Various information systems adopt different information category standards and description methods even for the same battlefield space. This leads to the heterogeneity of information distributed in different systems, which hinders the information sharing among different systems. In this paper, we adopt the idea of schema mapping and design a framework of realizing heterogeneous information sharing based on content. We design a concept-logic tree model to organize the battlefield situation information and realize the mapping from local concept models in different systems to a global unified concept model. By constructing a unified information space, we realize the centralized organization, storage, and management of entity description information. Then, the information broadcasting mechanism and content based information query mechanism are designed to realize information sharing. Theoretical analysis and experiment results verify the effectiveness of the proposed framework.

Abstract Nowadays, the growth and complexity of functionalities of current information systems, especially dynamic, distributed and heterogeneous information systems, makes the design and creation of such systems a difficult task and at the same time, strategic for businesses. A very important stage of data protection in an information system is the creation of a high level model, independent of the software, satisfying the needs of system protection and security. The process of role engineering, i.e. the identification of roles and setting up in an organization is a complex task. The paper presents the modeling and design stages in the process of role engineering in the aspect of security schema development for information systems, in particular for dynamic, distributed information systems, based on the role concept and the usage concept. Such a schema is created first of all during the design phase of a system. Two actors should cooperate with each other in this creation process, the application developer and the security administrator, to determine the minimal set of user’s roles in agreement with the security constraints that guarantee the global security coherence of the system.

With the advancement of technology, patient information has been being computerized in order to facilitate the work of healthcare professionals and improve the quality of healthcare delivery. However, there are many heterogeneous information systems that need to communicate, sharing information and making it available when and where it is needed. To respond to this requirement the Agency for Integration, Diffusion, and Archiving of medical information (AIDA) was created, a multi-agent and service-based platform that ensures interoperability among healthcare information systems. In order to improve the performance of the platform, beyond the SWOT analysis performed, a system to prevent failures that may occur in the platform database and also in machines where the agents are executed was created. The system has been implemented in the Centro Hospitalar do Porto (one of the major Portuguese hospitals), and it is now possible to define critical workload periods of AIDA, improving high availability and load balancing. This is explored in this chapter.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Interoperability is one of the most challenging problems in modern cross-organizational information systems, which rely on heterogeneous information and process models. Interoperability becomes very important for e-Government information systems that support cross-organizational communication especially in a cross-border setting. The main goal in this context is to seamlessly provide integrated services to the user (citizen). In this paper we focus on Pan European e-Services and issues related with their integration. Our analysis uses basic concepts of the generic public service model of the Governance Enterprise Architecture (GEA) and of the Web Service Modeling Ontology (WSMO), to express the semantic description of the e-services. Based on the above, we present a mediation infrastructure capable of resolving semantic interoperability conflicts at a pan-European level. We provide several examples to illustrate both the need to solve such semantic conflicts and the actual solutions we propose.

Increased intelligence in web pages will allow information sharing and discovery to become vastly more efficient .The semantic web is an umbrella term for a series of standards and technologies that will support this development.

It is widely recognized that ontologies can be used to support the semantic integration and interoperability of heterogeneous information systems. Resource Event Agent (REA) is a well-known business ontology that was proposed for ontology-driven enterprise system development. However, the current specification is neither sufficiently explicit nor formal, and thus difficult to operationalize for use in ontology- driven business information systems. In this chapter REA is redesigned and formalized following a methodology based on the reengineering extension of the METHONTOLOGY framework for ontology development. The redesign is focused on developing a UML representation of REA that improves upon existing representations and that can easily be transformed into a formal representation. The formal representation of REA is developed in OWL. The chapter discusses the choices made in redesigning REA and in transforming REA’s UML representation into an OWL representation. It is also illustrated how this new formal representation of the REA-ontology can be used to support ontology-driven supply chain collaboration.

The objective of this article is to categorize problems of developing collective meaning in e-collaborating groups, and to develop a theoretical analysis of these cases. We draw on a variety of qualitative studies from the areas of human factors, information systems, and organization studies that all focus on e-collaborating groups having difficulty to develop collective meaning. The article distinguishes problems of collective meaning in terms of expression and reflexivity. Next, an evolutionary perspective is developed that is used for analyzing these two categories. The article concludes with future trends relevant for academics and practitioners working in this area.

This chapter examines homeland security information systems (HSIS) with a focus on local governments. Local governments are typically the first at the scene when responding to an emergency or a terrorist attack. The most notable incidents are Hurricane Katrina and the terrorist attacks of September 11, 2001. In both of these incidents the first responders were the local governments, which faced dual issues of communication and information sharing. It is important to understand the current level of preparedness and use of HSIS in local governments. This chapter tries to discern the relative priority of HSIS compared to other priorities of local governments in the realm of homeland security. This chapter first outlines some background information on local governments with respect to their organizational structure and level of homeland security preparedness. The second section outlines the stages of e-government adoption, which is commonly discussed in the local e-government literature. Third, there is a discussion of homeland security information sharing between the federal, state, and local governments. There is some evidence presented from existing surveys of the impact of HSIS on local governments. Finally, there is survey results presented from a study conducted by the International City/ County Management Association (ICMA) on homeland security preparedness. This survey information is used to determine where HSIS fits into local priorities on homeland security.
