This article is based on a research project that explores the proliferation of information and communication technology (ICT) in public services. Furthermore, the research explores how the enhanced presence of ICT relates to efforts to increas-ingly individualise the service delivery. It can be argued that enhanced individualisation requires increased levels of discretion and flexibility. At the same time, this flexibility needs to be implemented within a standardized framework to ensure due process and to meet demands for efficiency. As local-level work practices in the public services are increasingly being enabled through ICT, the information systems can thus be seen to offer ’standardized flexibility’. Hence, the information systems work as both enablers of flexibility and as controllers of the same. This research explores how this duality manifests empirically at the local-level of the Norwegian employment and welfare services (NAV). It focuses on the in-terface of the information systems and local-level employees. In this article, I portray the role of the information system, Arena, with regard to how the front-line employees structure and organize their work. This portrayal reveals that the information system reflects an ideal world which is out of tune with local working conditions. The employees are thus facing gaps between the ideals of the system and their actual work context. The main purpose of the paper is to illustrate how the employees deal with this gap; I identify three types of responses and strategies. Moreover, I suggest that the relationship between the information systems and different kinds of local responses may be fruitfully analysed by drawing an analogy with choreography and dancing. The second purpose of this article is thus to outline how the metaphor of choreography may provide a suitable theoretical lens for analysing ICT-enabled standardization of work.

This article aims to discuss the relationship between social innovation and public services on active mobility. Two active mobility initiatives are considered in the city of São Paulo, and analyzed based on 11 variables that characterize social innovation. Through the mapping of recent Brazilian regulatory frameworks for active mobility and a low-carbon economy, we can propose the following relationship: the more local (municipal) the public policy, the greater its social influence and participation. However, despite the advances indicated by both experiences of active mobility analyzed (highlighting the role of organized civil society), and by the progress in the regulatory framework, until now innovative practices in the local context have been restricted to the treatment of pedestrian spaces. Therefore, there exists a great potential for the continued introduction of innovations in the improvement and scale of public services for pedestrian mobility, following the paradigm of sustainable urban mobility, and based on social participation.

This chapter examines the role of taxation in the culture of contentment. In the age of contentment, macroeconomic policy has come to center not on tax policy but on monetary policy. Higher interest rates, it is hoped, will curb inflation without posing a threat to people of good fortune. Those with money to lend, the economically well-endowed rentier class, will thus be rewarded. The chapter first considers the role of monetary policy in the entirely plausible and powerfully adverse attitude toward taxation in the community of contentment before discussing the relationship between taxation and public services, and between taxation and public expenditures. It shows that public services and taxation have disparate effects on the Contented Electoral Majority on the one hand, and on the less affluent underclass on the other.

This study examines the role of information systems (IS) on environmental sustainability by gaining an understanding of how benefits may be realized from using IS in a green context (a particular IS, regional mesonet (RM) equipped with information- and communication-based technologies and a comprehensive information system) through the use of duel approaches: a survey (214 respondents) and a case study (six interviews of stakeholders of a RM). Our results provide evidence how IS use contributes to different goals at different levels of sustainability and advance knowledge of utilizing IS for providing actual as well as anticipated benefits to sustainability. In addition, our findings provide suggestions on how successful IS might be used to further induce actions and advance goals of environmental sustainability that can contribute to energy policy-making.

