Agriculture and the agro-industrial complex as a whole are the most important components of the world economy. The volume of production and consumption of products, their quality and availability characterize the standard of living of the population. Of course, these indicators are not the only ones, but they are the leading elements of the country’s food security, health and well-being of its population. It is only in recent years that food quality has become a priority in developed countries. Agricultural production technologies have changed signifi cantly since the mid-twentieth century. The same applies to Russia. Plowing of virgin and fallow lands in Siberia, the Southern Urals and the Far East reduced the area of haymaking and pasture lands, more than 25 million hectares of fallow land were plowed. On the other hand, the increase in livestock numbers increased the burden on pasture lands, which did not always cope with the restoration of land fertility. As a result, many valuable forage grasses have disappeared and less productive and poisonous plants have spread. The purpose of the work was to consider the main directions of greening the agro-industrial complex in the Chelyabinsk region. The causes, consequences and features of greening the agro-industrial complex have been analyzed in the article. It was found as a result of the conducted observations that the problem of greening the agroindustrial complex has become more acute in the last 50–60 years and is a consequence of not always justifi ed decisions of economic activity. This aff ected the greening of agriculture: soil, water sources and air pools. The deterioration of the environmental situation in the Chelyabinsk region as a whole and also in agriculture, almost all industries and vehicles participated. The issues of the ecology in agriculture and the agro-industrial complex are directly related to the quality of food, the state of health and working capacity of citizens.

This article describes the impact of digital economy on changes in economic environmental and social spheres. This leads to changes in educational environment considering the requirements for the development of digitalization in agro – industrial complex (AIC). In this regard, the conditions of education and training of engineering personnel with competencies for working in AIC digital economy are also changing. The authors studied influence of the main trends in the development of digital fluency and digital competencies on the formation of engineering human resources in AIC. Particular attention was paid to the analysis of the development of the human resources component of the digital economy of AIC in this region, in particular, according to the parameters of “Personnel for Digital Economy” project in the Chelyabinsk Region, it is planned to increase the share of population with digital fluency and key competencies in digital economy from 27% in 2019 to 80% by year 2024. Human resources are the most important strategic resource for the development of AIC digitalization. At the same time, labor requirements are constantly growing. Formation of digital competencies should be the goal of engineers, and the development of a mechanism to achieve this goal is the main task of state personnel policy, science and education. Consequently, the role of education in training of engineering personnel for working in agriculture taking into account the requirements for AIC digitalization development is becoming more and more relevant.

The authors found that the system of keeping gestating sows on a breeding farm increases the risk of animal welfare related to technological problems and insufficient staff training (contamination, human fear, local infections, inflammation of joints). The negative impact of industrial technology on the welfare of gestating sows is manifested in the increased frequency of torso injuries and fear of humans. Limb problems in sows on a farm kept without walking are related to a low management level, as no such problems were observed in the industrial complex. The welfare of sows on small farms can be ensured by improving the technological level of production and the skills of maintenance personnel.

The Russian economy is not going through an easy time. Production volumes and efficiency are growing slowly, against this background, a pleasant exception is the situation of the agro-industrial complex. In terms of export revenue, agriculture ranks 2nd among all industries. Of course, the income from the export of agricultural raw materials is several times less than the income from the export of energy resources. However, a positive trend and good prospects for increasing export potential are important here. The article suggests measures to adjust the economic and social policy in the sphere of agriculture in the Chelyabinsk region. The policy of declaring small rural settlements not promising is not justified. All these areas of innovation in the agro-industrial complex should not be applied separately, but in combination. Such measures will provide a greater synergy effect than isolated measures.

The presented article shows the results of implementation of the project «Ethno-demographic processes in the Asian Russia: the current situation, forecasts and risks» on the materials of the Chelyabinsk region. This region is one of the most densely populated, the regional center is a large Russian city with a million population. Significant industrial and scientific potential is concentrated on the territory of the South Urals, and the agro-industrial complex is highly developed. However, in recent years, there has been an intensive outflow of population from the region due to the deterioration of the environmental situation, as well as a tangible decline in the living standards. At the same time, immigrants from the Central Asia are playing more and more important positions in the regional labor market. Empirical basis of the study is the results of two sociological surveys (mass and student youth). Methodological framework of the article is the theory of mobility and transnationalism. These methods applied in combination have shown significant cognitive potential. They make it possible to understand the internal Russian and international migration as a complex scientific and practical problem interconnected with the dynamics of internal Russian migrations in general, and the functioning of the Eurasian migration system in particular. The results of sociological sections carried out clearly demonstrated that the Chelyabinsk region is losing its attractiveness for the life of population, which gives a tangible impetus to the growth of migration moods. This is especially true for the younger generation. At the same time, the population is increasingly showing a wary attitude towards migrants from the Central Asia in general, from Tajikistan in particular. Despite the fact that there are no obvious signs of intergroup hostility, there are certain aggravations in the relationship between the host and migrants.

The article presents the results of research and analysis of specialization of agricultural organizations of the Chelyabinsk region for the period from 2006 to 2017, which according to the population ecology of organizations has advantages in stable or specific environments. To study the specialization of the organizations of the agro-industrial complex of the Chelyabinsk region, a three-part coefficient of specialization was used, which characterizes the total share of the three values of the studied trait in the total population. Empirical research of agro-industrial complex of Chelyabinsk region allowed performing the analysis of 294...194 organizations for the period 2006...2017. It was found that the arithmetic value of a share of the first three types of products, ordered descending, in the structure of realization of products of agricultural organizations of territories of the region made up 78.09...85.08 % and in the structure of sales organizations of the region amounted to 89.71...96.86 %. It was shown that the analysis of the shares of the first three types of products, ordered in descending order, in the structure of sales of agricultural products can be reduced to the analysis of the shares of the first of the three types of products in this ordered structure. It was found that during the study period, the share of organizations of the agro-industrial complex of the region with the share of proceeds from the sale of grain and leguminous crops in the total revenue of organizations 20 ... 80 % amounted to 45.92...29.61 %.

The paper analyzes the possibilities of improving the Russian policy of import substitution using the potential of the EAEU. A concrete analysis was carried out for the branches of the agro-industrial complex, where the greatest success was achieved in import substitution. There is a need for smart selective import substitution, the most important direction of which is the export-oriented one. This will improve the competitiveness of Russia and the EAEU as a whole in the global economy and will also promote the deepening of mutual ties of the EAEU countries. The main ways of solving this problem are shown.
