Transportation systems help in shaping an area’s economic health and quality of life, providing the infrastructure for the mobility of people and goods. Nevertheless, the negative externalities of car-oriented urban-metropolitan planning have heightened awareness for the need of urban planning approaches that incorporate sustainable mobility. Consequently, cities worldwide have increasingly produced sustainable mobility plans. This points to the need of creating mechanisms to implement these sustainable plans, particularly in large, complex, and fast-growing cities. This paper provides guidelines to facilitate the implementation of Sustainable Mobility Plans by focusing on the case of Mexico City. This is achieved by applying the complex large-scale integrated open systems (CLIOS) systemic analysis, in two steps: first, we facilitate the identification of the complexities and relationships among the essential systems of Mexico City’s urban structure, along with the recognition of their most important components and the institutions involved within the urban planning process. Second, we assess the effectiveness of the public policies–strategies that form part of Mexico City’s Sustainable Mobility Plan and organize them in order of importance. The results show which principal subsystems should be considered for sustainable mobility and which public policies–strategies should be prioritized in order to implement the aforementioned plan effectively.

This paper proposed an innovative strategy for planning multimodal, integrated, intelligent, and sustainable mobility by applying 3-tiers mobility stations system combine with car sharing and bike sharing, which aims to promoting the accessibility with available transportation systems and enhance the intramodality and utilization of non-motorized transportation modes. Through the case study of the Fürstenfeldbruck city region in Germany, the 3-tiers mobility stations system concept and its planning criteria and indicators were proposed. And mobility service offerings and location selection of stations were analyzed by considering demand and coverage. Subsequently, evaluation methods based on the pre-defined indicators were implemented to the case study. The planning process is target-oriented and based on relevant structural data analysis.

The complex large-scale integrated open systems (CLIOS) process is an overarching mechanism for considering systems, especially those exhibiting nested complexity, in which both the physical and the institutional aspects are complex. A special case of the CLIOS process is regional strategic transportation planning. New technologies, such as intelligent transportation systems, allow consideration of the planning, management, operations, and maintenance of transportation systems at the regional scale. Although the technological issues in advancing to this scale have proved tractable, the institutional issues concerned with deploying these systems across political jurisdictions with different measures of performance and different cultural perspectives has proved quite difficult. This paper explores processes for studying these institutional questions and integrating a number of concepts into the process: technological change, sustainability, real options, supply chain management, the various transport modes, and social, political, and economic factors. The paper serves as a case study of tailoring the CLIOS process into a process specifically designed to systematically address particular issues, in this case, regional strategic transportation planning.

On 27 January 1969 the list of urban heritage in Lithuania was officially declared, and therefore 62 cities and towns, with the exception of S˘iauliai, were given the status of local Lithuanian urban values. In 1980 the revised list of Lithuanian urban heritage again disregarded S˘iauliai. But the analysis of the current situation, estimating demands of urban development, has demonstrated the existence of a very clear historic urban structure in Šiauliai, which can be regarded as a valuable urban heritage territory. A lot of scientific research projects, urban planning documents, architectural and urban competitions strengthened an urban heritage argument with facts. The ways of legitimating an urban heritage status are obvious. The potential of urban development in the central part of S˘iauliai is enormous, but a balance between urban de- veploment and urban heritage conservation and preservation is also very important. The paper applies scientific statistical data and information received from the urban concept of Šiauliai and the analysis of the current urban structure. The information of the paper can be applied for creating a recommendable indicator system and urban development principles during the detailed planning process in Šiauliai. Santrauka 1969 m. sausio 27 d. LSSR kultūros ministro ir LSSR Ministrų tarybos valstybinio statybos reikalų komiteto pirmininko įsakymu Nr. 37/16 paskelbtas Lietuvos urbanistinių paminklų sąrašas. Taigi 62 miestai ir miesteliai buvo paskelbti vietos reikšmės urbanistikos paminklais, bet paminklų sąraše nėra Šiaulių miesto. Nėra ir 1980 m. patikslintame Lietuvos urbanistinių paminklų sąraše. Iš atliktos esamos padėties analizės, įvertinus urbanistinės plėtros poreikį ir potencialą, paaiškėjo, kad Šiaulių mieste yra labai aiški istoriškai susiklosčiusi urbanistinė struktūra, kuri, tinkamai respektuota, gali būti traktuojama kaip urbanistinio paveldo teritorija. Taip pat atlikta mokslinių darbų, galimybių studijų, teritorijų planavimo dokumentų, konkursinių projektų ir pan. analizė ne tik tą patvirtino, bet ir parodė būdus, kaip tą padaryti. Šiaulių miesto centrinės dalies urbanistinės plėtros potencialas didelis, bet labai svarbus plėtros ir apsaugos balansas. Straipsnio pobūdis – taikomasis, nes sukurtas rekomendacijų blokas, kuris leidžia parengti rekomendacinių užstatymo principų ir rodiklių kompleksą, kuriuo remiantis galima būtų rengti Šiaulių miesto centrinės dalies detaliojo plano reglamentus.

