The article is devoted to the problem of institutional and organizational support of public diplomacy. It was analyzed the financial resource from 2016 to 2018 as a basis for the practical implementation of projects in the field of public diplomacy, promotion and formation of a positive international image of Ukraine in the world. Defineded the foreign policy of Ukraine in the field of public diplomacy and identified key indicators of the Ukrainian Institute report in 2019. It was investigated the organizational structure in the system of public administration in Ukraine. Defined the tasks and spheres of public diplomacy influence for the purpose of organizational and functional development as a component of the system of public administration in Ukraine. The term «public diplomacy» constantly appears in the public and media space. Proper functioning of public diplomacy offers constant cooperation between the state and public society organizations, representatives of the professional and expert community. Proper providing institutional and organizational component of public diplomacy promotes international cooperation between institutions and understanding, trust and influence. Thus, an important priority of the public diplomacy strategy is to construct, develop a network of influence and strengthen cooperation with national and international stakeholders. It was suggested the institutional sphere of public diplomacy with the obligatory network of priority policy areas. Due to this it’s important to provide grant support to those organizations engaged in research and analysis in the field of foreign policy, international relations. Proper provision of public diplomacy in the system of public administration can be observe to improving the quality and efficiency of services provided both state and public organizations. Through the harmonious functioning of the economic component, the organizational support of public diplomacy in the system of public administration contributes to the achievement of clear goals, including: efficient use of economic resources, development of scientific and technical sector, growth of internal and external financial stability.

Lana lau ataletan egituratuta dago. Lehenengoan, datu pertsonalen babesa arautzen duen esparru berriaren aurkezpen orokorra egiten da; hau da, Datuak Babesteko Erregelamendu Orokorrak (EB) ezartzen duen araudi berria aurkezten da. Bigarren atala erantzukizun proaktiboari buruzkoa da, administrazio publikoek datu pertsonalak tratatzeko oinarrizko printzipio gisa. Hirugarrenak proposatzen ditu administrazio publikoek praktikan erantzukizun proaktiboaren printzipioa betetzeko kontuan har ditzaketen hainbat neurri. Azkenik, laugarren atalak gogoeta egiten du antolamendu-aldaketak egiteko beharrari buruz, Erregelamendu Orokorraren printzipioak betetzen dituztela ziurtatzeko eta herritarrek eskubideak balia ditzaten ziurtatzeko; horrez gain, aipamen berezia egiten dio datuak babesteko ordezkariaren figurari. Ondorioztatzen den ideia nagusia da garrantzitsua dela administrazio publikoek datuak babesteko politika bat diseinatzea, lehenetsita aplikatuko dena, eta ez bakarrik erantzukizun politikoak dituztenei, baizik eta sektore publikoan lan egiten duten pertsona guztiei eragingo diena. Resumen: El presente trabajo tiene como objetivo ofrecer un análisis del principio de responsabilidad proactiva en el tratamiento de datos personales por parte de la administración pública, y pretende aportar una visión jurídica para facilitar su aplicación en la práctica. El trabajo está estructurado en cuatro apartados. En el primero de ellos se presenta, en términos generales, el nuevo marco regulador de la protección de datos personales, que es consecuencia del Reglamento (UE) General de Protección de Datos. El segundo apartado está dedicado a la responsabilidad proactiva como principio básico del tratamiento de datos personales por las administraciones públicas. El tercero propone una serie de medidas que las administraciones públicas pueden tener en cuenta para cumplir con el principio de responsabilidad proactiva en la práctica. Finalmente, el apartado cuarto aporta una reflexión sobre la necesidad de introducir cambios organizacionales para asegurar el cumplimiento de los principios del Reglamento General de Protección de datos y del ejercicio de derechos por la ciudadanía, con una especial mención a la figura del delegado o delegada de protección de datos. La principal idea que se concluye es la importancia de que las administraciones públicas diseñen una política de protección de datos que se aplique por defecto, e implique, no sólo a quienes ejercen responsabilidades políticas, sino a todas las personas que trabajan en el sector público. Abstract: The present work aims to offer an analysis of the principle of proactive responsibility in the treatment of personal data by the public administration, and aims to provide a legal vision to facilitate its practical implementation. The work is structured in four sections. The first of these presents, in general terms, the new regulatory framework for the protection of personal data, which is a consequence of the General Data Protection Regulation (EU). The second section is dedicated to proactive responsibility as a basic principle of the processing of personal data by public administrations. The third proposes a series of measures that public administrations can take into account to comply with the principle of proactive responsibility in practice. Finally, the fourth section provides a reflection on the need to introduce organizational changes to ensure compliance with the principles of the General Data Protection Regulation and the exercise of rights by citizens, with special reference to the figure of the Data Protection Officer. The main idea that is concluded is the importance for public administrations to design a data protection policy that is applied by default, and involves not only those who exercise political responsibilities, but also all those who work in the public sector.

