The work of the institution of professional higher education in the conditions of competition between educational institutions is analyzed. In modern conditions in institutions of professional higher education in order to survive and function effectively, it is necessary to coordinate their goals with the goals of the labor market and education; heads of educational institutions to review the forms and methods of work with all participants in the educational process, to develop in them the skills of charity, civic activity, to expand their participation in the development, adoption and implementation of legal decisions in the field of education; be able to cooperate with patrons, deputies, organizations and public and public institutions. With the development of democracy and the expansion of the practice of co-management, institutions of professional higher education will increasingly rely on public organizations and communities. This will help complete the transition from a policy of patronage and domination of the state over the public to their constructive partnership and interaction. The task of democratization of management as a result of constructive dialogue of the institution of professional higher education, the public and the state is to unite all subjects for joint actions on the basis of their real interest in the development of education. The refore, the management system must be constantly developed and improved, respectively, the heads and managers of educational institutions, as managers of education, must constantly improve their skills.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Although it has one of the less expensive costs of attendance, universal access to higher education in México is still far away from becoming a reality. The federal government along with the public and private educational institutions have implemented different approaches to increase access but the gap among higher and lower strata of the population represented in HEIs seems to be widening. Recently, the federal government proposed to change the Constitution to include higher education as a right and therefore, compulsory. This essay intends to show a brief picture of the state of college access in Mexico as well as the implications of moving to a compulsory system. It ends with a series of recommendations for stakeholders to get involved in addressing the manifold issues pertaining to the state of college access and success in México.

ABSTRACT This article is a qualitative literature synthesis in the areas of community-campus collaborations, knowledge mobilization and social innovation. The article aims to be useful to people who work in academic settings, community organizations, public institutions, and government. The authors utilized a purposive sampling methodology to explore the following questions: 1. How can university-based knowledge mobilization leverage investments in higher education research and development (R&D) through community-campus collaboration and social innovation? 2. What is the role of university-wide knowledge mobilization projects in supporting community-campus connections and ultimately social innovation strategies that contribute to the public good? Our review indicates considerable interplay between community-campus collaborations, knowledge mobilization and social innovation given that knowledge mobilization facilitates – and is facilitated by – collaboration. With sufficient knowledge mobilization, community-campus collaborations stimulate social innovation. The article concludes with recommendations based on our review of the literature. RÉSUMÉ Cet article se fonde sur une synthèse littéraire qualitative portant sur les collaborations communautaires/académiques, la mobilisation du savoir et l’innovation sociale. Il se veut utile pour toute personne travaillant dans un milieu académique, un organisme communautaire ou une institution publique. Les auteurs ont recours à une méthode d’échantillonnage raisonné pour répondre aux questions suivantes : 1. Comment la mobilisation du savoir universitaire – au moyen de la collaboration communautaire/académique et de l’innovation sociale – peut-elle faire augmenter les investissements en recherche et développement dans l’enseignement supérieur? 2. Comment les projets de mobilisation du savoir universitaire peuvent-ils resserrer les liens entre campus et communauté et, en fin de compte, appuyer des stratégies d’innovation sociale qui contribuent au bien commun? Notre évaluation indique qu’il y a beaucoup d’influences réciproques entre les collaborations communautaires/académiques, la mobilisation du savoir et l’innovation sociale, surtout que la mobilisation du savoir facilite la collaboration et vice versa. En effet, avec une mobilisation du savoir suffisante, les collaborations communautaires/académiques stimulent l’innovation sociale. Cet article se termine par des recommandations provenant de notre analyse documentaire.

