co and REE, which are strategic for the global economy and energy transition. However, there are significant knowledge and technological gaps that hinder their successful recovery. The INCO-Piles 2020 project<sup>2</sup> is currently working on the recapitulation, establishment and development of innovative technologies for the sustainable extraction of CRMs from the residuals of mining activities, focusing on Regional Innovation Scheme (RIS) strategic areas. The project includes the definition of potential applications, best practices, and the promotion of technology transfer through round tables that count with international experts' participation.</p><p>The first Round Table, a hybrid event held in December 2020 with 73 experts from 23 countries, addressed the challenges in recovering CRMs from tailings. The discussions were based on three topics: (1) challenges in sampling and characterisation from mining residue, (2) extraction and processing challenges, and (3) economic and environmental challenges. Regarding the first topic, one of the most significant issues is the inherent heterogeneity of mine waste deposits, which is a product of the mine processing and deposition methods, and the post-depositional weathering reactions. The lack of historical data, particularly for old deposits, hampers the understanding of such processes. A second challenge concerns the specific type of information required for assessing the CRMs potential. Representative geochemical and mineralogical data must be collected and interpreted at different scales (i.e., from individual minerals to tens of meters tall waste rock piles and tailings). The collection of representative samples faces issues related to the accessibility to the mine waste sites, the coverage and the sample contamination (i.e., material mixing) related to sample recovery methods. The scalability can be addressed by a combination of laboratory analyses, in-the-field surveys and remote sensing techniques. Current innovations in the combination of modern analytical instruments for geochemistry and mineralogy (e.g., pXRF, LIBS and portable infrared spectrometers) and the implementation of machine learning and artificial intelligence techniques will contribute to closing the knowledge and technology gaps.</p><p>Lastly, the discussions included the potential hazards faced during the characterisation and re-intervention of old-sites. Well-known mine wastes issues related to human health, environment and license to operate that can hinder a characterisation campaign must be properly considered before the commencement of a CRMs recovery project. The participants also identified transversal challenges for the three discussion topics, such as the need for regulation and professionals with an appropriate background.</p><p>All the insights discussed during this First Round Table will serve as a baseline for defining the best practices for characterisation and sampling of CRMs in mine wastes and contributing to increasing the sustainability in the supply of mineral resources and improving old mining sites' environmental quality.    </p><div><br><div> <p><sup>1</sup> EU Circular Economy Action Plan https://ec.europa.eu/environment/circular-economy/</p> </div> <div> <p><sup>2</sup> INCO-Piles is a two-year project funded by EIT RawMaterials. In European Seas, plastic litter from fishing activities, river transport, and poor waste management is one of the fastest growing threats to the health of the marine environment. Extruded polystyrene (XPS) and expanded polystyrene (EPS), specifically, have become some of the most prominent types of marine litter found around Europe’s coastlines. To combat this problem, the European Commission has ratified a series of regulations and policies, including the Single-Use Plastics Directive and the EU Action Plan for the Circular Economy. However, in order to ensure that the benefits of such regulations and policies are realized at a scale that can adequately address the scope of the problem, decision-makers will need to integrate the opinions, values, and priorities of relevant stakeholders who operate across the EPS/XPS product lifecycle. In this study, we apply a 35-statement Q-methodology to identify the priorities of stakeholders as they relate to the Irish EPS/XPS market and the wider societal transition to a circular economy. Based on the responses of nineteen individuals representing industry, policy-makers, and community leaders, we identified three distinct perspectives: System Overhaul; Incremental Upgrade; and Market Innovation. The results demonstrate that the type and format of policy interventions linked to Ireland’s EPS/XPS circular economy are heavily contested, which presents significant challenges for driving the debate forward. These results provide valuable information on viewpoints that can be used by different stakeholders at national and EU levels to address areas of conflict, ultimately fostering the development of more effective, broadly supported co-developed policies.