The modern development of cities is infl uenced by a large number of factors, for example, the political environment, global climate change, and the epidemiological situation. The article examines the relationship between the subsystems of urban structure, ensuring its successive development, with the aspects of sustainable development. Aspects of succession urban development in the context of sustainable development are divided into three groups: environmental, economic and social. The urban planning process consists of short-term and long-term programs. Taking into account the identifi ed aspects, the principles of urban planning are formulated, which are aimed at preserving and developing the successive elements of the architectural and planning structure of the city.

Numerous studies by Russian scientists and historians of science are devoted to the state science policy in the USSR and its well-known achievements, but not enough attention is paid to the negative, socially repressed aspects of the Soviet science policy. Repressions became one of the main components of the state's scientific and personnel policy in the Stalinist era. The systemic analysis of the development of Soviet science declared in the scientific literature, limited only by its indisputably outstanding achievements, without under-standing the origins, causes and mechanisms of the repressed state apparatus that operated in the same period, sharply reduces the overall picture of the reliability of the study of Soviet science. The purpose of the study is to comprehend the diverse and dramatic practice of state repression in the system of Soviet science, because in the world history of science no other developed country has experienced such large-scale and tragic events in the functioning of the scientific society.

The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.

Since the late 20th century major, European cities have exhibited large projects driven by neoliberal urban planning policies whose aim is to enhance their position on the global market. By locating these projects in central city areas, they also heighten and reinforce their privileged situation within the city as a whole, thus contributing to deepening the centre–periphery rift. The starting point for this study is the significance and scope of large projects in metropolitan cities’ urban planning agendas since the final decade of the 20th century. The aim of this article is to demonstrate the correlation between the various opposing conservative and progressive urban policies, and the projects put forward, for the city of Madrid. A study of documentary sources and the strategies deployed by public and private agents are interpreted in the light of a process during which the city has had a succession of alternating governments defending opposing urban development models. This analysis allows us to conclude that the predominant large-scale projects proposed under conservative policies have contributed to deepening the centre–periphery rift appreciated in the city.

Accurate localization of road agents (GNSS receivers) is the basis of intelligent transportation systems, which is still difficult to achieve for GNSS positioning in urban areas due to the signal interferences from buildings. Various collaborative positioning techniques were recently developed to improve the positioning performance by the aid from neighboring agents. However, it is still challenging to study their performances comprehensively. The GNSS measurement error behavior is complicated in urban areas and unable to be represented by naive models. On the other hand, real experiments requiring numbers of devices are difficult to conduct, especially for a large-scale test. Therefore, a GNSS realistic urban measurement simulator is developed to provide measurements for collaborative positioning studies. The proposed simulator employs a ray-tracing technique searching for all possible interferences in the urban area. Then, it categorizes them into direct, reflected, diffracted, and multipath signal to simulate the pseudorange, C/N0, and Doppler shift measurements correspondingly. The performance of the proposed simulator is validated through real experimental comparisons with different scenarios based on commercial-grade receivers. The proposed simulator is also applied with different positioning algorithms, which verifies it is sophisticated enough for the collaborative positioning studies in the urban area.
