This tudy aimed to describe Role of Village Government in Empowering Village Sukamulya Pakenjeng Sub district Garut District, based on the fact, most of livelihood’s Sukamulya Villagers is farm and level of public education in the productive age tends to below. In this study the authors use descriptive research with a qualitative approach. The data collection techniques were observation interviews and documentation. Based on the research that has been done can be concluded that the village government of Sukamulya can empower people through several development program are; The first is activation of the institution, the second is increasing public participation in the implementation of communal work activities, the rsse village musrenbangdes and physical development. The third is increase in productive economic with activity training of black smiths and embroidery. But, in the implementation of an empowerment society, village government Sukamulya had some constrains such as lack of community participation, lazy culture and the of facilities available to support development activities. The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

Allocation of Village Funds including Village Funds in its implementation is carried out by several regional government institutions, namely the first local government itself as the regulator or policy maker of use and utilization, secondly the sub-district government and related technical agencies that play a supervisory, mentoring and facilitator role and the third and final is the village government itself as the recipient, user and user of the fund. the implementation of village fund allocation policies in development in the village of Tatelu Rondor, Dimembe Subdistrict, North Minahasa Regency through physical development in the village did not work well, this condition was based on facts namely lack of proper and correct understanding of village government, unavailability of resources adequate in supporting the smooth implementation of village fund allocation policies, lack of communication in supporting implementation activities, lack of support from some village officials and the community, and bureaucratic structures often hampered.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

The problems that occur in Batujajar Timur Village are the mismatch of village fund allocations received according to the realization, the delay in disbursing village fund allocations, the uneven physical development in Batujajar Timur Village. The management of village fund allocations cannot be said to be effective, if it is reviewed correctly, quickly, economically, and safely. This study uses a descriptive research method with a qualitative approach. The data obtained through the results of library research, field studies through in-depth interviews and observations, and documentation. The results showed that the management of Village Fund Allocation in Physical Development in Batujajar Timur Village, Batujajar Subdistrict, West Bandung Regency, cannot be said to be effective, due to the lack of community participation in musrenbangdes, the village fund allocation received is not by government regulations which in theory were obtained in January. and it was reported in December, the facilities for infrastructure funds were not yet supported, the allocation of village funds obtained did not match the realization. This study refers to construction in the village of Kalimas, Sungai Kakap sub-district, Kubu Raya district. The village of Kalimas covers a territory of 4565 acres with village detail (711 ha), estates (2185 ha), Talview (239), land agriculture (1370 ha) with such an area of territory, the masses of communities mostly harnessed themselves. In this study, writers use types of descriptive research with a qualitative approach. Data collection techniques with observation, interviews, and documentaries based on research conducted, it was concluded that the village government of Kalimas has managed to build infrastructures such as the construction of road, bridge, the productions of fire facilities, the post and ambulance. It will remain permanently eroded the covid-19 pandemic in Indonesia, building infrastructure in the village of Kalimas is banned because rural funds are being diverted to help stranded communities.

This research was conducted with the aim to find out the role of bhejingan in the election of the village chief in Pamekasan. Based on data from Police Resort Pamekasan, utilization of bhejingan also in hardness, coloring election allegedly the head of a village in Pamekasan. In addition to votes may give rise to insecurity, involvement of bhejingan in the election of the village chief in value can reduce democratic values ... This study used a qualitative approach to the types of descriptive research. Source data obtained through interviews, participant observation and documentation. Based on the research results obtained information that role of bhejingan’s role in the selection of village chief political strategy performing various functions to help the village chief candidate's victory, among them: developing intercultural communication fellow bhejingan, charting the direction of the voice of the supporters, keeping the voice directions as well as mobilizing votes (money politic).

The study aims to determine the role of village government in Implementing the Rural Infrastructure Development Program (PPIP) In the village Sendana, Mambi district Mamasa Regency . Type research is descriptive qualitative approach is an approach that focuses on the process of data collection in order to describe the state of the object. Data collection technique used by observation, interview and documentation. The result of this study shows that the role of the village government can already be said to play an active role with the following indicator, which is to facilitate the village government to provide facilities at village meetings, implementation of transparency, and support facilities for CSOs. Community engagement where the village government to try and work together with management to prioritize community involvement; supervise and control the implementation of the PPIP. The village government to approach the manager for observing the principles of the PPIP program and use of the budget in accordance with the allocation; fostering CSO where the village government to provide guidance through the values of local wisdom and social capital so that the attitudes and behavior of society for the better organization. Penelitian bertujuan untuk mengetahui Peranan Pemerintah Desa Dalam Pelaksanaan Program Pembangunan Infrastruktur Pedesaan (PPIP) Di Desa Sendana Kecamatan Mambi Kabupaten Mamasa. Jenis penelitian yang digunakan adalah pendekatan deskriptif kualitatif adalah pendekatan yang menitik beratkan pada proses pengumpulan data. Teknik pengumpulan data menggunakan observasi,wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa peranan Pemerintah Desa sudah dapat dikatakan berperan aktif dengan indikator yaitu: adalah menfasilitasi yang dimana Pemerintah Desa memberikan fasilitas pada musyawarah desa, transpransi pelaksanaan, dan fasilitas penunjang untuk OMS. Keterlibatan masyarakat yang dimana Pemerintah Desa berusaha dan bekerja sama dengan pihak pengelola untuk mengutamakan keterlibatan masyarakat; mengawasi dan pelaksanaan PPIP. Pemerintah Desa melakukan pendekatan kepada pengelola untuk memperhatikan prinsip-prinsip Program PPIP dan penggunaan anggaran sesuai dengan peruntukkannya; membina OMS yang dimana Pemerintah Desa melakukan pembinaan melalui nilainilai kearifan lokal dan modal sosial agar sikap dan perilaku organisasi masyarakat menjadi lebih baik.