The experience of the institutional support of public-private partnership in the Republic of Poland has been analyzed. It is noted that Poland was one of the first among the post-communist countries to implement a mechanism of public-private partnership. The peculiarities of the practice of realization of public-private partnership in Poland during the 1990s and its legal support were determined. The possibility of its development on the basis of general norms of civil, economic, administrative and other branches of law is emphasized. The process of development and adoption of separate laws on public-private partnership and their specific features are described. The essence of discussions about the need for creation of a special authorized body for regulation of public-private partnership, which was caused by the problems that arose from public and private partners during the conclusion and implementation of the relevant agreements, was disclosed. The modern components of organizational support for supporting the development of public-private partnership in Poland, their role and their inherent functions are revealed: the Department for Public-Private Partnerships of the Ministry of Investment and Development, similar departments in public administration bodies of different levels, the Public-Private Partnership Platform, Polish Entrepreneurship Development Agency, Institute of Public Private Partnership, private law firms, scientific and educational institutions. The necessity to improve the institutional support of public-private partnership, which is realized by the government of Poland as well, is stated. The content and significance of the latest program documents in this area that are intended to improve the process of administration the development of public-private partnership — the concept «The vision of sustainable development for Polish business 2050» and «Government policy in the field of development of public-private partnership» are characterized. The importance of using the experience of the Republic of Poland in the practice of public administration of the Ukrainian system of public-private partnership is emphasized.

The objective of diplomacy is to advance a country's national interests; Public Diplomacy(PD) achieves this aim by communicating directly with the foreign publics and ultimately influencing their governments. Major global actors including the US, UK, China, South Korea, and India, utilize public diplomacy as a foreign policy instrument. All these countries have developed cohesive policies and strategies to conduct public diplomacy. Pakistan can also utilize public diplomacy to fulfil its foreign policy objectives. This research article analyzes the public diplomacy strategy of Pakistan along with the UK, US, China, South Korea and India in order to identify the various strategies and tools adopted by these states. This research only investigates public diplomacy policy and strategy; the outcome of these efforts are not discussed. Distinctive aspects and instruments of PD strategies of all six countries are recognized, along with drawing lessons for an effective PD strategy in Pakistan. This research concludes that Pakistan can adopt certain effective elements from public diplomacy practices of other states and develop a cohesive and sound PD strategy of its own.

This article deals with the process mapping which is applied as a tool improving the effectiveness of public administration. The aim is to summarize the theoretical learning and to propose the recommendations improving the existing status. The author summarizes the gained theoretical knowledge from the field where he focuses mainly on process classification and process management. Author performed a pilot NPS survey and analyses the key outcomes. As well he formulates the recommendations with the aim to drive the process improvement and optimization in the public sector.