The role of an advertisement in influencing people's perceptions and understanding has its own competence in the world of marketing. Advertising can be used as one of the most appropriate promotional tools in the introduction and understanding of a concept or an invitation to do something. The persuasive matter in this research regarding the importance of the role of the community in the Covid-19 pandemic conditions. Advertising products taken in this study are several public servicess about Covid-19 from several commercial and non-commercial institutions in Bali. The phenomenon of miss-interpretation and the mismatch of the desired meaning in an advertisement has a significant impact on the development of the Covid-19 case in Bali. The purpose of this research is to align the problem of conveying a meaning in advertisements for public servicess about Covid-19 which are often not understood by the public so that there is a misunderstanding between the wishes of the appellers and the understanding of the public's target. This study aims to: (1) describe the shape of the parts of the advertisement in the form of the title, text, and slogan contained in the public services advertisement regarding Covid-19, (2) describe the form of the relationship between signs and references in the form of markers and signs in the services advertisement. the public regarding Covid-19, (3) describe and provide an overview of suggestions regarding the role of the proper meaning in public servicess about Covid-19. The research design used a qualitative design collected from research subjects in the form of public services advertisements about Covid-19 collected from websites and print media in the form of visual media. The objects in this study are in the form of words, phrases, sentences, images, and colors in these advertisements. The research stage begins with the collection of public services data about Covid-19, then a picture of the correct meaning of the advertisement for public services regarding Covid-19 will be drawn up based on semiotics. The results achieved in this study were the addition of semiotic science variables in the design of public services advertisements regarding Covid-19 so as to provide an overview of the suitability between the application of semiotics and the practice of giving advice and servicess as outlined in advertisements. The exact match between the desires and the meaning to be conveyed can be well developed to avoid misunderstandings between the advocate and the target public. Another target to be achieved in this research is the development of language knowledge in a broader realm both in the world of non-profit advertising. Introduction. Currently, most of the public services are provided in a digital format, which triggers the activization of the “feedback” channel between authorities and organizations performing public functions and consumers of services. Functionally, this task can be solved with the help of the institution of electronic appeals. Theoretical analysis. It is noted that qualitative changes in the social setting in connection with the digitalization of the economy have led to a change in the relationship between the state and the individual. The management paradigm is built in accordance with the interests of the subject, i.e. the consumer of public services for the population, most of which are provided to the subject in the electronic form with their subsequent evaluation through the institution of electronic appeals. Empirical analysis. The authors analyze the legislation regulating the procedure for consideration of citizens’ appeals, including written ones, submitted electronically. The authors formulate the definition of the concept of “electronic appeals” and carry out the classification of electronic appeals. The researchers also characterize the legal regimes of filing and consideration of electronic appeals through the official websites of public bodies and organizations performing public functions, as well as through federal official (state) websites specially designed for citizens to submit appeals in the form of an electronic document. Results. In conclusion, the authors highlight the important role of the institution of electronic appeals in digital transformation and the increasing level of information and communication culture.

The study examined the role of accounting information systems to reduce the risk of electronic credit bank. The problem with the study is that the banks are exposed to the failures , in the event of failed management in the recruitment of accounting information systems , electronic tapped to serve and support its own operations in making investment decisions in general, and the decisions of the granting of credit in the banks , in particular the most part due failures in the field of credit to the problems in the measurement of risk credit , which represents state banks face at the present time which makes it tough in the granting of credit . This study is important from the importance of accounting information systems electronic as a strategy has become a strategic resource dependent upon the banks to deal with the market conditions when making decisions to grant credit, as banks must stand on the degree of credit risk for credit operations that have been granted to customers, so before making a decision to grant loans new in order to stand on the truth and put . The study aimed to identify the characteristics of the electronic accounting information systems in terms of speed in providing information and in terms of the accuracy of information and reflection on the measurement of credit risk in banks, the formulation of the theoretical aspects of the accounting information systems and electronic use them to improve the process of measuring credit risk. The study relied on deductive approach and inductive and historical approach descriptive and concluded several results, most important , study results indicated accounting information systems electronic affect the credit risk of the bank, confirmed the findings of the study and a relationship with a significance between rehabilitation personnel information systems, accounting and reduce the credit risk of the bank, results indicated study indicated that the accounting information systems electronic increase the credibility of accounting information . The study recommended a number of recommendations, including the need to make sure the loan guarantee granted by the credit risk faced by the bank through electronic accounting information system, focusing on the importance of the information system of accounting -mail addresses for being immediate loans when due.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Researched are systemic aspects of the process of implementing national projects in Russia. Attention is focused on effectiveness of solving key problems of development of the public administration system in the context of the relationship between the state and society under modern conditions. The institution of public control in Russia is characterized through prerequisites of formation, organizational and legal status and main functions. The work defines the place and role of the institution of public opinion in the system of public administration and public control, substantiates its regulatory mechanisms, factors and agents of influence. In the aspect of systemic relationship between public administration and public control, the specificity of implementation of national projects in the transforming Russian society is revealed. A sociological vision of the “reset” of conceptual foundations of interrelationships between the public administration system and the institution of public control both at the stage of “entering” the space of national projects and in the process of their implementation is presented. It has been proved, that at the present stage the main integrating factor is consolidation of society through an updated "state-society contract". The analysis of historical and modern practices of public participation made it possible to draw a conclusion about the increase in the function of “co-management” of public control bodies in the interaction of state and public structures.
