The last decade have witnessed the unprecedented development of information and communication technologies. This has, in turn, enabled the growth and development of other sectors, such as, for example, that of distance and on-line learning. In this context of technological expansion in education it is appropriate to reflect pedagogically about technological resources and their educational purpose. That is, how to deploy the available technological resources and media in a fashion consistent with the desired educational objectives and aims. Virtual Service-Learning has emerged as a particular modality of this methodology that combines and reinforces two elements: technology applied to education and service as a pedagogic tool. This format then, reveals itself as an appropriate methodology through which to channel both technical and pedagogic innovation. In this work and, taking as reference a study focusing on two virtual Service-Learning projects, we will address the construction of a theoretical framework that will allow us to understand and improve the development of these practices through this pedagogic modality.

The availability of proper human capital represents a key-factor in order to support the current fast pace of diffusion of Internet-based applications. The careful assessment of the skills and competencies required to manage and develop Internet technologies in different application domains represents a necessary step to solve the emerging skill shortage and skill gap problems. While most existing analyses of skill needs in information and communication technologies deal with broad professional categories, the paper focuses the attention on a specific professional figure, the Web designer. By resorting to an on-line questionnaire administered to a sample of Italian Web designers, the paper shows that jobholders recognise greater usefulness to organisational rather than technical knowledge domains. However, perceived skill gaps are larger in the case of technical skills and competencies. Moreover, specialisation paths are emerging.

The relationship between media and politics today is deeply entrenched in the wide use of information and communication technologies to the point that scholars speak about the emergence of hybrid media systems in which older and newer media logics combine. However, it is still unclear how the configuration of hybrid media systems changes across countries today, especially with regard to the interconnection between media and politics. In the article, we aim to develop a theoretical framework to capture such national differences. In so doing, we want to develop a heuristic device to understand whether the transformations brought about by information and communication technologies in the media and political realm also contribute to reshaping national media systems and to what extent. After outlining the main scope of the article in the ‘Introduction’ section, we discuss the theoretical framework that Hallin and Mancini developed to compare media systems across countries, and we present this framework’s main strengths and weaknesses when used as a tool for understanding the relationship between media and politics in the digital era. We then argue for the need for an updated and expanded version of such a theoretical framework: first, we update its four original dimensions (structure of media market, political parallelism, state intervention and journalistic professionalism) transversely including information and communication technologies–related indicators; second, we expand the original theoretical framework with one new dimension (grassroots participation) and the related indicators. In the ‘Conclusion’ section, we summarize our theoretical proposal and present some indicators and potential comparative data sources to assess similarities and differences of national media systems across countries. Finally, we also note two limitations of the article.

The contemporary hybridism has led new generations to a connected-based society in which relations among individuals are even more mediated by the arising Information and Communication Technologies (ICT). Some aspects of these mediations need to be deeply understood since new and different usages, habits, and practices with media are being observed among those born since the nineties – the digital natives. Aiming to investigate this context, a study was carried out to better understand how children and teenagers interact with four screens: computers, TV, games, and mobile phones. From a quantitative methodological approach, data was collected using a survey applied in Brazilian schools. A theoretical framework on digital literacy concepts was used as base for two-layer of data analysis on these four media, and the results were organized in five topics that show the main outcomes. They can be the basis of further educational policies grounded in real diagnosis.

On-line journalism completes 15 years of existence in 2009. The characteristics of journalism have evolved with information technology. Interaction and hypertextuality are two elements that configure the essence of the relationship between journalism and new information and communication technologies. This research analyzes the profile and elements of on-line journalism, as well as the transmitter and receiver in this communication process. The research corpus is 10 international media and the following Mexican media: 100 newspapers, 30 television stations and 30 radio stations, all with more than 10 years’ on-line experience. Also, two hundred e-mails were sent out to journalists, leader writers and webmasters. En el 2009 se cumplen 15 años del inicio del periodismo en Internet. Las características del periodismo han evolucionado con la convergencia digital. La interactividad e hipertextualidad son dos elementos que configuran la esencia de la relación entre periodismo y tecnologías de la información y comunicación. En esta investigación se realizó el análisis del perfil y elementos del periodismo digital, así como el emisor y receptor de este proceso comunicativo. El corpus de la investigación fueron diez medios internacionales y los siguientes medios nacionales: 100 periódicos, 30 cadenas de televisión y 30 emisoras de radio que desde hace más de 10 años están en Internet. También se realizó el envío de 2.000 correos electrónicos a un corpus de otros tantos periodistas: reporteros, editorialistas y webmaster.

The purpose of this work is to assess the societal value of a Service-Learning (SL) project carried out during the Covid-19 pandemic by the Faculty of Information Science of the *⁣** University of *⁣** in collaboration with two Senior Centers of the City of *⁣**. The aim of the project was to support elderly’s integration in the online activities carried out during the Covid-19 pandemic and to train them in the use of Information and Communication Technologies (ICT). The analysis of societal value is based on a case study and a varied range of data whose purpose is to provide multiple insights into the experience, emphasizing communicative processes. The results corroborate the educational value of experiential learning for students, although the impact on the community appears limited by the role of consumers of a service that participating elderly ended up playing. The evaluation of the project by the faculty leading the activities was corroborated by the institutional partner and provides evidence of the capacity for societal transformation of higher education institutions.