Development of financial management in each country occurs in a unique way It is due to historical traditions, administrative structure, internal and foreign policy of the state (aimed to improving the socio-economic situation in the country), the needs of various economic structures and organizations of the public administration system, including those aimed to centralizing (decentralizing) the management of financial flows of the country. In the paper, relevance of the research topic is due to strengthening the role of financial management under conditions of digitalization of the economy and searching the ways to improve the effectiveness of financial management in Russia including on the basis of domestic experience and the experience of developed foreign countries.

Studies on public diplomacy have been quite advanced since at least 2001. The public diplomacy phenomenon attracted the attention of researchers as more and more governments implemented public diplomacy as a tool of their foreign policy. This article aims to summarize the author’s case studies and to discuss the impact that research on public diplomacy has on the understanding of political communication. The analyses were built on definitions of political communication by Denton and Woodward and by McNair. While discussing the New Public Diplomacy model as political communication, the author implemented a network approach to frame the concept.

The subject of this research is the public diplomacy mechanism of the Russian Federation. The goal consists in consideration of the mechanism of functionality of public diplomacy of the Russian Federation based on the framework government documents, reports on the activity of the structures of public diplomacy of the Russian Federation, and expert analytical articles. The author examines the foreign policy concepts of the Russian Federation of 2000, 2008, 2013 and 2016, as well as reveals their structures and areas of focus. Analysis of the discourse of research on the public diplomacy of the Russian Federation allowed determining the gaps and the problematic areas that require further research. The article presents examples of the projects that were implemented in the indicated directions in accordance with the latter concept. In conclusion, the author outlines the development trends of public diplomacy mechanism of the Russian Federation. The mechanism of public diplomacy of the Russian Federation is an ambiguous phenomenon and still in the making. On the one hand, the understanding of “soft power” on the state level has evolved significantly in recent years. Moreover, the author traces the evolution of terminological field of public diplomacy in the official documents, as well as its objectives and development trends. On the other hand, the question of coordinating body within the mechanism of public diplomacy of the Russian Federation remains open and relevant. Attention of researchers is also focused on the actors and level of their engagement into the system, interaction between the elements within and outside the mechanism. At the same time, public diplomacy projects are implemented by the Russian Federation worldwide; they coordinate with the trends set by intergovernmental organizations, and appear to be quite effective with regards to provision of information support. The trend of digitization of international policy poses new challenges for the public diplomacy structures, which would require an evolution in understanding of the concept.

This paper describes public diplomacy (PD) of European Union (EU) throw European External Action Service (EEAS). As PD has its aim influencing the public, EU makes PD throw its missions and delegations trying to prove to the whole world that is an important actor in international arena. Since EU is unique international organization with elements of a state, we will try to describe that even EU has difficulties using PD to build a positive image in front of public considering the fact that each member state has its own voice in the path of representing the EU throw EEAS as one voice. The purpose of this paper is to highlight the EU's foreign policy with particular focus on the case of Bosnia and Herzegovina, that in our case analyzing it in the context of the PD specifically creating a positive image, has shown weakness and incapacity to intervene and play his role as an important actor to resolve a conflict and bring peace. Samples were taken from the international literature, scientific researches and official documents taken from EU official website. We used descriptive and analytical method to arrive at the conclusion of this topic, proving theoretically and practically that EU diplomacy as part of foreign policy has failed in the case of Bosnia and Herzegovina.

AbstractThis paper focuses on the public diplomacy (PD) practices of the EU-a supranational regional organisation confronted with two distinct challenges. First, the EU aims to reform its external action in order to become a global power and leader in the changing multipolar world. Second, it purports to fight the ongoing economic crisis that not only weakens the actual global capabilities of the EU, but damages its international image and reputation as a power and a leader. The paper assumes the potential of EU PD tools in meeting these challenges and tests this assumption in one case study of international public opinion on the EU in its immediate neighbourhood (Ukraine). Importantly, the study confronts an additional challenge: EU PD is described in the relevant literature to be a disjointed, under-resourced and overlooked policy area.