El trabajo de investigación que se reporta busca hacer observables los posibles cambios en las trayectorias y perfiles del personal académico que podían atribuirse a la aparición e implementación, en la mayor parte de las Instituciones de Educación Superior públicas del país, de programas que tenían como objetivo el mejoramiento de los perfiles formativos, de producción e inserción internacional de los académicos, y que emplearon diferentes mecanismos de evaluación, diferenciación de ingresos y apoyos a la continuación de su formación. A través de definir una periodización que reflejara la aparición y modificaciones de dichas medidas, la propuesta de una tipología de las instituciones de educación superior y la adopción de una forma de organizar la diversidad disciplinaria, se intentaron controlar analíticamente los efectos paralelos que estos aspectos pudieran tener en la variación de condiciones de trabajo y socialización de los académicos. Con esta forma de organizar la diversidad se analizaron la evolución formativa, la combinación de actividades, el uso del tiempo, las opiniones y los resultados reportados por los académicos del país en la encuesta aplicada en 2001. Finalmente, en el trabajo que se presenta se subrayan algunos de los logros, tensiones y riesgos que parecen derivarse de las lógicas coexistentes en los mecanismos impulsados, especialmente en los ámbitos del compromiso institucional y la renovación de la planta académica actual.AbstractThe work of investigation that is reported looks for making observable the possible changes in the trajectories and profiles of the academic personal that could be attributed to the appearance and implementation, in most of the public Institutions of Higher Education of the country, of programs which  had like objective the improvement of the formative profiles, of production and international insertion of the academics, and that used different mechanisms from evaluation, differentiation of income and supports to the continuation of their formation. Through defining a periodization that reflected the appearance and modifications of these measures, the proposal of a typology of the institutions of higher education and the adoption of a form to organize the disciplinary diversity, were tried analytically to control the parallel effects that these aspects could have in the variation of conditions of work and socialization of the academics. With this form to organize the diversity were analyzed the formative evolution, the combination of activities, the use of the time, the opinions and the results reported by the academics of the country in the survey applied in 2001. Finally, this work emphasizes some of the profits, tensions and risks that seem to derive themselves from the coexisting logics in the impelled mechanisms, especially in the scopes of the institutional commitment and the renovation of the present academic plant.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

The educational process for Risk Management (GR) in the canton Santo Domingo de Heredia was evaluated by investigating the training activities carried out by different entities. These entities are: The National Commission for Risk Prevention and Emergency Attention (CNE), the Municipal Emergency Committee, 8 district emergency committees, Emergency Committees of public institutions and 8 elementary schools, one per district. In the studied area there are hazards and vulnerabilities that demand proper education in order to manage efficiently the probability of human and material loses. The educational process for risk management has been carried out in the chosen zone but its level or depth is unknown. The purpose of this work is to find out the state of education to prevent disaster or emergencies and improve its weak aspects. To obtain the required information, seven instruments (questionnaires) were applied to the following key actors: an official of CNE, the coordinators of Brigade or Committees of Emergency (4 different questionnaires), and finally the person who teaches about natural and technological events in each one of the selected schools. According to results, the population of Santo Domingo has not been adequately trained to properly face the dangers and reduce the vulnerability of the canton.

The aim of study is special aspects of the efficient daily routine of students at modern educational institutions of different types, and its influence on psychophysical functions, adaptive abilities, the quality of life as well as the state of mental and somatic health of the youngsters. Materials and methods: While studying special aspects of the daily routine of students at modern educational institutions and their influence on the state of physical and mental health, the young people were observed in five modern educational establishments in Ivano-Frankivsk: Vasyl Stefanyk Precarpathian National University, Ivano-Frankivsk Finance Commercial Cooperative College named after S.Granat, Ivano-Frankivsk music school named after Denis Sichinskiy, Ivano-Frankivsk Vocational Motor Transport and Construction Lyceum № 15, Ivano-Frankivsk boarding lyceum for gifted young people from rural areas. 300 students were observed (150 female students and 150 male students). The study analyzed their educational conditions, daily routine tension, and activities during breaks, special aspects of leisure arrangements, amount of time spent on homework, subjective assessment of the level of tension of the educational process, and their projected influence on the health state of students by using static models. Results: Received results of the assessment of sanitary and hygienic conditions under which training takes place at modern educational institutions of different types, as well as conditions of after school activities of the students, by applying common methods to evaluate illumination level, microclimate, and air quality have revealed that the youngsters’ conditions at modern educational institutions are marked by absence of significant deviations from common hygienic requirements, they are similar and easily comparable and that enables defensibly and illuminatively to identify main features of influence of the different psychohygienic methods on the development of health maintaining tools and the establishment of features of the formation of functional capabilities and the basic correlates of mental and physical health. Conclusions: The educational conditions of young people in modern educational establishments can be described as not having considerable deviations from common hygienic requirements, being easily comparable and enabling to identify main influence factors of different types of psychohygienic methods of developing and implementing of healthmaintaining tools on the course of formation of the functional capabilities of the body and the development of the main adaptation reactions in young males and females.

<p>Higher education serves as an agent of social change that plays a significant role in the development of socially conscious and engaged students. The duty higher education has toward society, the role for-profit educational institutions play in enhancing the public good, and the prospect of making social change an element of these providers’ missions are discussed. Laureate’s Global Citizenship Project is introduced, highlighting the development of the project’s civic engagement rubric and the challenges of assessing civic engagement.</p>