AbstractThe Internet has reach half of the population of the planet and in the latest three years more than 700 millions users came on line from the emerging world. Most of them are coming now from the poorer population. This it may be a turning point for their economic development. This paper attempts to outline some possible future developments of the contemporary economy within the new digital transformation and development of internet firms in emerging markets, some of the pluses and minuses, some of the opportunities and threats brought by the expansion of the Internet and information and communication technologies at different levels. We will present some significant aspects about this impact for individuals and for companies especially in Eastern Europe but also around the world. The study intends to deliver also analysis at the level of governmental reactions. Governments have gone through different sentiments that have led to different responses to these technologies. A new revolution that is about to begin it will be grounded on blockchain the technologies that cryptocurrencies are based on. What was initially translated as a threat to governments and central banks can become a solution if it’s deal cautiously.

<p>The career opportunities of university bachelor students are multiple. Some bachelor students might consider a career in research. In this article, we explore, first, the degree to which bachelor students in a research intensive university intend to enter a research-oriented career, and second, the factors influencing this intention. 1,232 students of a research-intensive university answered an on line questionnaire. 4.08% scored 4 or higher out of 5 on a scale that measures the intention to become a researcher. A regression model (R² = .47) showed that among a set of 13 variables, the attitude towards research proved to have the strongest influence on the intention to enter a research-oriented career, next to gender, and study major. The occupational focus, frequency of use of ICT (information and communication technologies) instruments, and the opinion that scientific research needs ICT have a negative influence.</p>

A educação a distância contemporânea depende de tecnologias de informação e comunicação baseadas na internet. A partir delas, o educador conduz o processo de ensino-aprendizagem, promove a autonomia do aluno e estimula a colaboração entre cursistas. Assim, é interessante conhecer quais são as principais ferramentas usadas na educação a distância dentro e fora de ambientes virtuais de aprendizagem. Neste estudo de caso qualitativo, o objetivo foi identificar as ferramentas utilizadas, em cursos de formação continuada de professores, oferecidos por duas instituições brasileiras. O escopo teórico, ao realizar a pesquisa, foi conhecer as ferramentas usadas na atividade tutorial, em diferentes momentos de ensino-aprendizagem – interação, acompanhamento e avaliação. Para isso, as percepções de 88 tutores a distância foram obtidas por questionário on-line. O trabalho justifica-se pela necessidade contínua de fornecer ao leitor dados recentes sobre o emprego das tecnologias na educação a distância, o que possibilita reconhecer a evolução do uso delas. Diversas ferramentas, de dentro e fora do ambiente virtual, eram usadas pelos tutores em suas atividades. A interação entre tutor e cursista, tão importante nessa modalidade, em geral, ocorria por fórum ou mensagem. Para acompanhamento, notas e relatórios eram mais empregados. Já fórum e tarefas eram as principais tecnologias usadas na avaliação. Ao comparar os resultados obtidos com o de outros estudos, no âmbito da amostra pesquisada, notou-se uma evolução lenta no emprego das tecnologias baseadas na internet, talvez, pelos tutores priorizarem as ferramentas tradicionais existentes no ambiente virtual.Palavras-chave: Educação a Distância. The educator can use them to lead the teachinglearning process, promote student autonomy and encourage collaboration. So, knowing what the main e-learning tools are used in and out of virtual learning environments is interesting. In this qualitative case study, the aim was to identify the tools utilized in teacher’s training courses offered by two Brazilian institutions. The research theoretical scope was to know the tools used in the tutorial activity in different teaching-learning moments – interaction, monitoring and evaluation. Perceptions of 88 tutors were obtained by on-line questionnaire. This work is justified by the continuous need to provide recent data on the use of technologies in e-learning, which makes it possible to recognize the evolution in their use. Several internal and external virtual environment tools were used by tutors in their activities. The interaction between tutor and student, very important in e-learning, takes place through forum or message. Marks and reports were usually employed to student monitoring. The most common evaluation tools were forum and tasks. Comparing the work’s results with other studies, in the sample’s scope, there was little evolution in the use of internet-based technologies, perhaps by tutors prioritizing the traditional tools existing in the virtual environment.Keywords: E-learning. Library is an information resource centre that provides intangible services. Library is also known as a not-for-profit-organization that provides places for reading. Libraries in Indonesia have not been professionally administered. But now library institutions at all levels, including those at the academic institutions, begin to revamp, continue the scientific tradition, develop the nation's civilization to save and store book collection in various subjects and languages with the help if information and communication technologies (ICT). The study explores the potentials that can be collaborated between library services and its information strength and the networked application such go-jek. The author identified the correlation between go-jek application model and academic library services. The study showed there was mutual need for both sides that could be collaborated.

The article considers the evolution, forms and current situation in the field of education based on information technologies (ITE). The authors investigate directions of changes in the educational sphere as a form of activity, as well as the system and process of knowledge transfer under information and communication technologies (ICT) influence. The paper defines the general properties of the forms of education, based on information technologies. The authors use as a tool of studying the impact of the information and communication technologies on educational institutions and on a learning process the idea of a value chain and employees routine loops reflection in it. The study highlights three areas in which information and communication technologies are changing educational organizations: pedagogics, infrastructure, and organization. The article shows how these changes are seen in the value chain. The paper considers a number of trends in the widely understood process of digitalization of education, the COVID-19 pandemic impact on the development of on-line education, evaluates the existing experience of such education and the limits of its applicability.
